Honorable Mayor protem Raymond Hicks pres- iding. ° ROLL CALL: By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman, "aymond Hicks, A. T. Hostetter, W. A. Nelson and T. G. Overlie. Absent 141ayor John Bekc and Chas. Grigg. City Attotney Orville B. Olson was present. ABSENTEE BALLOTS (Council -Manager Plan): Ballots were opened by the Council and identified on small envelope by precinct only. Motion made by Nelson, seconded by Churchman that the City Clerk be empowered to extend canvas of absentee ballots. Motion carried. CITY ADVERTISING: Two bids received, opened and read as follows: ° Tri City Herald, $1.00 per col. in5" t; .750 per col. in. 8 pt. Columbia Basin Ness, $1.500iber folit, 8 pt; V1.10,per folio, 6 pt. Motion made by Churchman, seconded by Nelson that the Columbia Basin News bid be accepted. Motion carried by roll call vote of six (6). GASOLINE & DIESEL: Three bids were received, opened and read as follows: Shell Oil Company, "asoline 23.2; Fuel oil 12.5 True's Oil Company, "asoline .2255; Fuel oil .1335 Standard Oil Company, 'asinine .212; Fuel Oil .135 Motion made by Churchman, seconded by Bonnett that the Shell Oil Company's bid on Fuel oil be accepted. Price .125. Motion carried by roll call vote of six (6). LAMPS: (Empire Electric Company) One bid was received, opened and read as follows: They will stock the required lamps.and allow a 25% discount. Motion made by Churchman, seconded by Overlie that the Empire Electric Company's bid on lamps be accepted. Motion carried by roll call vote of six (6). ELECTION PAY ROLL: Motion made by Bonnett, seconded by Nelson to pay officers and labor pay -roll for Council -Manager Election. Motion carried by roll call vote of six (6). REPORTS FROM COMMITTEES: POLICE COMMITTEE: Loading zone on 3rd & Clark and 3rd by Lewis Hotel have been taken care of. STOP SIGNS FOR COLUMBIA: City Engineer to check on sings, also signals at A & Railroad. BROWN'S GRAVEL PIT: (Stadium) Mr. E. M. Brown agrees to donate to the City his gravel pit for stadium purposes. Motion made by Nelson, seconded by Bonnett that pity Engineer be instructed to make necessary cross section survey. Motion carried. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS PIPE LINE. FILTER PLANT TO WATER TANK ON ARTHUR: DECEMBER 19, 1940 Motion made by Bonnett, seconded by Nelson that the City Engineer advertise for bids on line from Filter Plant to Water tank at Octave and Arthur, bids callable on January. 16, 1950• ,Motion carried. STATE HIGHWAY DEPARTMENT (INSTALL TRAFFIC SIGNAL) T. P. Doyle, District Highway Engineer, presented three copies of plans, special provisions and proposal to install a traffic signal in the City of Pasco. Bids to be called Wednesday, December 2'7, 1950. (File presented by City Engineer). PEERLESS PUMP PARTS: Mr. Fisher, City Engineer recommends that the City accept offer of Mr. Schroeder to purchase Peerless Pump parts at $390.00. Mr. Schroeder will supervise the installation. Motion made by Bonnett, seconded by Hostetter that $39U.00 for pump parts from Peerless Pump Corporation be accepted with their supervision as recommended on installation. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS SET ASIDE: MR. LOUEN: questioned the legality of action taken toward L. I. D. Ordinance procedure at recessed meeting November 8, 1950; he cited sections of the state law. City Attorney stated his 6pinion, that action insturcting him to prepare Ordinance at meeting in question was in order; E�. V. CRONIN: WATER AND SEWER EXTENSION, SYLVESTER'S 2nd ADDITION: Mr. Cronin requests water & sewer service to Block 6, Sylvester's 2nd Addition for 12 building sites. Motion made by Hostetter, seconded by Bonnett that the City extend water to Block 6, Sylvester's 2nd Addition upon payment of front footage, also that sewer be extended in alley between Octave & Marie, Nor bort & Arthur upon payment of $350.00; that Cronin do construction work, furnish all pipe & mat- erial for sewer upon payment for 12 lots. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS RESUMED: PETITION TO REZONE & VACATE ALLEY, Block 131, Pasco "and Company's First Addition: A petition signed by property owners in Block 131, Pasco Land Company's First Addition was read requesting to rezone this block from R-2 to M-1 also vacate alley. A trucking company is negotiating for this location. Water & Sewer utilitibs discussed. Motion made by Bonnett that the Cicy Engineer make recommendation. Motion lost for want of a second. Nelson suggests turning to Planning Commission for concurrance. READING.OF ORDINANCES: ORDINANCE NO. 683: AN ORDINANCE, AMENDING AN ORDINANCE, AND BEING AN ORDINANCE AMENDING ORDINANCE 665 AND ORDINANCE 647, BEING AN ORDINANCE RELATING TO THE CONVEYING OF PASSENGERS FOR FIRE, AND PROVID- ING FOR THE METERING OF FARES AND PRESCRIBING UNIFORM FARES FOR TAXICABS OPERATING IN THE CITY OF PASCO. Motion made by.Nelson, seconded by Bonnett that Ordinance No. 683 be given the second reading by title. Motion carried. Ordinance No. 683 was read by title. ORDINANCE NO. 680: AN ORDINANCE REGULATING AND PRESCRIBING THE WIDTH OF STREETS TO BE ESTABLISHED WITHIN THE CITY OF PASCO, AND AN ORDINANCE REGULATING STREET AND ALLEY IMPROVEMENTS TO BE CONSTRUCTED BY ABUTTING PROPERTY OWNERS WITHIN THE CITY OF PASCO, AND REPEAL- ING ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. Motion made by Bonnett, seconded by Nelson that Ordinance No. 680 be given the second reading by title. Motion carried. Ordinance No. 680 was read by title. Motion lost for want of a second. Motion made by'Nelson, seconded by Hostetter that Ordinance No. 680 be adopted as read. Motion lost by roll call;. negative side can change vote at next meeting. Motion made by Churchman, seconded by Bonnett that the vote on Ordinance No. 680 be reconsidered at the next regular meeting. Motion carried. 1757 PASCO, WASHINGTON COUNCIL CHAMBERS DECEMBER 19, 1950 SEWER EXTENSION (E. V. Cronin): Mr. Cronin requests sewer extension to serve one building site in Block 12, 'Sylvester's 2nd Addition between Court & Brown, two blocks east of Gray's School. Block 12 is a 24U loot block, extension would be 140 beet. -Henry Beck owns a portion of Block 11. Motion made by Hostetter, seconded by Bonnett that the City extend sewer from Block 11, Sylvester's 2nd Addition to Block 12, Sylvester's 2nd Addition, Lots 22 3/4 and 23 approximately 170 feet from present sewer upon payment of front footage approximately 504 feet. Motion carried. RESIGNATION: A letter was read from C. S. Churchman tendering his resignation as of this date at close of meeting. Motion made by Bonnett, seconded by Nelson to accept the resignation. Motion carried. BUDGET REPORTS* The City Clerk presented each member with the Budget -Report of all departments for the month of November, 1950• ADJOURNMENT: REZESS: Motion made by Bonnett, seconded by'Nelson to recess meeting to Friday, 1:00 P.
