BIDS:: GRAVEL & OIL:
Two bids were received, opened and read as follows:
Matheson Sand & Gravel Company ---- - - - - - - - - $1:70 per yard
Brown Sand & Gravel Company- - - - - - - - - - - - - - 1.50 per yard
(from bunker.)
Motion made by Grigg that bids be.turned to the Street Committee. Motion
'died•for want of a second. Blanton and Brickey recommend getting gravel
at*the' pit. Motion made by Gri,,g to accept Brown Sand & Gravel bid of
$1.50 at the pit.` Motion seconded by Churchman and carried by roll call
vote of seven (7).
CITY HALL METER:
Meon'Electric submit a Figure of $496.00 to install a new service entrance
and 200 amps main. P'. U. D. desires to have the meter installed soon as
possible. Motion made by Hostetter that amount riot in access of $496.00
be alloyed the�Neon Elec$ric for new entrance service and extending new
circuits relieving the -existing circuits to extending; service leads to'
existing pannels. Motion seconded by Grigg and carried by roll call vote
of seven (7).
C01,MIUNI CATIONS:
B..P.. COLE,.VACATING 101.OF LUCAS STREET:
A letter was read from T,,Ir. Cole requesting -that 10' of.Lucas Street adjacent
his property on.the west be vacated to him. City.Attorney advises that
this has to be vacated following a public hearing. Motion made by -Grigg,
seconded by Churchman that a public hearing be held September 5, 1950. Motion
carried by roll call vote of seven (7).
30' STRIP FOR STREET PURPOSES ADJACENT STATE HIGHWAY PROP'ERTY;
A deed -has been received from Governor Langlie granting the City a 30' strip
for street -purposes: The south'30.feet of the NUV2 of the SW12 of the SW -1 of
Section 20,'Twp 9 North, Range 30'E.W.M. Same has been recorded in Volume
73 of Deeds, Page 321, Ido. 131560,
SEWER TRUNK LINE PIPE (Permit No. 72373 N. P'.) :
Crossing 100 feet rightaway of northern Pacific Railway Company along'a
straight line drawnfrom the center of the intersection of South 5th Avenue
and West Washington to the. point of intersection of the center line of Rail-
road Avenue with a westerly production of the center line of the easterly
and westerly alley in Block 101, Gray's East Riverside Addition. Work shall
be done under the supervision of the Division Superintendent of.the Northern
° Pacific Railroad. A transcript of specification attached to permit.
Motion ma de by Grigg, seconded by Churchman to accept easement -from the North-
ern Pacific Railroad Company and authorizing the Mayor to sign. Motion carried.
BONDS, PACIFIC idORTHWEST COMPANY:
A letter was read from James G; Frazer requesting a statement of Water Depart-
ment operations for the year 1949. City (Jlerk to furnish.
BUSINK—S LICE`ISE APPLICATIONS:
Don -.E. Rogers application for wholesale delivery by truck was read. Motion
made by Grigg, seconded by Overlie to grant libense`if application is approved
by the Police & License Committee. Motion carried.
INDUSTRIAL TRACY AGREEP,IENT, N. P. PASCO AIRPORT
Two copies were received from the Northern Pacific Railroad Company for our
records.
LIEN: Brown Sand & Gravel Company - Central Asphalt raving Company.
Order of payment was.read. Motion made by Grigg seconded by Hostetter that
estimate No. 1 be paid,to Central Asphalt Paving company and Brown Sand & Gravel
in the amount of $5,204.12. Motion carried by roll call vote of seven (7).

The 1.1ayor's Proclamation that there should be held a special election on the 5th
day of December 1950 on the question of whether or not the City of Pasco shall
adopt the Council -Manager plan of Municipal Government. Proclamation signed
July 27, 1950.

Submitted six (6) sets of report on the Pasco Water Distribution System and
other Water Works Improvements.
HOUSING & HOME FINANCE AGENCY:
A letter from L. R. Durkee, report forms attached was discussed. Motion made
by Grigg, seconded by Churchman to turn this to the Mayor. Motion carried.
EASEMENT BLOCK 8, SYLVESTER PARK ADDITION:
C. H. and Marguerita Sigman granted tot he'City of Pasco an extension easement of
the East and West Alley'through lots 5 & 6, in consideration of the vacation of
the North & South alley, Block 8, Sylvester's Park Addition.
FORM .!F MUNICIPAL GOVERNMENT TO BE DISCUSSED:
A letter was read from the Bureau of Governmental Research`& Service, Seattle,
inviting the Mayor and Council to a meeting August 7, 1950.

AN ORDINANCE ESTABLISHING THE SALARIES OF THE OFFICERS, AND DEPART-
MENT HEADS, OF THE CITY OF PASCO AND BEING AN ORDIN ANCE FOR THE
PURPOSE OF ASSEMBLING SALARY INFOFJ-J1ATION FOR THE OFFICERS OF TI -E
CITY OF PASCO IN ONE ORDINANCE AND REPEALING ORDINANCES AND PARTS
OF ORDINANCES IN CONFLICT HEREWITH.
Motion made by Grigg, seconded by Churchman that Ordinance No: 674 be given the
third -reading. PY4otion carried. Ordinance No. 674 was read. Motion made by
Grigg, seconded by Churchman that Ordinance No. 674 has been given the third

AN ORDINANCE REGULATING STREET AND ALLEY IMPROVEMENTS CONSTRUCTED
BY ABUTTING PROPERTY OWNERS UNDER PRIVATE CONTRACT.

REQUESTS: STREET OILING, OWENS ADDITION.i
Tdrs Cannon on South.Lindsay and others present desire to have more streets
oiled in.their vicinity. The subject was discussed at length; -present oiling
program cannot be expanded at this time account finances. Overlie to contact
Brickey relative to graveling streets in preparation for the next oiling program.
RETURN TO REGULAR ORDER OF BUSINESS BY UNANTITt4OUS CONSENT:
BIDS ON 1vIC3 OIL:
No bids were received on-the*Oil. Two car loads may be secured by out right
purchasing. Marshall Wells, Spokane was mentioned as furnishing a good price.
