ROLL CALL:. By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman, Charles Grigg, A. T. Hostetter, W. A. Nelson and T. G. Overlie. -Absent Raymond Hicks. City Attorney Orville B. Olson was present. READING OF THE,MINUTES: Minutes were read and approved for meetings held June 20,:July 4 and_July 5, 1950. COMMUNICATIONS: TEMP.GRARY BUILDING IN C-1 (Auto Sales Office. ) A letter was read from Richard W. McFarland requesting a temporary building permit to construct a knotty pine building 9 x 12 with no wiring on property at 3rd & Clark. Motion made by Grigg, seconded by Hostetter that a temporary permit be issued in accordance with building Ordinance. Motion carried. A. 1-1. Haylett to be so notified. ALLEY REPAIR BETWEEN NIXON & PARK: Black top damaged by Water main replacement. Motion made by Bonnett, seconded by Grigg that the street department be allowed $140.00 per block and repair alley in the 700 and 800 blocks. Motion carried by roll call vote of six (6). PUBLIC HEARING REZONING AND VACATII4G ALLEY, SYLVESTER PARK ADDITION: That property in Sylvester Park Addition between Octave and Court, Arthur and 4th to be rezoned from R-1 to C-1; also vacating North & South Alley in Bloc; 8. No objections were registered in person or by letter. Council favors extension of regular alley east and west through to 4th Street. REGULAR ORDER OF BUSIITESS SET ASIDE BY UNANIMOUS CONSENT: BOND PURCHASE: Purchasing bonds for Sewage Disposal Plant and Water Improvements. A letter was read from McLean & Company, Tacoma, Washington. Archie PJIcLean, Jr., and Ex -mayor Fawcett of Tacoma discussed with the Mayor and Council maturity sched- ule, water & sewer rates; deducting normal operation and maintenance cost a min- imum of 1.50 for annual principal and interest requirements creating a reserve fund of one full years maximum debt' service, legal opinion of Preston Thorgrim- son and Horowitz and interest rates. City Clerk to obtain more copies of John W. Cunningham & Associates report on Water Extensions. Mr. McLean wants one copy. Two committees to work with Mr. McLean, the water and finance. L. I. D. FOR SEWER IMPROVEMENT to the GVest and North was discussed; this could be done by 13ond issue; property owners retiring, -,the bonds by payngents. WATER SERVICE (West Sylvester): Mr. Johnson and Mr. Remington request water service to -their property in Block 2, Columbia Addition. Motion made by Grigg, that payment on lots 1 to 10, Block 21 Columbia !-ddition between Meridian and Chase on Sylvester to the south, that water be furnished at regular city charge. Motion seconded by Overlie and carried by roll call vote of five l5). REGULAR ORDER OF BUSINESS RESUMED BY UNA11IMOUS COIISEI,TT: BONDS: A letter was read from William P. Harper & Son & Company expressing their interest in purchasing bond for proposed financing. CLAII;IS:. Warren H. Orr & Mr. Jack Cavander, water damage. A letter was read from -the City Attorney Orville B. Olson recommending that the sum of $175.00 be paid to the Fireman's Fund Indemnity Company through their regional claim office in settlement of their claim for reimbursement. Motion made by Grigg, seconded by Churchman that the bill be allowed through the Water Department. Motion carried by roll call vote of five (5). The City Attorney's opinion is that it could be paid from main maintenance. TED M. HARTER: LEAVE OF ABSENCE: A letter was read from Ted M. Harter requesting a leave of absence from the Police Department effective August 1, 1950 to September 15, 1950. Motion made by Grigg, seconded by Overlie to grant the leave and approve -appointment of Davidson to succeed Harter during his leave. Motion carried. 17: 4 PASCO, WASHINGTON COUNCIL CHAMBERS BUSINESS LICENSE APPLICATIONS:: JULY 18, 1950 Motion made by Overlie, seconded by Bonnett'.,that the following business applic- ations approved by the Committee be granted. Small Jim's Shoe repair REFUND: ELSIE REESE: Contractor Kennewick Ladies apparel Pasco Cleaning & Pressing, Pasco Service Station Pasco Engineer Pasco Shoe Shop Pasco. Elsie Reese, 128 Bonneville requests a refund of $5.00 on business license application account never opened the Tea Room bor business. Motion made by Bonnett, seconded by Overlie that the fee be refunded. Motion carried by roll call vote of five (5). REPORTS FROM COMMITTEES: BI -COUNTY HEALTH (BUDGET): Committee reports other cit�tes and counties have agreed that 1 mill allocated to this department should be ample. Motion made by Bonnett, seconded by Churchman that 1 mill of the city taxes as received be placed at the disposal of the Health Department in the 1951 Budget, Motion carried. WATER PIPE PURCHASE: Water Manager Myron Radelmiller desires to purchase some cast iron pipe in assorted sizes in the amount of $45,000.00. Motion made by Overlie, seconded by Grigg that the Water Manager be authorized to call for bids on pipe, Tues- day, 8:00 P. M. August 15, 1950. Motion carried by roll call vote of five '(5g,. WILLIAM KIRC-BNER (DESDO: City Attorney to draw up deed on property for street purposes. 0 I L & GRAV" EL : Street Committee reports on oil and gravel to be used on 5th & Sylvester. Motion made by Grigg, seconded by Bonnett to call for bids on August 1, 1950. Overlie to submit specifications. Motion carried by roll call vote of five (5). AUTOMATIC SIGNALS: Motion made by Churchman, seconded by Bonnett that the Mayor ask the Northern Pacific Railroad Company to install automatic signals at Ainsworth and 3rd and two signals on A Street. Motion carried. STREET GRAVELING: Street Committee also requests authority to gravel Lucas Street from Henry to Margaret; Henry from Adams to Lucas; Octave from Aurelia to Arthur. Notion made by Grigg, seconded by Bonnett to do so. Motion carried by roll call vote of five (5). STREET SIGNALS: Mayor Beck to write Tom Doyle and Mr. Rhodes checking on delay on corrections at 4th & Lewis. STREET IDENTIFICATION SIGNS. Lon Leeper complains that there are no street signs beyond Henry Street. Motion made by Grigg, seconded by Hostetter that the Street Superintendent be authorized to purchase signs to approximately 0400.00. Motion carried by roll call vote of five (5). L. I.. D. IMPROVEME[VT: Motion made by Grigg, seconded by Hostetter that the City AtbDrney draw a resol- ution on construction of a sewer in Columbia Addition, a portion of Helm's Second Addition and IVleridian Addition. Motion carried. WARD SYSTEM: Mentioned but not discussed. CITY MANAGER PLAN: Following a discussion on City Government systems Motion was made by Churchman and seconded by Bonnett'$e it resolved that the City Council desires to have an election on the question of whether or not the Council Manager form of Gov- ernment be adopted". Motion carried by roll call vote of four (4). Overlie was out of the room. READING OF ORDINANCES: ORDINANCE NO. 678.- AN 78: AN ORDINANCE AMENDING ORDINANCE NO. 435 AND BEING AN ORDINANCE ESTAB- LISHING AND CHANGING PROPERTY IN SYLVESTER'S PARK ADDITION TO THE CITY OF PASCO FROM R-1 to COPU.,IERCIAL C-1 PASCO, WASHINGTON ING COUNCIL CHAMBE 0 Motion made by Grigg, seco nded by Bonnett that Ordinance No. 678 be given the first reading. Motion carried. Ordinance N o. 678 was read. Motion made by Grigg, seconded by Churchman that Ordinance No. 678 has been given the first reading. Motion carried. Motion carried. _ ORDINANCE NO. 679: AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY IN BLOCK 8 OF SYLVESTER'S PARK ADDITION TO THE CITY OF PASCO. Motion made by Grigg, seconded by Hostetter that Ordinance No. 679 be given the first reading. Motion carried. Ordinance No. 679 was read. Motion made by Grigg, seconded by Churchman that Ordinance No. 679 has been given the first reading. Motion carried. CITY ENGINEER: - Appointing a City Engineer was discussed but no action taken.
