RECESSED MEETING COUNCIL CHAMBERS OCTOBER 23, 1950
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Pro tem Raymond Hicks
presiding.
ROLL CALL::
By Clerk. Councilmen present; L. E. Bonnett, C. a. Churchman; Chas. Grigg,
Raymond Hicks, A. T. Hostetter, W. A. Nelson and T. G. Overlie, also City
Attorney Orville B. Olson. Mayor John Beck was absent.
BUDGET 1951:
CEMETERY SEXTON:
Roy Shaw requested that the City create an Ordinance setting up charges and
procedure for handling grave liners. Price suggested for retail was $25.00.
Enlarging one bedroom was also requested. i+ilotion made by 1�elson, seconded
by Overlie that $5,000.00 be added to expense for burial liners and $2,000.00
for Building Alteration; that $7,000.00 be added to Cemetery Sales in receipts.
Motion carried. Ordinance to be drawn up by the City Attorney.
GARBAGE PLANT AT DUMP:
Lights and Water to serve dump when incinerator is installed by Join Deitrich.
City sponsoring part of pipe installation was discussed, using 4 and 2 inch
pipe was estimated the cost would be approximately $4,500.00. Motion made by
Hostetter, seconded by Bonnett that $4,500.00 be placed in General Expense
Fund for anticipated water line extension to the City Dump and that the Later
Department transfer $2,000.00 to the General Fund as their share of the pro-
ject. Motion lost'by roll call vote 4 to 3. Churchman, Hicks, Nelson and
Overlie voting "No".
STREET DEPARTMENT:
Motion made by Overlie to add $2,000.00 to Common Labor and cut Street Oiling
to $1400O.N thus leaving street fund in balance. Motion carried by roll call
Vote of four (4).
PENSION:
Motion made by Churchman that $2,116.00 be allocated to a Pension Fund: Motion
seconded by Overlie. Motion lost by roll call vote 4 to 3. Bonnett, Grigg,
Hostetter and Nelson voting "No".
OVERALL RAISE:
Motion made by Grigg, seconded by Nelson that all employees, non -elective be
granted an increase of 7%, rescinding alloother tentative raises. Motion
carried. Matthias objected for the fire department. Motion made by Bonnett
that Fire Department be raised above to $300.00 per month thus a maximum of
�300.00. Chief and Assistant Chief to receive 7%. Upon opinion from the
ity Attorney the i'+layor declares the motion out of order.
MAYOR'S BUDGET:
Motion made by Bonnett that Council start at beginning of budget presented by
the Tdlayor and raise salaries 7%. Motion with drawn.
JANITOR:
Motion made by Bonnett to start with Janitor and raise 7%, making $2,439.60.
Motion seconded by Grigg and carried. Overlie voting "No" account -not favoring
percentage raises and will vote against all such raises.

Motion made by Grigg, seconded by Bonnett that pension fund'of 41,000.00 be
stricken. Motion lost be roll call vote 4 to 3. ' Bonnett, Grigg, Hostetter
and Nelson voting "No".
BUILDING INSPECTOR:
Motion made by Bonnett, seconded by Grigg to raise the Building Inspectora:s
Salary from $3,780.00 to $4,044.60. Motion carried by roll call vote of 4 to
3. Churchman, Hicks and Overlie voting "Noll, Churchman and Hicks opposed to
action of this kind account previous work last three weeks in one general move
of this kind is contrary to sould business judgment.
Motion made by Grigg that Engineer's salary remain as per Ordinance No. 624
now in effect. Motion seconded by Hostetter; declared out of order by P,:ayor
account not excepted from first former motion.
Mayor pro tem Hicks suggests that all employees be raised $25.00 per month where
working by the month and hourly wage raised to equal the 25;.00 per month. 7%
hourly and $20.00 per monthly salary.

City Clerk was asked to make extension to cover .10� per hour and $20.00 per month
ly salaries based on 1950 wage scale. Swimming Pool employees to be left as is,
suggested by Mr. Bonney. $300.00 per month for Regular Firemen.
ADJOURNMENT:
Motion made by Grigg, seconded by Churchman to recess to Wednesday, October 25,
1950. at 1:00 P. I14. Motion carried.
