\ CALL TO ORDER:
Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding. ,.
ROLL CALL
By Clerk. Councilmen presant, L. E. Donnett, C.' S. churchman, Chas. Grigg,
Raymond Hicks, A. T. Hostetter and T. G. Overlie. W. A. Nelson was absent.
City Attorney Orville B. Olson was present.
READING OF THE MINUTES:
Minutes of meeting held September 5, 1950 were read and approved.
PILLS AND COPJMUNICATIONS:
A voucher was presented by L. L. Rundle in the amount of $53.20. Motion made
by Overlie, seconded by Hostetter that this voucher be authorized if properly
signed and approved. Motion carried by roll call vote of five (5). .
PASCO NAVAL AIR STATION (LEASE):
Letters were read from Harry P. Cain, Hal Holmes' secretary and J. F. Jelley,
Chief of Bureau, stating that towering requirements for the operation of the
Base -would not be to the best interest of the National Welfare & Security; it
might be possible to work out a concurrent agreement whereby the I)epartment
would use landing field, runways and certain buildings and facilities.
VINE STREET IMPROVEMENT REQUESTED:
A letter was read from D. B. Ferguson, 824 Vine Street requesting that Vine be
improved. Motion made by Overlie, that Mayor write to Pacific Power & Light
in regard to removing poles in this and other sections of t)ge city. Motion
seconded by Grigg and carried.
RELOCATING BOAT BASIN AND GUN CLUB:
A letter was read from James E. Reeves regarding location of Yacht Club and
Recreational P'ark for public use. No other requests have been received for
desired location just west of Northern Pacific Railway Bridge. Mayor states
there will be a natural,Boat Basin following construction work for dyke.
Re -locating the Gun Club at Little Pasco was discussed. Motion made by Bonn-
ett, seconded by Grigg that the Park & Cemetery Committee be instructed to
negotiate with Franklin County Irrigation District for 20 acres of property at
Little Pasco to be used as a Gun Club. Motion carried.
CHANGE OF NAME OF STREET:
A letter was read from Betty & John 'Wickham requesting the street of"Lonesome
Road"' be changed. This was turned to the City Engineer.
CITY ENGINEER:
A letter was read from Mayor John Beck appointing George Fisher as City Engin-
eer to take effect October 15, 1950, to comply with the Council's request. No
action taken by the Council or City Attorney.
ACCOUNTING SYSTEM FOR WATER DEPARTMENT:
A letter from the Division of Municipal Corporations was read stating that office
would be able to make an assignment within a few months, if still desired, Mayor
to answer letter and make request.
STREET SIGNS:
A discussion regarding arterial
streets, stop signs, etc.;
in conclusion the
Police Committee & Street CoWIttee
to work this.out when
signs are received.
LICENSE APPLICATIONS:
The following Business License
applications were read and
approved. Motion
make by Overlie, seconded by Bonnett
that all applications
approved by the
Police Committee be granted.

REFUND::.
A refund of 610:00 requested by Joe Catlin account License application on two
Card Tables was'rejected: -.Motion made'by Bonnett, seconded by Overlie that
receipt No. 9690 in the amount of 0.10.00 be refunded. City Treasurer is here-
by authorized. Motion carried by roll call,vote of five (5).
READING OF ORDINANCES:,
ORDINANCE NO. 681:
ORDINANCE VACATING A PHRTION OF LUCAS STREET IN COLE'S ADDITION
-TO THE CITY OF..PASCO.
Motion made by Bonnett, seconded by Hostetter that Ordinance No. 681 be given
the second reading by title only. Motion carried. Ordinance No. 681 was
read by title. Motion made by Bonnett, seconded by Hostetter that Ordinance
No. 681 has been given the second reading. Motion carried. Motion made by
Bonnett, seconded by Churchman that Ordinance No. 681 be given the third read-
ing. Motion carried. Motion made by Overlie, seconded by Hostetter that
Ordinance No. 681 has been given the third reading. Motion carried. Motion
made by Bonnett, seconded by Overlie that Ordinance No. 681 be adopted. Motion
carried by roll call vote of six (6).
ASSOCIATION OF WASHINGTON CITIES:
Council and officials were reminded to attend the' Regional Meeting to be held
at the Pasco Hotel on Wednesday, September 20, 1950 at 6:30 P. M.
ORDINANCE NO..676:
REGULATING STREET AND ALLEY IMPROVEMENT. ORDINANCE N0. 680 REGULATING
WIDTH OF $TREETS:-
Following a discussion, Ordinance No. 680 is to be revamped, incor orating desired
parts of Ordinance No. 676. Copies of each furnished Orville B. �lson.
PAY ROLL CHANGES: SEIVII -MONTHLY:
City Clerk states most departments favor paying employees twice a month. Iti2otion
made by Grigg, seconded by Hostetter authorizing the City Clerk to comply. Motion
carried.
COMMITTEE REPORTS:
SEWER PLANT.SITE:
Water & Sewer Chairman reports the Port of Pasco not in a mood to dispose of
their property in Riverside Addition at this time. John W. Cunningham's Engineer
says that City property with Pacific Power & Light's property in Block 40 would
be sufficient. This would make a site 460 x 400. Pacific $ower & Light would
accept Earl Churchman's appraisal, which was approximately $150.00 per lot: They
own 6 lots amounting to $900.00. Motion made by Grigg to purchase Lots 4, 52 6,
7, 8 and 9 in Black 40 Riverside Addition from the Pacific Power & Light in the
amount of $900.00 as per Earl Churchman's appraisal for Sewage Disposal Plant Site.
Motion seconded by Hostetter and carried by roll call vote of six (6). Purchase
to be made from Disposal Plant Fund.
STREET SIGNS:
East Side School; Highway Department to furnish signs for cross walks. Cross-
walks nee ed at 10th & A Street.
Correction in traffic sign at 4th & Lewis to be made in near future. Street &
Police to direct locations of sings when received.
1951 BUDGET:
Mayor Beck reviewed the budget as recommended by him. A copy was furniEhed all
members present. A brief discussion followed.
