Councilmen present, L. E. Bonnett, C. S. Churchman, Chas. Grigg, A. T. Hostetter. Absent, Raymond jiicks, W. A. Nelson and T. G. Overlie. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: PUBLIC HEARING GARBAGE ORDINANCE: Public hearing advertised at this time was held. City Clerk read notice. No protests or objections were voiced. Two persons present expressed their approv- al. Following a short discussion motion was made by Bonnett, seconded by Host- - ost- j etter that the City Attorney draw up an Ordinance amending present Garbage Ord- inance in compliance with request of John Dietrich. Motion carried. FEDERAL HOUSING: Wendell Brown submitted resolution on Projects No. Wash -45318N, 45152, 45200 and 45201 for the City Council to approve the request of the Housing Adminis- tration for transfer pursuant to Title 4 of Public Law 849, 76th Congress, as amended. Before transfer can be made this law will have to be amended by the next legislature. Discussions followed. I''dayor Beck turned this tbothe Build- ing Committee and City Attorney for opinion and report at next regular meeting. (Clerk to notify Chairman of Committee W. A. Nelson). CALL FOR BIDS POLICE CAR: Motion made by Grigg, seconded by Bonnett to call for bids on a Police Car; callable November 21, 1950. McKibbin to furnish specifications. TAXI CAB ORDINANCE: Bunch Brothers were present requesting an amendment to the Taxi Ordinance No. 647, raising rates: They suggest 30¢ up to the first mile and .50¢ per mile or portion thereof. ' City Attorney referred to present ordinance. Council can authorize change. Police Committee and Chief of Police had no objections. Motion made by Bonnett, seconded by Churchman requesting the City Attorney to prepare a Taxi Ordinance to"increase the minimum charge from .30� to .50¢ for one mile or portion thereof. IVIct ion carried. MERCHANT POLICE: OFFICER JIM RIGAS: A letter was read from Mr. Rigas relative to being taken out of service by Chief of Police Iv'IcKibbin for firing at a car. He assured the Council he would do merchant policing only hereafter, and co-operate with City authorities if allowed to continue. Motion made by Churchman that Jim Rigas be re -instated with the understanding that any similar infringement on Police duties not auth- orized under Merchant Police Ordinance will constitute automatic grounds for removal. Motion seconded by Hostetter and carried by roll call vote of four (4). L. I. D..* Mr. Loden desires to know just how many lineal feet of property in District will be required to constitute a protest by petition. City Engineer to advise. COMMUNICATIONS:, CAR FOR CITY ENGINEER: A letter was read from City Engineer George R. Fisher requesting that bids be called on a Business Coupe and/or 2 door sedan, standard model, delivered January 1, 1951. Motion made by Bonnett, seconded by Hostetter that bids be advertised as requested callable November 21, 1950. IJlotion carried. PASC4 WASHINGTON CAST IRON._ PIPE SUBSTITUTE: A letter was read from City Engineer Gevrge R. Fisher recommending that Ord- inance No. 427 be revised to authorize House connections to be made with asbestos -cement pipe in the grade equal to or better than John Iansville House connection pipe as a substitute for cast iron which at present is not obtainable in this area. . Motion made by Bonnett that the City Attorney draw up an ordinance authorizing substitute pipe for cast iron pipe. Motion sec- onded by Hostetter and carried. WATER EXTENSIONS : - A letter was read from Nater Manager Myron Radelmiller stating water extensions to three locations had been requested of his department as follows: 1 - Meridian Addition, 12 houses under construction by Mr. Seidel and fifteen other owners. 2 - Holts Addition, John Miller for 9 lots in Block 2 3 - Sylvester's 2nd Addition, E. V. Cronin, Block 6, 2 lots, requesting water and sewer. Mr. Cronin suggested that he construct the sewer. Sketches of proposed extensions were studied. MERIDIAN ADDITION, MR. SEIDEL (1): Motion made by Bonnett that this be turned to the Water Committee. Motion lost for want of a second. Motion made by Hostetter, seconded by Grigg that water lines be extended from Meridian to Chase on Nixon and from Meridian to Chase on Park upon payment of front foota�e charge on all lots passed (39lots). Motion carried by roll call vote of four (4). HOLT' S ADDITION BLOCK 2, ( John _1,filler) -(2): Extending water on Pearl and down Popular from Hawthorn to Agate was discussed. Motion made by Grigg, seconded by Churchman that upon property front footage payment for eleven 11) lots that water extension be made. Motion carried by roll call vote of three (3). Bonnett voting "No". SYLVESTER'S 2nd ADDITION, BLOCK 6, (E. V. Cronin) -(3): Water & Sewer to lots 132 14, 15 16 inclusive. Motion made by Hostetter, seconded by Churchman to extend water to Lots 13, 14. 15 & 16 upon payment of 100 ft. front footage on both sides of Octave Street. Sewer extension allowed under City Engineer's supervision, self construction. Motion carried by roll call vote of four (4). WATER LOOP SYSTEM: Motion made by Grigg, seconded by Hostetter that the City Engineer'and Water Manager be autho'ri-ed to go ahead with plans and specifications for bids on loop system. P,lotion carried. Motion made by Bonnett, seconded by Hostetter that City Engineer and Water Manager be authorized to call for bids on 20" valve, bids callable November 21, 1950. Motion carried.
