REGULAR MEETING COUNCIL CHAP,iBERS OCTOBER 171 1950
CALL TO ORDER:.
Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present, L. E. Bonnett, O:,S. Churchman, Charles Grigg,
Raymond Hicks, A. T. Hostetter and T. G. Overlie. W. A. Nelson was absent.
City Attorney Orville B. 079 on was present.
READING OF THE MINUTES:
Minutes for meetings held September 26, October 2 and October 3 were read and
approved as corrected. Line 12 under Public Hearing, "probably would be" is to
be changed to "could be"; motion so made by Grigg, seconded by Hicks and carried.
Overlie not voting.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
Raymond Hicks produced a copy of Walla Walla's Tentative Budget substantiating
his statement that Water Department funds may be transferred to General Funds.
Hostetter accepted the proof.
AIRPORT INSURANCE:
A- letter was read from Airport Manager 0. V. Cotton relative to'insuring the
Range Station and Hanger in Air Carrier Terminal for $50,000.00; valuation cost
of insurance $1,500.00 approximately for first year and $500.00 for each year
thereafter. This amount•is in the 1951 proposed budget; suggested by Grigg to
leave this amount in tact for Committee to -use or not.
STREET DEPARTMENT EMPLOYEES:
Request a raise in salaries of .12V per hour. This will be taken up with the
budget.
Mr. Louen L. I. D. No. 61:
City Attorney advised I'.1r. Louen that actioncan be taken against the project up to
the time of construction is started. 60% of lineal feet of property in District
is needed on petition. Meridian Addition could be omitted from the District.
Mayor Beck suggested another Public Hearing.

A letter was read from E. F. Eldridge, Director & Chief Engineer also comments
regarding the Association of Washington Cities letter to City Officials on Sept-
ember 18, 1950.
REFUND:
0. 'uV. Cotton requests that Mr. S. V. Hall be refunded $35.00 on rent paid in
advance. Motion made by Grigg, seconded by Churchman grantin authorization to
the City Treasurer. IdIotion carried by roll call vote of six f6).
EXAMINER WATER DEPARTMENT:
A letter was read from Robert V. Graham, Division of Municipal Corporations,
stating that Mr. J. A. Varley would be available in two weeks to classify accounts
of the Water Department.
PARK BOARD:
Notice received that Gordon 11ercier was elected Chairman of the Board by una:himous
consent.
GARDEN CLUB:
Desires to'have trees watered in front of Longfellow School and several other
places in town. This was turned to Brickey and School Board.
TRANSFER:
Water Manager, Myron Radelmiller requests that $4,000.00 and amount of deficit
be transferred from Sewer Extensions -to Wages of Labor, skilled & unskilled.
IJlotion made by Grigg to transfer $10,000.00 from Sewer Extension Labor to Common
& Skilled Labor. Motion carried by roll call vote of six (6).
GAS FRANCHISE:.
A letter was read from Homer B. Splawn submitting application for a Gas Franchise
proposed form attached; this was turned to a Committee of Grigg, Hicks and Host-
etter for study and report.

AIRPORT LEASES:
The following leases approved by the Committee were approved. Motion so made
by Grigg, seconded by Overlie and carried.
Jacke Alyward & Leonard H. Foster, East side A & R -Hanger
Convoy Co. Storage distribution and unloading autos, yard and loading platform.
BUSINESS LICENSE APPLICATIONS:
Mrs. L. N. Rudd Apartments 517 W. Yakima
Triangle Service & Grocery 10th & Lewis
Beecher's Phillips 66 Clyde R. Beecher 325 North 4th
Motion made by Grigg, seconded by Bonnett to issue applications approved by the
Police Committee. Motion carried.
REPORTS FROM COMMITTEES:
DISPOSAL PLANT SITE PROFILE:
City Engineer, George Gisher presented a sketch of proposed -location as worked
out with the Army Engineers in the SW4 of Section 33, Twp 9, Range 30; open
storage area No 8-5 and 8-6, approximately 6,500 feet east of 5th & Washington
Streets. Distance having any effect on operation of Plant was discussed.
Pollution Control Commission should have copy of profile for study. In conclusion
motion made by Churchman, seconded by Hicks that the City Engineer be authorized
to pro,cede with plan to acquire site as per sketch presented. A copy to go to
John Cunningham & tissociates for survey and approval also take matter up with
Pollution Control Commission. Motion carried.
ORDINANCE NO. 176
SMVER PIPE:
Water Manager Myron Radelmiller suggested that Ordinance No. 176 be amended to
allow the use of transit pipe in lieu of Cast Iron. Motion made by Grigg,
seconded by Bonnett to turn this to the City Engineer for recommendation. IVlotion
carried.
1951 BUDGET:.
Not considered at this time. Grigg would like to have all Councilmen present.
Mayor recommends that nic-nacks be kicked out and salaries raised.
ADJOURNMENT:
Motion made by Grigg, seconded by Hostetter to recess to 8:00 P. 1,11., Monday,
