Bonnett to act as Clerk pro tem. Motion made by Grigg, seconded by Hostetter to accept the 1°layor's appointment. Motion carried. ROLL CALL: By Clerk pro tem. councilmen present, L. -E. Bonnett, Bernard R. Devereaux, Chas. Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. Councilman W. A. Nelson was absent. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. RICHARD TAYLOR asked for transfer.of Sewer payment from Lots 25 & 26, Block 7, Owen's Addition to Lots 27 & 28, Block 7, Owen's Addition account error made at time of payment. Motion made by Overlie, seconded by Devereaux to grant the transfer of sewer payment from Lots 25 & 26 to sots 27 & 28. Motion carried by roll call vote of six (6). P. U. D. AGREEMENT: Harry Hudlow presented an Agreement for service between P. U. D. #1 of Franklin County and. City of Pasco which was read. Motion made by Grigg, seconded by Overlie to turn the agreembnt to the City Attorney and Light Uommittee. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIM.11US CONSENT: READING OF MINUTES: Motion made by Overlie, seconded by Grigg to set aside the reading of the minutes. Motion carried. COMMUNICATIONS: BUR -BEE CANDY COMPANY: Loading Zone: Letter read from Bur -Bee Candy Company requesting a loading zone in front of their store at 216 West Lewis. Motion made by Hostetter, seconded by Overlie that Bur -Bee Candy Company be granted a loading zpne. City Clerk to notify the Police Department. Motion carried. CIVIL AERONAUTICS BOARD: Letter read from D. -W. 1Rentzel, Chairman, on Empire kLir Lines renewal case. No action taken. JOHN R. WHITE: Letter requesting information on official data read and turned to City Clerk for answer. KENNETH DYER: Letter read from Mr. Dyer with an appendex from Paul A. Pugh regarding sidewalks. Motion made by Grigg, seconded by Overlie that `'ity Engineer be authorized to inspect Mr. Dyer's property and if the proposa-1 conforms with the proposed Ord- inance that Mr. Dyer be given permission to install sidewalk and curb. Motion carried. LICENSE APPLICATIONS: Motion made by Grigg, seconded by Overlie that all License applications properly approved by the Committee be granted. Motion carried. READY G- OF ORbIRANGES: ORDINANCE No. 685: AN ORDINANCE AMENDING ORDINANCE NO. 42'7, AND FURTHER BEING AN ORDINANCE RELATING TO.SEWERS AND THE DRAINAGE OF PRIVATE PREMISES, AND PROVIDING THAT THE CITY WATER SUPERINTENDENT 1,71n]A REGULAR MEETING PAS'CO, WASHINGTON COUNCIL CHAMBERS APRIL 17, 1951 SHALL BE SEWER INSPECTOR, AND ALSO MAKING CERTAIN PROVISIONS WITH REFERENCE TO SEWER CONTRACTORS AND LICENSE FEES TO BE PAID BY SUCH CONTRACTORS, AND PERMITS TO BE SECURED BY PERSONS DESIR"-_:. Motion carried. Ordinance No. 694 was read. Motion made by Grigg, seconded by Overlie that Ordinance No. 685 "has been given the°third reading. Motion carried`. Motion made by Grigg, seconded by Overlie that Ordinance No. 685 be adopted as amended. Motion carried by roll call vote of six (6). EVAN ALLSTROM: Water Line: Application for water line for Evan Allstrom was made by George R. Fisher. Allstrom will construct his own line after water has been extended from Frances to Norbert on Court. Motion made by Bonnett that the Water Department be authorized to build a 6" water line from Frances to Norbert on Court Street also to authorize Allstrom to build his own line from Court to Ruby on Poplar after payment d' front footage charge of three (3) building sites on Ruby. Motion seconded by Over- lie and carried by roll call vote of six'(6). FLOYD FUTT.ER, REFUND: City Attorney called attention to refund for Mr. Futter and recommends that refund not be granted. Motion made by Overlie, seconded by Bonnett to accept the City attorney's recommendation. Motion carried. PARK BUILDING: City Engineer George R. Fisher requests permission to Call for Bids for constr- uction of a Park Building. Motion made by Overlie, seconded by Bonnett that City Engineer call for bids for the building for the Park Department. Bids callable flay 1, 1951. Motion carried. BUDGET REPORT: .Budget reports of all departments for the month of March, 1.951, were presented each member. ADJOURNMENT: Motion made by Overlie, seconded by Bonnett ing adjourned at 9:45 P. M.
