RECESSED MEETING_ COUNCIL CHAMBERS OCTOBER 10, 1950
CALL TO ORDER:
Meeting called to order at 8:;15 P. I4. Honorable Mayor John Beck presiding.

Hostetter and W. A. Nelson. L. E. Bonnett & T. G. Overlie were ab)sent. City
Attorney Orville B. Olson was present.
PUBLIC HEARING: LOCAL IMPROVEMENT DISTRICT NO. 61 TO BE HEARD AT THIS TIME:
Mr. Seidel, builder, would like action deferred account houses now under constt-
uction in Meridian Addition would probably be assessed before ready to place on
the market. City Attorney states the very earliest date of sewer construction
would be after the first of the year. Churchman asked Mr. Seidel a few questions.
Walter W. Saxton, Field -Fngineer with thb,_:Pollution Control Commission, answered
questions and made statements. When asked if the pollution Control Commission
would allow connections to sewer lines before Sewage Disposal Plant or cause delay
Mr. Saxton stated that it is not the interest of the Commission to hold up approv-
als on septic tanks and extensions; their policy is not to grant approval for
large areas. He would not hesitate to make recommendation where plans are going
forward but in case of refusal by the Commission the applicant may ask for a
hearing. Plans submitted at this time could be completed in two weeks. Approvals
of sewer connections in Meridian Addition could be held up account delays on acquir-
ing,,-sit6!,- s Nearest point to existing sewer is approximately one-half mile.
Mr. Seidel would like to have the City male the extension from the main sewer to
Meridian Addition to serve 57 lots. A master tank could be installed at this time.
Mr. Saxton would like to talk to the Army Engineers before making further recommedn-
ations.
Mr. Louden on `West Irving protests vigorously account double expense; thinks the
septic tanks not old enough to warrant sewer expense at this time.
Clark Vail is of the same opinion.
Cost estimate was explained to G. E. Lewandowski who favors bond issue. Paul
Schlagel favors a ten year payment plan.
Meridian Addition could be left out of bond issue district.
Mr. Moran suggests that when extensions are made a riser be placed to service each
wilding site on the line.
Steve Grant recommends that septic tanks have more rigid inspection.
Mr. Louden was assured he had ample time, which would be thirty days, in which
to file a petition that would be effective if signed by 60% of owners in district
according to valuation.
Out of approximately 40 people present, four objected. Mr. N. E. Robins filed
a protest by letter. At this time the hearing concluded, all present desiring
to express their views were given the opportunity.
Motion nude by Grigg, seconded by Nelson that the City Attorney draw up an Ord-
inance creating L. I. D. No. 61. Notion carried by roll call vote of five (5).
Meridian Addition. Irir. Seidel was undecided at thistime, could change the Ord-
inance at third reading.
