Mayor Beck appointed Councilman L. E. Bonnett as Acting Clerk for this meeting. Motion made by Grigg, seconded by Hostetter that the 14ayor's,.appointment be accept- ed. Motion carried. ROLL CALL: By acting clerk L..E. Bonnett, Councilmen present L. E. Bonnett, Chas. Grigg, A. T. Hostetter, W. A. Nelson, T. G. Overlie. Absent Bernard R. Devereaux, "ay - mond Hicks and City Attorney Orville B. Olson. Motion made by Grigg, seconddd by Overlie to by-pass regular order,of business. Motion carried. TRANSFER -AIRPORT FUND: in person, City Treasurer Mary Clarke/requested.a transfer from Airport Fund to Current Expense,Fund of $19,000.00. This Mount loaned to the Airport from Current Expense Fund in 1948- Discussion followed and in conclusion motion made by Grigg, seconded by Overlie to transfer $5,000.00 from "irport to Current Exp- ense, STREET OILING PROGRAM: Citj Engineer George Fisher presented a street oiling program for approval. Motion made by Bonnett, seconded by Hostetter that the City Engineersrrecommerd- ation for street oiling be left for the new council. Motion carried. PLAWE-UNITED AIR LINES: C. S. Churchman, President of Chamber of Commerce presented a plaque to the City for United Air lines in commeration of first airmail flight. LICENSE APPLICATIONS. The following License Applications were presented for approval: Staley's Vending Company West Brothers Harry W. Stees Earl W. Bakley Ted Bolin Swan A-partments Coleman's Rest Cabins Ice cream scooter Kennewick Plastering Contractors Vasco Apartment House Pasco Contractor Pasco partments Pasco Ted Bolin Pasco Rooms Pasco Motion made by Bonnett, seconded by Nelson that all business license applications properly approved by the Committee be approved. Motion carried. The Application for Coleman's hest Cabins was turned to the Heaith Department. BUDGET REPORTS: Budget reports of all departments were presented to each member for April, 1951.
