CALL TO ORDER:

A letter was rea#,aSEffd H. Roy Kirsbergen stating they were interested in
having the alley/in ock 131, Pasco Land Company's First Addition- He antic-
ipates purchasing this block for development.
• They intend erecting a building 120' x 40' for a modern feeight terminal.
ORDINANCE NO. 692:
AN ORDINANCE AMENDING ORDINANCE NO. 435, AND BEING AN ORDINANCE
REZONING BLOCK 131, PASCO LAND COMPANY'S FIRST ADDITION TO THE
CITY OF PASCO, FROM RESIDENTIAL R-2 TO MANUFACTURING M-1:
Motion made by Nelson, seconded by Bonnett that Ordinance No. 692 be given the
first reading. Motion carried. Ordinance No. 692 was read. Motion made
by Overlie, seconded by Nelson that Ordinance No. 692 has had the first read-
ing. Motion carried. Motion made by Nelson, seconded by Overlie that
Ordinance No. 692 be given the second reading by title. Motion carried.
Motion made by Overlie, seconded by Nelson that Ordinance No. 692 has been
given the second reading by title only. Motion carried.
ORDINANCE NO. 693:
AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY IN BLOCK 131,
PASCO LAND COMPANY'S FIRST ADDITION TO THE CITY OF PASCO.
Motion made by Nelson, seconded by Overlie that Ordinance No- 1693 be given the
first reading. Motion carried. Ordinance No. 693 was read-. 'Motion made
by Overlie, seconded by Bonnett that Ordinance No. -693 has be -en -given the first
reading. Motion carried. Motion made by Overlie that Ordinance No. 693 be
given to the City Engineer to work out with the West Coast Fast Freight Engin-
eer's as to Easement location. Motion died for want of a second. Motion
made by Hostetter that easement clauses in Ordinance No. 693 be stricken. Mot-
ion seconded by Bonnett, Motion carried.

be accepted. Motion carried by roll call vote of five (5).
BIDS ON SULPHATE OF ALUMINA:
One bid from the General Chemical Division was opened and read as follows:
Sulphate of Alumina, standard ground packaged in 100 lbs, .304 per net ton,
�,�., f.o.b. Nicholsp California in minimum carloads of 15' tons or more. Terms
net 30 days. Motion made by Bonnett that amount in net be accepted. Motion
carried by roll call vote of five (5) .

Motion made by Nelson, seconded by Bonnett that all bids be turned to the 'ark
Committee and Painter for study and recommendation. Motion carried.
SEWAGE DISPOSAL PLANT SITE:
A Public,Hearing set for this time on location and poi.hts of interest of this plant;
Hicks recommedned(that the)site East of the Northern Pacific track and North of Ains-
worth Avenue.
City Engineer Mr. Fisher spoke and exhibited some sketches and designated cost at
$291,000.00; Real estate and Plant approximately $310,000.00. Mr. Hartman presented
a petition of approximately 37 signers stating as to sites #2 & #3, generally ref-
erred to as the gravel,pit and north of Eddings house; it is our opinion that the
least objectionable site would be to locate.the plant as far East as possible and
north as close to the S. P. & S spur as regulations permit. Do not favor the orig-
inallsite.
Several people expressed their opinions. Scott Rolf spoke regarding the Port Dis-
trict saying their development would be hampered if the plant was located on Blocks
40 and 41, Riverside Addition.
Ridenour spoke of the Army,Engineers helping with costs. Hendler is of the opinion
that another Plant would be necessary when the population gets to be over 15,000.
ROY SHAW, SEXTON:
Roy Shaw was granted permission to care for three small boys at their home in the
City View Cemetery by the entire council and mayor.
VINCE SMALL spoke on all three sites with no objections also recommends p?e-chlorine
water.-

Motion made by Hicks that the majority of the Committee recommends that the Sew-
age Disposal Plant be located East of the Northern Pacific Tracks and North of
Airs worth Avenue, site No. 2. Motion seconded by Overlie and lost. Bonnett,
Hostetter and 1�elson voting "No". Hicks and Overlie voting "Yes"'.
Bonnett wishes to make an amendment to recess.to Friday but mayor rules motion
out of order. It was mentioned in discussion that the Pollution Commission will
not authorize more extensions such as L. I. D's.
Motion made by Bonnett that the Committee's report be reconsidered at a leter date,
say Monday at 1:30 P- M., February]2th. Motion seconded by Hostetter and carried.
JUDGE WEST:
Motion made by Nelson, seconded by Bonnett that Judge West be authorize3d to attend
the Seattle School of Judge's and expense to be paid r'rom Mayor's Budget. Motion
carried.

lights in the City Treasurer's and City Clerk's Offices. Motion carried.
