CORRESPONDENCE:
PEERLESS PUMP:
A letter was read from T. E. Schroeder, Field Engineer for the Peerless Cor-
poration, relative to payment for parts ordered for'pump from the Power Equip-
ment Company. They are willing to settle for $390.00 (original bill $602.00)
with understanding that Mr. Schroeder aid in the repair and installation.
Motion made by Grigg, seconded by Hostetter to turn this to the Water Committee
and City Engineer. Motion carried.
SCHORN PAINT MFG. CO. ( LOading Zone):
A letter was read from A. F. Inman requesting that their permission to have a
loading zone at 3rd & Lewis be transferred to 3rd & Clark. Motion made by
Grigg, seconded by Churchman that this be turned to the Police Committee for
recommendation. Motion carried.
Hostetter requested that loading zone at 3rd & Lewis be left for use of the
otA el. — I1Iotion made by Grigg, seconded by Churchman that this be turned to the
Police Committee. Motion carried.
CLAIM (Fred Miller):
A claim presented by Fred Miller for reimbursement on car repairs in the amount
of $61.80.account wheels droping in the manhole and tore the "A" frame off the
automobile. Tllotion made by Grigg, seconded by Churchman to turn this to the
City Attorney.
City Attorney recommends that claim be rejected account filing too late. Motion
made by Grigg, seconded by Overlie to accept the Attorney's recommendation.
Motion carried.
STREET NAMES:
A letter was read from George R. Fisher recommending that the street named -
"Lonesome Road" be changed to "Brpwn Street" also -that the streets in TvIeridian
Addition, now unnamed, be given the name of Nixon, Park & Margaret, reading
from Sylvester north.
INSURANCE COMMITTEE.APPOINTMENT:
A letter was read from TIayor Beck -appointing George `I'. Austin,.. d/b/a Pasco Ins= °
urance Agency on the insurance Committee, in concurrence with Resolution No. 301;
term of service from September 23, 1950 to September 23, 1952.
FIRE HYDRANT, STATE HIGHWAY DEPARTI,,'IaTT:
A letter was read from '4ater Manager, Myron Radelmiller recommending a 6" water
line to their property also that time and material for this work be billed to the
Highway Department and a charge of'two dollars per month be collected for Hydrant
rental. Motion made by Churchman, seconded by Griggtiat the recommendation be
accepted. Motion carried by roll call vote of six 6).
LIQUID CHLORINE CALL FOR BIDS.:I:
Water Manager Myron Radelmiller requests permission to call for bids on Liquid
Chlorine for the year 1951. Motion made by Grigg, seconded by Churchman to
advertise for bids callable December 19, 1950.
CALL FOR BIDS ON LAT.IPS, PRINTING, GASOLINE & DIESEL OIL:
Motion made by Grigg, seconded by Churchman authorizing call for bids on Dec-
ember 19, 1950. Motion carried.
ENFORCE[NI NT OF ORDINANCES:
A letter was read from Mayor Beck to George Fisher relating three instances where
Ordinance was being violated; namely, 639,625 and 371. A discussion followed.
City Attorney advised that the policies should be set by the Council. Motion made
by Grigg that this be turned to the Water Committee. Motion lost for want of a
second. Motion' made by Grigg to forget the Mayor's letter. l4'lotion lost for
want of a second. Motion made by Bonnett, seconded by Grigg that the %Mayor come
up with recommendations for changes in Water Ordinance. Motion carried.

port Committee be signed. Motion carried.
HOUSING RESOLUTIONS:
Wendell Brown spoke for Resolution No. 310 which covers the 'cavy Homes project
of 115 units, they ar.e of better construction and mcr e perminent by nature.
First Resolution is to approve f-er the above project for low income housing.
Housing Authdrity can apply with approval of the council by January 1, 1951.
Contract would be entered into by June 1, 1951. Will be operated same as now if
City acquires them.
Resolutions presented and adopted as follows:
RESOLUTION NO. 306 on project No. Wash -45318N.
Motion made by Grigg, seconded by Overlie that Resolution No. 306 be adopted.
Motion carried by roll call vote of six (6). .
RESOLUTION NO. 307 on project No. Wash -45152.
Motion made by Grigg, seconded by Overlie to adopt Resolution No. 307. Motion
carried by roll call vote of six (6).
RESOLUTION NO. 308 on project No. Wash -45200.
Motion made by Grigg, seconded by Overlie that Resolution No. 308 be adopted.
Motion carried by roll call vote of six (6).
RESOLUTION NO. 309 on project No. Wash -45201.
Motion made by Grigg, seconded by Overlie to adopt Resolution No. 309. NIotion
carried by roll call vote of six (6).
RESOLUTION NO. 310 on project No. Wash -45279N; consisting of 115 dwelling units
to be made available for low rent housing.
Motion made by Grigg, seconded by Overlie to adopt Resolution No. 310. Motion
carried by roll call vote of six (6).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
L. I. DIS:
Mr. Whitney spoke favoring L. I. D. Bond issue, with or without Meridian Add-
ition. Others present expressed their views on and desires for this improvement.
Motion made by Grigg to accept the L. I. D. district in its entirety. Motion
seconded by 13o�inett and carried by roll call vote of six (6). Motion made by
Grigg, seconded by Overlie that the City Attorney draw up necessary ordinance
to cover the district. Motion carried by roll call vote of six (6). Engineer-
ing cost discussed. Motion made by Bonnett, seconded by Churchman that the
City Engineer prepare specifications for L. I. D. Motion carried.
WATER & SEWER EXTENSIONS to Foster's & Perry's Additions:
Mr. Burge, irlr. Wendell Brown and Mr. Eubanks discussed this subject with the
Council. Burge has 13 fifty foot lots on two sides of Agate Street and wishes
to build as soon as possible. Mr. Eubanks will erect 20 or 25 homes when the
F. H. A. is approved and an additional 20 or 40 unless curtailed by restrictions.
Motion made by Grigg, seconded by Churchman that upon payment of front footage
on 25 lots in Block 2, proposed roster's Addition and 13 lots on Agate Street
in Perry's Addition off Hickory, that the City Engineer be authorized to constr-
uct a sewer extension by contract also water extension on the same basis.
Motion carried by roll call vote of six (6).
WATER MiAINS & SEWER EXTENSIONS:.
A report dated December 6th was read from City Engineer Fisher on Water & Sewer
extensions to the proposed Foster's Addithn and Perry's Addition with estimates
of cost.

A refund was requested by Mrs. Tingley -on water turn off charge account water not
shut off. No council action taken. Hostetter offers a dollar.

ORDINANCE NO. 684:
AN ORDINANCE AMENDING ORDINANCE NO. 670, AND BEING AN ORDINANCE
RELATING TO THE PUQLIC HEALTH AND SANITATION, AND PROVIDING FOR
AND REGULATING THE COLLECTION, REMOVAL AND SISPOSAL OF GARBAGE:
AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK OF THE CITY
OF PASCO, WASHINGTON TO ENTER INTO A CDNTSACT THEREFOR UPON
THE TERMS AND CONDITIONS AS SET FORTH IN THE CONTRACT SET OUT
HEREIN, WHICH CONTRACT SHALL EXTEND FOR A PERIOD OF 15 YEARS:
DEFINING OFFENSES,AND PROVIDING PENALTIES FOR THE VIOLATION
THEREOF.
Motion made by Grigg, seconded by Bonnett that Ordinance No. 684 be given the
first reading. Motion carried. Hicks voting "No". Ordinance No. 684 was
read. Motion made by Grigg, seconded by Bonnett that Ordinance No. 684 has
been given the first reading. Motion carried.
AMENDMENT:
Hicks suggest4d an amendment as follows:.
"That all moneys of the �5� per month additional charge authorized under the
ordinance in excess of the amount necessary to pay for the incinerator be paid
to the City of Pasco by John Deitrich-Pasco Disposal Service.
That if the cost of -the incinerator is paid on an installment plan that the
excess collection over and above the installment payment be paid to the gipy
at the same time the 'installments are paid to the Bank or other Finance Co.
�- That if the incinerator is paid for in its entirety at the completion of it;
that when sufficient funds are collected on the additional 25� charge to pay
John Dietrich for the cost of installation of the incinerator and all addit-
ional collections shall accrue to the City. Satisfactory r'inancial.'Itatement
to accompany the payment to the City, subject to an audit 6f the accounts of
Deitrich Disposal Service when the City deems necessary."
Motion made by Hicks, seconded by Overlie that this amendment be made to
Ordinance No. 684. Motion lost. Bonnett, Grigg and Hostetter voting "iio";
Churchman,°Hicks and Overlie voting ItYes". Contract of payment was discussed
alsb City's guarantee bf finance company. City Attorney wrote a letter to the
Finance Company this date. Letter from Finance Company was read. Amend-
ment was turned to the City Attotney to amend with other agreements mentioned
by him. Ordinance to be reconstructed.
