HomeMy WebLinkAbout09-26-1950 Minutes174 a� PASCO, WASHINGTON RECESSED MEETING COUNCIL CHAMBERS SEPTEMBER 262 1950 CALL TO ORDER: Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding. ROLL CALL: By clerk. Councilmen present, L. E. Bonnett, A. T. Hostetter, W. A. Nelson and T. G. Overlie. C. S. Churchman and Raymond Hicks arrived late. Chas. Grigg was absent. City Attorney Orville B. Edson was present. SEWAGE DISPOSAL PLANT SITE:; D. Byron Baker and a group of property owners in Grayte East Riverside Add- ition were present to protest against site agreed upon -at the preceeding regular meeting, September 19, 1950. PETITION: Protesting action of the Council of the City of Pasco in the procedure taken on the purchase of site for sewage disposal plant location -`�bn the upstream side of the Northern Pacific Railroad Bridge over the Columbia River and signed by, approximately 50 signers. Councilman Bonnett raised the question of whether the people be heard from or the budget worked on as meeting was intended for. Baker wished to go on record at this time protesting action taken by Council at the last regular meeting in defending his property. Thought plant should be placed below the City limits. Highway bridge location was suggested by him. A letter received from the Corps of Engineers was read by the Mayor.. Following this Bonnett and Hostetter left the meeting. No quorum. Discussion continued. Sco"tt Roff spoke in behalf of the Port District; he thought the development of that district would be hampered by locating the plant in Block 40. Wished to go on record as being opposed to locating plant on Block 40. Raymond Hicks arrived at this time thus creating a quorum. Meeting continued in session again. Mr. Hartman spoke relative to development of East Pasco from the R.'R. Tracks and tie Snake River. Mr. Personett suggested that plant be placed where expansion would be possible. Churchman wanted to_be placed on record regarding negotiation for site nearest to Big Pasco by John ". Cunningham & Associates; site could have been acquired by them up until the present war started, then negotiations were turned back to Water Committee and Superintendent to try to acquire location. I dod not think this a good ides. Army Engineers have not turned down site outside of security fence, just turned to higher ups. He suggested negotiations by another Committee and City Engineer for favorable location. Time may have passed for securing location adjacent Big Pasco down river. Hicks feels that the proper location could be acquired with proper negotiations. 14r. Personnett suggested that Hostetter be removed from Sewer Disposal Plant Committee. Motion made by Churchman to rescind the motion made September 19th authorizing negotiations for additional property for Sewage Disposal Plant Site near Rail- road and Ainsworth Avenues, and that -the matter of locating the Sewer Disposal Plant Site be deferred to October 17 1950. Motion seconded by Overlie and carried by roll call vote of four (45. Motion made by Hicks that the Mayor be requested to give the City Engineer the job of negotiating for Sewage Disposal Plant Site furthermost down the river. Motion seconded by Overlie and carried unanimous. The Mayor appointed Churchman; Hicks and Nelson to assist the City Engineer also the City Attorney to act. The group upon leaving thanked the Mayor for the hearing. 1951 BUDGET: Not considered other than the first reading. ORDINANCE NO. 68-2-.- AN 82: AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1951. Motion made by Overlie, seconded by Nelson that Ordinance No. 682 be given the first reading. Motion carried. Ordinance No. 682 was read by department totals. Motion made by Overlie; seconded by Churchman that Ordinance No. 682 has been given the first reading. Motion carried. TRANSFER: PARK FUND $7,000.00: On information from the City Treasurer the City Clerk notified by letter that the Park Fund balance has been depleted and the fund is $2,743.02 in the red and suggested that $7,000.00 be transferred from the Current Expense Fund PASCO, WASHINGTON G COUNCIL CHAMBERS �U k,-4 SEPTEMBER 26, 1950 to 'the' Park Fund. Motion carried by roll call Vote of four (4). ADJOURM,IMTT: Motion -made by Nelson, seconded by Overlie that the meeting adjourn to Monday, October 21, 1950 for adopting the Budget. Motion carried.
