HomeMy WebLinkAbout06-19-1951 MinutesPASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 19, 1951 CALL TO ORDER: Meeting called to order at 8:00 P. M. Honorable Mayor John Beck presiding. ROLL CALL: By Clerk. Councilmen present, J."A. Avery, C. R. Combs, S:. A. Connell, Raymond Hicks and C. S. Milne. Absent L.' E. Bonnett, T. G. Overlie and City Attorney Orville B. Olson. COMMUNICATIONS: SEWAGE PLANT SITE: Four letters were read; three from the Assistant Chief of Engineers, Brigadier General, USA, G. J. Nold and one, a copy, from E. F. Eldridge to' Senator Warren G. Magnuson, stating the present existing statutes authorize the Secretary of the Army to grant leases for a period not exceeding five (5) years; also pro- hibit the sale of land by the Department of the Army. The only way in which land could be made available would be by a special legislation so authorizing the conveyance. if Sec. 407, law 910 was repealed the land would be sold to the highest bidder. Joint participation by the Army appears not to be just- ifiable on the basis of additional costs to the -Government. Motion made by Milne, seconded by Connell that the Mayor be empowered to write the Senators and Representatives to try and have legislation passed for acquiring property by purchase. Motion -carried. APPOINTMENT: CIVIL SERVICE: Mayor Beck appointed Mrs. Earl Arnold as a member of the Civil Service Committee to fulfill the unexpired term of Harvey Miner, resigned; term ending February 17, 1952. APPOINTMENT: HEALTH OFFICER: Dr. Raymond Sharp was p.ppointed by the Mayor to act as temporary Health Officer during the absence of Dr. Strauss. RESIGNATION: LaVerne F. Davidson: Patrolman Davidson tendered his resignation effective June 16, 1951. SWIMMING POOL CHANGE:. A letter was read from Mayor Beck stating that two members of the Finance Comm- ittee voted to authorize Tella Riddle to advance $15.00 in cash for change at the Swimming Pool. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: Dudley Beall of the Health Department reports that the City's spraying equipment is being serviced. The Health Department also will loan their sprayer for this program. John Kelley was recommended to work on this program. He will accept $1.50 per hour for first forty (40) hours then $2.00 per hour; truck driver to receive $1.372 per hour and forty (40) hours per month. Motion made by Milne that suggested scale of wages be authorized by Council and the Health Department to oversee the program. Motion carried by roll call vote of five (5). Insurance was discussed. Motion made by Connell that the City be protected by Liability and Property Damage to cover injury or damage during spraying season. Motion seconded by Milne and carried by roll call vote of five (5}. City Clerk to check. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: REPORTS FROM COMMITTEES: JUDGE WEST: Police Committee report they feel there is a need for a Clerk in this depart- ment. Mayor turned this to the City Operations Committee regarding finances. r SEWER CONNECTION (G. Cronin): Myron Radelmiller, Water Manager, states Mr. Cronin desires to change sewer connection as per agreement from one location to.another. Motion made by Hicks, seconded by Connell to call for bids on approximately 71, miles of black top,specifications to be obtained at the City Engineer's Office, City Hall; callable July 3, 1951. .Bids to include 1,000 yards of cover stone for stock pile. Motion carried. RICHFIELD OIL CORPORATION, Service Station & Cafe: Committee feels that Mr. Zuber should pay according to Ordinances. Motion made by Avery, seconded by Hicks that Zuber be required to plat property, to -wit: "OBeggining at a point on the North line of the Southwest quarter (SWJ) of Sec- tion 28, in township,(N. Rge 30, E.W. M. which point is 505 feet east of bhe Northwest corner of said southwest quarter, thence south 340 feet thence east 400 feet, thence north 340 feet more or less to the north line of said south- west quarter, thence west along said north line of said S. VV. quarter tb the point of beginning°R, less a strip 40 feet wide along the north end, and that he pay $3.00 per front foot for sewer connection and $1.50 per front foot for Water connection, total of $4.50 per front foot. Lewis RESOLUTION LIMITED ACCESS: State Department of Highways established limited access on a portion of Primary State Highway No. 3 from Richland Junction to 8th Avenue in Pasco, and from Junction with new Columbia River Bridge,to Junction with State Highway No. 11. Aughorization to sign held up for report from Street Committee. HOLES: (Street): Mayor Beck suggested that holes in the Street -at the following locations be corrected. Sylvester & 7th 9th & Yakima 8th & Shoshone 6th & Yakima Front & Marvin Motion made by Milne that the Street Department be authorized to take care of these holes. Motion seconded by Hicks and carried by roll call vote of five (5). NORTuERN'PACIFIC EASEMENT, 9TH STREET, A TO COLUMBIA: Returning this Easement to the Northern Pacific Railway, as requested by them, was discussed. Motion made by Hicks, seconded by Milne that the Northern Pac- ific Easement No. 59695, covering 9th Street between Columbia & A be returned to the Northern Pacific Railway Company. Motion carried. MISCELLANEOUS: AMERICAN RED CROSS: A letter was read from Frances Whitemarsh, Chairman Franklin County Blood Pro- gram expressing appreciation for use of Community Center.. BUDGET REPORTS: !I City Clerk presented to the members, a copy of the monthly budget of all dep- artments.
