REGULAR MEETING COUNCIL CHAMBERS AUGUST 15, 1950 1
CALL TO ORDER:
Meeting called to order at 8:00 P'. M.
ROLL CAE,:
Honorable Mayor John Beck presiding.
By 'Clerk. Councilmen present, L. E. Bonnett, C. S. Churchmai, Chas. Grigg,
Raymond Hicks, A. T. Hostetter and T. G. Overlie. W. A. Nelson was absent also
City Attorney Orville B. Olson.
REGULAR ORDER'OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
BIDS:
GEST IRON" PIPE:
Three bids were received, opened and read as follows:
Pacific States Cast Iron Pipe Company $35,282.10
Hugh G. Purcell Company 36,169.60
American Cast Iron Pipe Company 51,506.00
Motion made by Hostetter, seconded by Churchman that..the Pacific States Cast
- Iron Pipe Company's bid be accepted. Motion carried__.by roll call vote of six
(6).
TAXI CABSTAND ( DEL BUNCH) :
Mr. Bunch, present, requests four (4) loading zones or taxi stands. Mr. Bunch
owed all taxis' now being operated in the City. He requests the following loc-
ations for public convenience: (1) 323 W. Lewis (Economy. Drug) (2) 4th & Lewis,
(3) Depot Lunch, Tacoma Avenue and (4) Ray's Tavern.,.lst & Lewis. Motion made
by Bonnett, seconded by Grigg that these four locations be allowed and the Chief
of Police be so notified. Motion carried.

READING OF THE -MINUTES:
Held up.
QUIT CLAIM DEED TO DEPARTMENT OF HIGhWAYS:
RESOLUTION N0. 305 executing a quit claim deed to the State of Washington, Dep-
artment oY highways the following described parcel of property in the NE4 of the
NET' of Section 34, Twp 9 N, Range 30 E.W.M. lying southwesterly of the State High -
Fay,,, Motion made by Overlie, secondedby Churchman that Resolution No. 305 be
adopted.and the Mayor authorized to sign deed. Motion carried by roll call vote
of six $6).
BONDS: AUDIT FOR NECESSARY DATA:
Motion made by Bonnett that Finance Committee be given authority to negotiate an
audit of the Water Department. Motion seconded by Hostetter. Motion carried.
DISPOSAL PLA14T SITE:
A letter from W. P. Leber to Mayor Beck was read stating he had been in conference
with various army officials including the Commanding Officer of the Reconsi.gnment
Depot who expressed dissatisfaction with the location of the site whkh had been inf-
ormally agreed on by City Officials. Another conference will be held in order that
a final solution can be effected.
The original site in Block 40, hiverside Addition was discussed; this was originally
designated as a tentative site I John W. Cunningham & Associates and would save
approximately 60,000.00. Roy kill was quoted as being of the opinion that the
13acific Power & Light would not be adverse to releasing some of their property in
Block 40. Following the discussion a motion was made by Griff thatthe Committee,
consisting of Radelmiller-and Hostetter carry -on negotiations for additional prop-
erty needed in Block 40 which was the original proposed site, also Blocks 18 & 19
for Sewage Disposal Plant Site, operating with John W. Cunningham & Associates.
Motion seconded by Hostetter and carried. ,
RESOLUTION NO. 306 L. I.'D's:
Resolution No. 306 was read. A Resolution of intention to order the construction
of a sewer system over and along the streets and alleys in the city of Pasco,
Washington and consisting of pipes, drains, tanks, ditches, pumps and other equip-
ment necessary to such sewer system for the effected property; and to establish
within the City of Pasco, Washington a local improvement district to be known as
"Isocal Improvement District No. 61."; to pay for all the costs of said sewer and
appurtenances and such sewer system to be confined to Meridian Addition, Columbia
Addition, Helm's Addition and Helm's Second Addition, excluding from Helm's Sec-
ond Addition Blocks 13, 14, 15, 16, 20, 21 and 26.
Motion made by Grigg, seconded by Overlie to adopt Resolution No. 306 and hold a
public hearing on October 10, 1950. Motion carried by roll call vote of six (6).

Motion made by Bonnett, seconded by Churchman authorizing refund of $25.00 to
Margie Bsharah. Motion carried. Refund for Purple --Bubble Ball Room not rec-
commedad by Committee.
AP P O INTMMTS
LIBRARY BOARD:
Mayor John Beck appointed A. M. Haylett as a member of the Library Board for a
five year term expiring December 31, 1954.
APPOINTING a member to the Park Board was considered. A. F. Sylvester, present,
requested that Ed Hendler be re -appointed. No action was taken.
AIRPORT LEASES:
Bulls Eye Shuffl Board Company, Building 39
Nesco Neon Sign �ompany, Building 106
The above Leases were approved by the Airport Committee. Motion made by Bonnett
seconded by Hicks that Leases be signed. Motion carried.
BUSINESS LICENSE APPLICATIONS:
Union Oil Service Station, 302 North 4th Paul Zahn
Twin City Packing, Rudy Olson, Kennewick, Wholesale.delivery
Robert J. Ohland, Plumbing & Heating, Seattle
Motion made by Overlie, seconded by Bonnett that applications approved by the
Committee be accepted. Motion carried.
DEPARTMENT OF HIGHWAYS (FIRE PROTECTION):
A letter was read from T. P. Doyle regatding arrangements for a 6'T water line to .
their building on the 'Spokane Highway for fire protection. Motion made by Church-
man, seconded by Bonnett that this be turned to the Water Department. Motion
carried.
PARKING IN FRONT OF CHURCH:
A letter was read from the First Church of Christ Scientist requesting signs
or curb maleking to prevent trucks from;pparking in front of Church. This was turn-
ed to the Police Committee;
ORDINANCE NO. 676:
AN ORDINANCE REGULATING STREET AND ALLEY IMPROVEMENTS CONSTRUCTED BY
ABUTTING PROPERTY OWNERS UNDER PRIVATE CONTRACT.
Motion made by Churchman, seconded by Overlie that Ordinance No. 676 be given
the third reading. Motion carried. ' Ordinance No: 676 was read. Motion made
by Overlie, seconded by Churchman that Ordinance No. 676 has been given the
third reading. Motion carried. Motion made by Hicks, seconded -by Overlie that
Ordinance No. 676 be adopted. By roll call vote, three voted'�eN and three voted
"no", a tier vote. Motion made by Churchman that -- the -mot ion- to adopt Ordinal ce
No. 676 be reconsidered. Motion seconded by Hostetter. Motion carried by roll
call vote of six (6). Motion made by Churchman that the motion to adopt Ord-
inance'No. 676 lay on the table to the next meeting. Motion seconded by Bonnett

STREET COMMITTEE:
The Street Committee recommend the graveling of the following streets.-
Francis
treets.Francis Street from Henry to Court
Norbert Street from Henry to Brown -
Brown Street from Norbert to Arthur
Motion made by Churchman, seconded by Overlie that the recommendation of the'
Street Committee be accepted. Motion carried by roll call vote of five (5).
Hostetter voting "NO'%
AMENDMENT: Motion made by Bonnett, seconded by Hostetter that the intersection
atUool�um is & 10th be corrected before graveling (Motion withdrawn).
Intersection at 10th & Columbia discussed and in conclusion a motion was made by
Bonnett, seconded by Hicks that the 'Street Superintendent appear before the Council
and state why Columbia has not been made an arterial. Motion carried.
CORPS OF -ENGINEERS:
Location of Yacht Club, Recreation, Gun Club and Dewage Disposal Plant: Motion
made by Bonnett, seconded by Overlie that the Mayor be authorized to write to -the
Corps -of Engineers for location of Yacht Club, Recreation, Gun Club -and Sewage
Disposal Plant. Motion carried.
STREET OILING:
A discussion relative to streets authorized oiled and streets oiled was entered
into but no action taken.
