CALL TO ORDER:

Meeting called to order at 8:00 P. M.

at 9:25 P'. M. City Attorney Orville B. Olson was present.

BILLS & COMMUNICATIONS:
WATER DEPARTMENT DATA FOR BOND INFORMATION:
A letter_was'read from McLean & Company stating they still stand ready to
negotiate'for'su.ch work. A discussion followed. Mr. S. Ellsworth of the
William S. -Harper'& -Soni & Company was present to present plan of financial
study: '-Both-representatives were heard at this time,'by decision of the
Mayor, account no committee meeting having been called. Mr. Ellsworth
presented members of the council with a resolution and outline of service;
first' faze financial- 'status of Water & Sewer Department at a cost of
$l,IOO,OO -second step suggested -method of financing, another $1,000.00;
third step preparing Bond issue, another $600.00. Cost of Legal Advise
$2000 per' 1,000.00, approximately. / Mr. McLean submitted a letter, showing
first faze,data,fot-$1,1000.00; will advise and'aid in obtaining bond bids
iip'to $300,000.00 for a'total The of'$l,500.00. Services for a larger
issu6at the rate of $250.00 per $100,000.00 of par value or part thereof.
Foll6Wing the separate and general discussion motion was made by Bonnett,
secornded by Hostetter to'accept offer of,McLean of $1,000.00 forthe initial
faze. —Motion carried 4 to 3. Bonnett, Grigg, Hostetter and Nelson vot-
ing "Yes". Churchman, Hicks and Overlie voting "'Non'.
PUBLIC HEARING:
Vacating 10 feet of Lucas Street to the
Hearing called for this date was read.

No protests were registered by letter
action to be read at this time.
ORDINANCE VACATING A PORTION OF LUCAS STREET IN COLEIS
Motion-made'by Bonnett,.seconded by Hostetter that Ordinance No. 681 be given
the first reading. Motion carried. Ordinance No.'681 was read. Motion
made by'Grigg; seconded by -Bonnett that Ordinance No. 681 has been given the
first reading. Motion carried.
SIGN BOARD AT CITY LIMITS:
A" -letter was read -from Mr. &'Mrs. Ben Sullivan rendering an objection to the
erection of a large sign board immediately north of their motel (The Desertaire)
account blocking the vision of incoming traffic. Motion made by Churchman,
seconded by Bonnett that this be turned to t he P3arining,-Comini:ssion. Motion
carried.
CEI TRAL ASPHALT COMPANY:
A' -letter -was read from E. D. Martin authorizing the payment of all checks on
estimates of Road Oiling Project No. 9 to be Maid to The National Bank of
Commerce of Seattle, Kennewick Branch. City Attorney reports hen on material
submitted by L. M. Jones has been satisfied.
SEWER BLOCK, SYLVESTER PARK ADDITION (SIGIAANtS FOOD STORE):
A letter was read from contractor'W. M. Yeaman requesting permission to install
sewer to corner of store building. Motion made by Bonnett, seconded by Nelson
that the Water Manager notify Sigman�5s Food Store they will be charged regular
price according to Ordinance. Motion carried.
CURB RAMP, 319 W. CLARK, GALE BROS. INC.:
A letter was read from C. W. Gale reguesting that one meter be removed from
iri"front'of their lot. Motion made by Grigg, seconded by Nelson that their
wish' -be granted. Gale Bros. Inc., to establish ramp to protect curb to the
satisfaction of the Street Superintendent. Motion carried.
TRAFFIC SIGNAL 4th & LEIIVIS:
A-.letter'was read from the Department of Highways stating there had been consid-
erable delay in delivery of this equipment but hope same will be received shortly.

PETITION 'Why.- certain streets were note black topped as proscribed` by' contract
signedby eleven (11) property owners was 'read. Discussion followed. No
action taken.

APPOINTMENTS:
The Mayor submitted the name of E. T.,Lindner to succeed himself on the,Plann-
ing Commission; term expiring April 7, 1956. Motion made by Churchman, sec-
onded by Nelson accepting the appointment. Motion carried.
GO'RDON- MERCI?E,R: ( PARK ' BOARD ).
The. Mayor submitted the mama- of Gordon `Mercier to succeed Ed Hendlerr on the
Park Board,''term expiring May 17,'19530' Motion made by Nelson, seconded by
Overlie to accept the appointment. Motion carried.
L. A. MATTHIAS-ASSISTANT BUILDING INSPECTOR:
L.'A.'Matthias was appointed by the'Mayor as'Assistant Building -Inspector
during the illness of A. M. Haylett. Motion made by Churchman, seconded by"
Overlie''to accept the' appointment'. TVIotion' made by Bornnett, secondedby Church-
inan to' pay'Irlatthias- and Haylett each $100.00 per month.. Motion carried by
roll call vote of seven (7), to betaken out of Building Inspector's Salary
at expiration of Haylett's sick leaixe and vacation.
TED BOLIN', PLANNING. COYMISSION:
Ted Bolin' 6 name was submitted by the Mayor as a metaber' of the Planning- Comm
ission to -succeed Earl Wattenburger.. -Motion:made'by Grigg, seconded by Over-
lie'to accept the -appointment. 'Motion lost 4 'to 3. Bonnett, Churchman;
Hostetter and Nelson voting "Not% Grigg, Hicks and Overlie voting "Yes"'.
Curvent bills against the City were read as follows. Motion made by Bonnett,
seconded by Nelson that.all vouchers properly signed and approved be paid.
Motion carried by roll call vote of seven (7).

Motion made by Churchman, seconded by Grigg that appli.,cations approved by the
Police Committee be accepted. Motion carried.
JOE CATLIN'S application for two card tables at 504 So. Oregon was rejected by
the committee.
SEWAGE DISPOSAL PLANT SITE:
Couhcilman'Hostetter reports that the Pacific Power & Light Company is willing
to accept appraisal'of E. Churchman on their property in'Block 40,'Riverside
Addition. . Mr, Stewart is willing to be imoved.to another location:' Mr. John-
ston of -the Port:District was unable to get the. commission together. Owing
to the tremendous amount of -work to be done_at.thi.s..time on Sewage Plant, L. I.
D's., Water extension and various other Departments�to take the load off the -
City Council -a motion was made by Hostetter, seconded by Bonnett that"a City..
Expeditor be -hired to work with the City Col.ancil and Department heads; salary
to be paid from Engineer's fund and that Vincent Small be named for the posit-
ion.-" discussion followed. City Attorney statesthat motion was out of
order.
AIRPORT LEASES:
Motion -made by Hicks, seconded by Overlie that the following leases approved by
the -..Airport -Committee be signed. Motion -carried.

Motion made by Hicks, seconded by Overlie that it is the consensus of the Council
that we should have a City Engineer. Motion carried.
