H. Mills, Col., Corps of Engineers, Walla Walla District stating in part, that the ponding area requested by the City would not interfere with the McNary Project in general; no other application has been received. The Mayor's letter of June 6th will°be considered as a formal application for public recreational use. SEWAGE DISPOSAL PLANT SITE: A letter was read from Hal Homes, stating an engineering study was being forwarded through the Comman ding•General of the'Sixth Army -on this subject, as soon as information is received from Pasco covering ehe plart proposed and further infor- mation from the Office of the 'Chief'of Engineers he will be glad to prepare and introduce for necessary legislation. TRANSFER PAYMENT ON SEWER EXTENSION (E. V. Cronin): A letter was read from E. -V. Cronin requesting that sewer payment on Oneonta Street be ~transferredt, Blocks 4, 5 or 6, Sylvester•s Second Addition. This was turned to the Water Committee for report. ° ." PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JULY 3, 1951 WATER TANK BETWEEN ARTHUR & NORBERT, HENRY & OCTAVE: Cleaning property at this location was reported upon by Mr. Radelmiller;,weeds have been killed but will need a bulldozer to level up ground which'is 115 x 115. Mr. Radelmiller states he would also like to erect a cyclone fence. He was requested to present figures on all this work. COUNTY,PROPERTY: i 1' Motion made by Milne, seconded by Bonnett that the Mayor -be empowered to sign petition requesting that the County clean up their property.in Block 7, Sylvester's Second Addition when same is circulated. Motion carried. COMPLAINT (Walter Zemeck): A letter was read from Mr. Zemeck regarding dust condition at -the corner of Henry and Aurelia. This property belongs to the School District. City Clerk to so notify. VINE STREET SURFACING: A letter was read from City Engineer George R. Fisher recommending that the Council approve the purchase of approximately 80 cu. yds. of crushed gravel to surface Vine Street between A & B Streets. Motion made by Overlie, seconded by Connell to "gravel Vine Street between A & B. Motion carried by roll call vote of six (6). PURCHASING: ° A letter was read from Eity Engineer Geo. R. Fisher relative to City Government purchases, outlining procedure of'purchasing orders and vouchers. This was turned to the Claims & Finance Committee. (Avery, Connell & Bonnett) CITY PROPERTY FOR LEVEE (REPORT ON MEETING): The City Eng neer furnished all members of the Council body with a copy of his report on.a meeting with the Walla Walla District Engineer's representatives on June 20, 1954 relative to City property to be acquired by the Army for levee pur- poses and their responsibility for such changes. An offer of 22,500.00 was made for"the-property; local realtors estimate"a property value at 111,000.00 to $11,500.00. The -Gun Club's estimate of improvements is 011,956.28-. The ponding area is to be approximately 400 x 1000. "Three plans were outlined,�lst. Build a new pump plant on river side of levee; 2nd. Build a new pump plent on land side of levee; 3rd. Leave plant as is. City Engineer has written the Washington State Game Department for information and requirements for fish screens. This was turned to the Water Committee and they may cel in the balance of Council if desired. Motion so made by Bonnett, Seconded by Avery. Motion carried. TRANSFERS: A letter was read from the City Treasurer Mary E. Clarke requestingt wo transfers; one of $5,000.00 from Airport Fund and $4,100.00 from Water Department to the Current Expense. Motion made by Bonnett, seconded by Milne authorizing the City Clerk to make transfers as requested. Motion carried by roll call vote of six (6). RIGHT-OF-WAY EASEMENT P. U. D.: letter was read from H. L. Dedro, attached were wasementforms; this request covers a strip of land 10' on either side of the existing power line from corner of Lot 32, Riverside -Addition through and across Lots 32, 33, 34, 35, 36 and 37. This was turned to.the City Engineer for study and report. BIDS STREET OILING: Two bids received,, opened and°r eRd at this time as per legal notice: Standard Asphalt & Paving Co., Spokane, Washington: Principal bid - - - --- - - - - - - - - - - - - - $18;710.00 Alternate No'. 1 - - - - - - - - - - - - - - - - - $15,385.00 Alternate No. 2 - - - - - - - - - - - - - - - -21,645.00 A certified check was enclosed in the amount of 1,300.00 L. Mot$on made by Bonnett, seconded by Overlie that the City Attorney iwestigate and draw up an emergency ordinance. Motion carried. ,8 y AIR BASE (POLICE AUTHORITY): A discussion was entered into regarding Police authority at the Air Base. Council feels that the airbase should furnish money for this service. Police Committee to investigate and report. I, RESOLUTION NO. 312. (Limited Access Highways):: it The Street Committee recommend that Resolution designating -the approach Highways to the new Bridge over the Columbia River as limited access highways be approved and signed by the Mayor. City Engineer to obtain information on grades, and report. - BIDS:. STREET OILING: George R. Fisher has checked extensions on bids and reports that Vails is low on principal and alternate bid. Motion made by Overlie, seconded by Connell that bids II be held up to next meeting for investigation and break down. Motion carried. E. S. BURGE (Water Extension): Mr. Burge's request for water extension to serve 16 lots on Agate Street between Hickory and Poplar was discussed. Motion made by Avery, seconded by Connell that the Water Manager be instruct6d to extend water main to Agate Street to serve a portion of Blocks 2 & 3, Perry's Addition at lowest cost to the City. Motion lost by roll call vote of 3 to 2. Avery & Connell voting "Yes". Bonnett, Milne and Overlie voting "No". Combs not voting. PETITION FOR OILING STREETS:. City Engineer reports that all streets listed are included in the Street Oiling program except 12th Street south of Washington. READING OF ORDINANCES: ORDINANCE NO.. 697: { AN ORDINANCE ORDERING THE CONSTURCTION OF A SEWER SYSTEM OVER AND ALONG THE STREETS AND ALLEYS IN THE CITY OF PASCO, WASHINGTON, AND CONSISTING OF PIPES, DRAINS, TANKS, DITCHES, PUMPS, AND OTHER EQUIPMENT NECESSARY TO SUCH SEWER SYSTEM FOR THE AFFECTED PROPERTY: AND ESTABLISHING WITHIN THE CITY OF PASCO A LOCAL IMPROVEMENT DISTRICT TO BE KNOWN AS LOCAL IMPROVEMENT DISTRICT #61; AND PROVIDING FOR THE ISSUANCE OF WARRANTS AND FOR T HE_PAYMENT THEREOF FOR COSTS INCURRED IN CONNECTION WITH THE CONSTRUCTION OF SAID SEWER SYSTEM AND APPURTENANCES AND WITH THE CONSTRUCTION OF SAID SEWER,SYSTEM AND APPURTENANCES AND DEFINING THE TERRITORY EXTENT OF SUCH LOCAL IMPROVEMENT DISTRICT Motion. made by Bonnett, seconded by Milne that Ordiaance No. 697 be given the first reading.
