REGULAR MEETING COUNCIL CHAMBERS JANUARY 16, 1951
CALL TO ORDER.
Meeting called to order at 8:00 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present, L. E. Bonnett, Bernard R. Devereaux, Chas. Grigg,
A. T.,Hostetter, W. Ar.. Nelson and T. G. Overlie. Absent Raymond Hicks. City
Attorney Orville B. Olson was present.,
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: To hear from visitors.
SHELL OIL SERVICE STATION:
Mr. Taylor a representative of the Company presented plans and drawings on repairs
and changes at the Shell Station, 2nd & Lewis. They request permission to extend
one driveway 101 and close one. Motion made by Nelson, seconded by Grigg.that the
request be,granted as per drawing submitted.
POLICE JUDGE DEPARTMENT:
Mr. W. J. West desires to purchase a desk and chair also install telephone. This
was recommended by t he' Police ,Committee. Motion rade by Overlie, seconded by Nel-
son that the regomm6ndati_on, 6f•'the Committee. be,�abcepted. Motion carried by roll
call vote of six (6).
VETERANS OF FOREIGN WARS:
A letter was presented and read from Clarence E. Singular stating the Vets desired
to erect a permanent memorial at the City View Cemetery. This would be a flag
pole of standard pipe approximately 60, in height. Plagrze.eto be attached.
Motion made by Overlie". seconded by Grigg that the request be granted under super-
vision of the Sexton. Motion carried.
RETURN TO REGULAR ORDER OF BUSINESS BY UNANIMOUS CONSENT:

Five bids were received, opened and read as follows:

Motion made by Grigg, seconded by Overlie that bids be turned to City Engineer
and Water Committee for e,(tensions and recommendations.
READING OF MINUTES:
Minutes of meetings held December 29th, 30th, 1950 were read and approved.
SERVICE STATION, BLOCK 22 KURTHS ADDITION:
A letter was read from Grant H. Stringham requesting to erect a service station
at Sylvester and No. Adams. A petition attached sigged by ten property owners.
Motion made by Nelson to turn to Planning Committee. Motion lost for want of a
second. Motion made by Grigg, second by Overlie that the request be granted.
Motion carried. Nelson voting "Nott. 1
AIRPORT INSURANCE:
A,letter was read from Wendell P.. Brown with reference to a letter from Airport
Committee and requesting decision on insurance covering Range Station.
Motrion made by Grigg, seoz)nded by Nelson that the Airport recommendation as set
out in paragraph two, letter of January9, 1951 be accepted. Wendell P. Brown
to be notified. Motion carried.
PARK D EPARTMENT (Truck)
A letter was read from the Park Board requesting call for bids oo half -ton Pick-
up truck.. Motion made by Grigg, seconded,by Overlie to call for bids on Truck,
February 6, 1951 as per specifications submitted by the Park Board. Motion carried.
PAINT POOL:
A letter was read ffom the Park Board requesting that bids be called for Painting
Pool. Motion made by Grigg, seconded by Overlie to call for bids to be set for
Tuesday, February 6, 1951. Motion carried.

PUMP STANDBY:
A letter wgs read from Water Manager Myron�Radelmiller requesting permission to
begin negotiations to acquire equipment and material for pump standby purposes.
A Hebcules Diesel Motor and Buick Motor were mentioned. Motion made by Nelson
seconded by Grigg that recommendation of Water Manager be accepted. Motion
carried. Motion made -by Overlie, seconded by Grigg that Water Manager be grant-
ed permission to rent 250 H.P. Hercules Diesel Motor from -School District.. Mot-
ion carried by roll call vote of six (6)..
- Motion made by Grig, seconded by Overlie that Water Manager be authorized'to pur-
chase a rebuilt 165 h.p. Buick Motor for $450.00. Motion carried by roll call
vote of six (6).
AIRPORT SUBLEASES:
L. W. Vail, Building #69. Motion made by Overlie, seconded by Bonnett that
leases approved bythe Airport Commission be signed. Motion carried.
STREET LIGHTS:
Griggs reports a street light report will be presented in the near future.
MR. VARLEY'S PAY FOR SERVICB:
City Treasurer is requesting, through City Engineer Fisher, how to adjust account
Mr. Varley.was paid from taxes by the County Auditor; this overdrew the account
$686.00. Motion mads. by Bonnett that City Clerk investigate and report. Motion
carried.

Motion made by Overlie, seconded by Bonnett that all applications approved by
theCommittee be issued. Motion carried. Grab Machine was held up.
CIVIL DEFENSE:
Ernie Jarrard discussed the problem of emergency moneyfor the operation of this
organization; mainly'supplies, telephone and emergency trips in case of necessity.
Motion made by Grigg, seconded by Hostetter that the Mayor be authorized to use
his expense money for Civil Defense accounts.
ORDINANCE N0: 691:
AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEY
WITH WHIT TO MEET THE SAME, AND TO PROVIDE FUNDS FOR THE
ORGANIZATION, ESTABLISHMENT, ARID MAINTENANCE OF A CIVIL DEF-
ENSE ORGANIZATION FOR THE CITY OF PASCO, WASHINGTON
=Motion_ made by Grigg, seconded by Hostetter that Ordinance No. 691 be given the
first reading. Motion carried. Ordinance No. 691 was read. Motion made by
Grigg, seconded by Overlie that Ordinance No. 691 has been given,ie first read-
ing. Motion carried.
CURFEW LAW:
A few interested people were present to consider the Curfew law; Ordinance No.
503 was read and defended by Chief of -Police McKibbin. Mayor Beck suggested
appointing a committee to bring in recommendations. No action was taken at
this time.
SEWER EXTENSION (Casey Sheppard):
Myron Radelmiller states that Mr. jheppard desires to extend a sewer from
Fourth to Arthv.r down Court to serve the shopping spot at his own expense.
Motion made -by Grigg, seconded by Hostetter that this be allowed. Motion
carried by roll call vote of six (6).
Water Manager also requests the purchase of another Adding Machine. Motion
made by Grigg, seconded by Overlie that this be granted. Motion carried by
roll call vote of six (6).
READING OF ORDINANCES:
ORDINANCE NO. 690:
AN AMENDMENT TO CORRECT AND CLARIFY SECTIONS 2, 3 and 5,
TO FURTHER OTTTLINE THE DT.TTIES OF WATER MANAGER AND CLARIFY
PENALTIES .AND THEIR COLLECTION. TO ADD ADDITIONAL SECTION
TO BE NUMBER 17 PRESENT SECTION 17 TO BECOME SECTION 18
Motion made by Overlie, seconded by Grigg that Ordinance No. 690 be given the
second reading by title only-. Motion carried. Ordinance No. 690 was read

$1.00 instead of $2.00 for penalty also that 4% interest be paid on deposit of
$10(.00 or whatever the deposit may be. Motion died for want of a second. Motion
made by Hostetter, seconded by Nelson that Ordinance No. 690 be adopted as read.
Motion carried by roll call vote of five (5). Overlie voting."No" account of not

ORDINANCE NO. 687:
AN ORDINANCE AMENDING ORDINANCE NO. 439, AND BEING AN
ORDINANCE PROVIDING FOR THE USE OF CONCRETE BOXES OR
VAULTS IN CITY VIEW CEMETERY, AND FURTHER AUTHORIZING
THE CEMETERY SUPERINTElDENT TO PROVIDE SUCH CONCRETE
BOXES OR VAULTS, AND ES'T'ABLISHING CHARGES FOR THE USE
OF SUCH BOXES
Motion made by Nelson, seconded by Overlie that Ordinance No. 687 be giventhe
third reading. Motion carried. Ordinance No. 687 was read. Motion made by

ORDINANCE N0. 689:
AN ORDINANCE CHANGING THE NAME OF "LONESOME ROAD" IN
BUCK'S SECOND ADDITION TO "BROWN STREET": AND NAMING
CERTAIN STREETS SITUATE IN MERIDIAN ADDITION TO PASCO
Motion made by Overlie, seconded by Bonnett that Ordinance No. 689 be given the
third reading. Motion carried. Ordinance No. 689 was read. Motion made by
Overlie, seconded by Bonnett that Ordinance No. 689,has been giventhe third

ORDINANCE NO. 674:
AN ORDINANCE ESTABLISHING THE SALARIES OF THE OFFICERS
AND DEPARTMENT HEADS OF THE CITY OF PASCO AND BEING
AN ORDINANCE FOR THE PURPOSE OF ASSEMBLING SALARY IN-
FORMATION FOR THE OFFICERS OF THE CITY OF PASCO IN ONE
ORDINANCE AND REPEALING ORDINANCES AND PARTS OF ORDIN-
ANCES IN CONFLICT HEREWITH

-SEWAGE DISPOSAL PLANT SITE:
Three sites are being considered. Block 40 & 41 Riverside Addition; Blocks 13, 14,
18 and part of 15 or Blocks 15, 16, 17, 18 and part of 9, Gray's Amended Addition
to Pasco. City Engineer is negotiating with property owners and comIlling cost of
the three sites. Motion made by Bonnett, seconded by Nelson to hold a'public
hearing on the three sites, Tuesday, 8:00 P. Ms, February 6, 1951. Motion carried.
The Army Engineer at the Point contacted City Engineer relative tocdumping sewage
into city system.
DEPARTMENT OF THE ARMY (Water Meter).-
Water
eter):
Water contract No. 83, Utility Service Contract (SR 420-470-2) this department
wishes to change paragraph 2, Section B, Page 3 of Contract to read "at the written
request of the contracting officer the contractor will furnish a representative
from the City Water Department during such times as the meter is undergoing test.
These tests will be performed at Government expense".
Motion made by Nelson, seconded by Grigg to turn this to the Water Committee for
recommendation and report. Motion carried.
