APPOINTMENT: Mayor Beck appointe.d Councilman *alter A. Nelson to take the,minutes of this meeting due to the absence of City Clerk Adah M. Perry who is ill. ROLL CALL: By Nelson. Councilmen present, L. E. Bonnett, Bernard R. Devereaux, Raymond Hicks and W. A. Nelson. Chas. Grigg arrived late. To G. Overlie was absent. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT to hear from visitors. DON SPEER: Mr. Speer spoke relative to water extension on Opal Street. Motion made by Hostetter, seconded ny Bonnett that water be extended:on Opal Street from Pop- lar to Hickory and that Speer pay front fogtage on 18 lots. , Motion carried by roll call vote of five (5). REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. ABSENTEE BALLOTS:' GENERAL ELECTION MARCH 13, 1951: Motion made by Nelson, seconded by Bonnett that absentee ballots be counted by the City Clerk's Office. Motion carried. COMMUNICATIONS: MAYOR BECK: ' Copy of letter written by Mayor Beck to Chief of Engineers, Department of Army, dated March 7, 1951, requesting cooperation in a joint Sewage Disposal project was read. DEPARTMENT OF ARMY: Letter from G. J. Nold, Brigadier General, dated March 16, 1951 was read. He Informs that it is the desire of the Corps of Engineers to cooperate in every way possible. R. W. SWEARINGEN, (Hdq. Sixth Army): Letter from R. W. Sw4aringen to `''ayor Beck was read, informing him that F. A. Crampton, their engineer, would arrive. March 19th to make a dmmplete study of this proposal and secure information concerning the citys needs and proposed plans. REGULAR MEETING BIDS: TELEGRAM: PASCO, WASHINGTON COUNCIL CHAMBERS MARCH 20, 1951 Amending letter from Swearingen, stating that due to illness of F. H. Crampton Engineer C. J. Haver would arrive in his place on March 21, 1951. POLLUTION CONTROL COMMISSION: Letter read from E. F. Eldridge. He has talked to Martin Greem and was informed that the Corps is ready to go ahead with a joint project. Green will contact '�`ayor Beck on March 20 or Larch 21, 1951. PACIFIC POWER & LIGHT COMPANY Utter read from J. G. Hawkins, secretary, relative to the City purchasing Lots 4-9 Inc. Block 40, Riverside Addition from this Company; also moving poles on Vine Street, JOHN W. CUNNINGHAM & ASSOCIATES: Report read with estimate of costs of Sewage Treatment Plant. Motioh made by Hicks, seconded by Devereaux that plans for disposal plant be delayed not to - exceed 90 days and that John W. Cunningham & Associates be so notified along with explanations. Motion carried. NORTHERN PACIFIC RAILWAY COMPANY: Letter read from J. T. Moore, Industrial Agent, stating that he has executed permit #73175 and is returning the duplicate original. WASHINGTON STATE PENITENTIARY: Letter from W. F. Schiffman relative to Street Signs. Motion made by Hostetter, seconded by Bonnett to notify the Washington State Penitentiary to fill the order. Fisher and Water Manager Myron Radelmiller recommend that the bid of F. W. Fowler Company on items 2 and 4 be accepted. iuotion made by Bonnett, seconded by Hastetter.^:,that the bid of F. W. Fowler Co. Inc. as recommended by Engineer and Water Manager be accepted and city to pay freight. Motion carried by roll call vote of five (5). Nelson out of room.
