I REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. - COMMITTEES: MAYOR PRO TEM: The Mayor recommends that Raymond Hicks be nominated Mayor pro tem. C. Z1. Milne nominated Raymond Hicks as Mayor pro tem. Motion made,by-Overlie, seconded by Connell that the nominations be closed. Motion -carried. By written ballot, six votes were cast for Raymond Hicks for Mayor pro tem. Hicks not voting. Motion seconded by Avery and carried. PURCHASING AGENT: Connell as recommended by the 'Mayor. Motion made by Overlie, seconded by Milne approving the appointment. Motion carried by roll call vote of seven (7). ROLL CALL VOTING: Mention was made by the Mayor relative to roll call voting in alphabetical order. City Attorney to render opinion. CITY BUSINESS being cinducted on the first council meeting of the month aid hear- ing from visitors at the second meeting in the month. Motion made by Bonnett to carry on this procedure starting June 19th. Motion seconded by Overlie and carried. RICHFIELD OIL CORPORATION PROPERTY ON EAST LEWIS: Mr. Sandstrom, representive for the Oil Company, states the Company is unable to build at this time. Mr. Zuber, of Seattle, desires to erect a service station and building to be occupied by a Cafe on two separate locations and is request- ing that the front footage charge for water and sewer be reduced. This piece of property is not platted; front on Lewis Street is 400' in length. Motion made by Overlie, seconded by Milne to refer this to the Water Committee to bring in a recommendation at next meeting. Motion carried. AIR SHOW, JUNE10, 1951, AT AIR BASE: Tom Overturf of the Jr. Chamber of Commerce presented an agreement covering oper- ations of an Air Show to be held at the Vasco Airport; sufficient liability ins- urance will be secured to sufficiently indemnify and save the first party harmless for any damage to third persons or property of third persons. Motion made by Bonnett, seconded by Overlie that the Mayor be empowered to sigh agreement with the Jr. Chamber of Commerce covering Air Show on June 103, 1951• REGULAR MEETING DESIRES MEETING: PASCO, WASHINGTON COUNCIL CHAMBERS JUNE 5, 1951 Judge West expressed the desire to meet with the Police Committee as soon as possible. REGULAR ORDER OF BUSINESS RESUMED: READING OF THE MINUTES: Minutes covering meetings held February 6, 12, March 6, 20, April 3, 17, May 1 and'15th. Correction, motion made by Overlie, seconded by .Hicks that the min- ute's of February 12th include letter of recommendation submitted by the Committee as 'follows February 12, 1951 The Honorable A'ayor & City Council Pasco, Washington The undersigned members of the committee on the location of the Sewage Disposal Plant desire to make the following report: The proposed location west of the Northern Pacific Ry. tracks known as Site No. 1 is the most economical from a cost standpoint, also from an engineering point of View and would probably cost somewhere near $50,000.00 less than the other pro- posed location}. However it is the belief of the majority of your committee, that owing to the possible expansion of the Port of Vasco the long time view -point should be the controlling factor in deciding where the plant should be located. We base this decision on the limited area for Port expansion, which would be further restrict- ed by locating the Disposal Plant on Site No. 1.' Further, the objection of the home owners to this locationf�is one that must be given every consideration. Site No. 2 east of the Northern Pacific Ry. tracks and north of Ainsworth Avenue provides Foom for expansion and the selection of this site would result in all of this area being taken down to grade and a much improved appearance of this tract of land. We do not think the initial cost should be controlling, but rather that the City Council should take a long range view of all the factors involved. We therefore recommend that the site east of the Northern Pacific Ry. tracks and north of Ainsworth Avenue be selected and that the City Attorney and the City Engineer take immediate action to acquire this site. /s/ Raymond Hicks /s/ T. Uotton recommending that the City pass an ord- inance bringing the airport under the jurisdiction of the city. Question debated. Police Committee to meet with airport committee and report. Cotton to meet with his committee and report specifically what they want. Mayor to notify Airport Committee that counci$man Combs has been appointed representative for the "ouncil to co-operate with committee. Motion made by Bonnett, seconded by Avery approv- ing -the mayors' appointment of Combs. Motion carried. Mayor to write letter. SEWAGE DISPOSAL PLANT CONSTRUCTION (Financing): A letter was read from Wm. P. Harper & Son & Company concerning financing involved in said construction also requesting information when bids are callable. No action taken. Ordered filed. Motion so made by Overlie seconded by Connell and carried. TRACTOR & LOADER BIDS: Motion made by Overlie, seconded by Avery that all bids on Tractor Loader be thrown out and the City Engineer be empowered to negotiate for proper equipment. Motion carried. City Engineer read quotation from Nelson Equipment Idompany, without cab, $5,220.69; Western Equipment `'ompany, with cab, $5,653.00 and recommended the quot- ation from Western Equipment Company of Spokane of $5,653.00. Motion made by 0 erlie to authorize the City Engineer to purchase the Western Equip- ment Lull Loader -for $5,653.00, seconded by Avery and carried by roll call vote of five, (5). Hicks has been excused. Milne not voting. GUN CLUB CITY PROPERTY: Mayor Beck reports on Engineers request for City property to be used for dyking purposes and recommends that the city formally request the Corps of Engineers to set up a public access area on site of gun club. Motion made by Overlie, seconded by Avery that -Mayor make formal request to Corps of Engineers for public access area. Motion carried.°' 9th STREET CROSSING. This was turned to the Street �;ommittee. City Engineer reports on Street Oiling. AIRPORT LEASES: Ten (10) Leases were read as follows: H. W. Motion carried. RESOLUTION: LIMITED ACCESS: Director of Highways on December 12, 1950 established limited access on a portion of Primary State Highway No. 3 to Primary -State Highway No. 11. This was turned to the Street Committee for recommendation. SEWAGE DISPOSAL PLANT SITE: City Engineer reports that on May 16th a meeting was held at Big Pasco and attended by himself, Hicks, Mayor Beck, Lt. Col. Jos. 0. Killian, and Mr. Saxton of the Poll- ution Control. Engineer' Haver's report was discussed. The Army has investig- ated costs and made report to Washington, D. C. Formal request has been made.
