REGULAR MEETING
CALL TO ORDER:
PASCO, WASHIRGTON
COUNCIL CHAMBERS
JUNE 20, 1950
Meeting called to order at 8:00 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman, Raymond Hicks,
A. T. Hostetter, W. A. Nelson and T. G. Overlie. Charles Grigg was absent.
City Attorney Orville B. Olson was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
WATER PIPES IN BRIDGE STREET 900 Block:
A. C. Smith and H. Everett stated the water froze in the street last winter
account not being deep enough; would like to have this corrected by the Water
Department. Water Manager said the line is 'shallow in this location. Mayor
requested that the Water Manager make recommendation by next regular meeting;
can work with the Water Committee if he so desires.
SKY LIME TURKEY HATCHERY:
A letter was read from the Fox Realty Company desiring.to purchase from t he
City 125 feet of property in Block 4, Northern Pacific Plate, Lots.18, 19 and
west half of Lot 20 for a 'Worthington Minnesotaafirm.
Property to be used for the location of a Turkey Hatchery and operation fully
described therein. Duscussion followed. Ordinance dealing with property
sales was consulted. Realty Board to give appraisal for basis of minimum
price; turned to Building & City Property Committee Nelson, Hostetter and
Overlie for report.
STREET OILING PROJECT:
Engineer Blanton and Mr. Fisher presented a map showing proposed streets to be
oiled. This was discussed at length. Motion made by Bonnett, seconded by
Churchman that the City advertise a Call for Bids on'a street oiling project
July 5, 1950, as presented. Engineer Blanton to furnish specifications.
Motion carried by rolle all vote of six (6).
GUN CLUB:
Mr. Parks and Harry Sandstedt were present in the interest of relocating the
Gun Club Park. Little Pasco would be a very desirable location; less exp-
ensive tha3 the other sites mentioned. City Attorney thinks that the city
is entitled to some consideration by the government on that site. Valuation
estimate of City owned material located in Riverview Park at approximately
$3,000.00. Motion made by Bonnett, seconded by Hicks that the Mayor write
the Army Engineer in regard to moving the Gun Glub. Motion carried. Ray-
mond Hicks, Harry Sandstedt and Churchman to act as a committee for negotiating.
At this time Mr. Churchman was excused from the meeting.

Committee be granted. Motion carried.

Motion made by Bonnett, seconded by Hostetter that the following leases as app-
roved by the Airport Committee be accepted. Motion carried.

A letter was read from Water Manager Myron Radelmiller relative to a request
for water service to the north one half of Block 2, G olumbia addition. A
discussion followed. Motion made by Bonnett, seconded by Hostetter that this
be held up for Bngineer_'s report. Motion carried.
SIGMANTS STORE, BLOCK 8, SYLVESTER PARK ADDITION
Public hearing necessary on rezoning this block from R-1 to C-1 also on vac-
ating the north and south alley. A letter was read from the Planning Com-
mission Chairman stating action was duly taken by the -Commission agreeing to
a set back of 30 feet instead of conforming with the County Buildings. Vac-
ating north and south alley with an extension of east and west alley by ease-
ment to 4th Street was favored. Motion made by Nelson, seconded by Overlie
that a public hearing be held at eight otclock, Wednesday July 5, 1950 on
rezoning and vacating alley in Block 8, Sylvester Park Addition. Motion
carried.
TEMPORARY DYKE:
A letter was read from A. M. Fredericks thanking the Mayor and Council for
assistance with the temporary dyke.
WATER EXTENSION FOR CLARENCE SAGER:
A letter was read from Clarence Sager requesting water service to his property
just outside of the city limits. This was turned to the water manager.
COMMITTEE REPORTS:
PARKING STRIP, 1500 BLOCK WEST SHOSHONE:
Straightening out this irregularity was discussed. Four or five blocks would
be affected; the street committee recommend that nothing be done at this time.
Motion made by Bonnett, seconded by Felson that the parking strip be left as
is. Motion carried.

SLOW SIGNS MEMORIAL PARK:.
Overlie to contact Brickey.
STREET:
CORNER AURELIA AND MURRAY:
Gutting this corner back at the corner of W. C. Kirchner's property, 918 Nixon.
Negotiating with Mr. Kirchner for -side walk and curb in exchange for corner
was discussed, in conclusion motion was made by Bonnett, seconded by Nelson to
purchase property from Mr. Kirchner for $100.00 by deed. Motion carried by
roll call vote of five (5).
MEMORIAL PARK:
It was agreed that all streets adjacent to Memorial Park should be arterial
streets.
ELM STREET:
Construction of two blocks of street between A & Helena on Elm preparatory to
oiling was recommended. Motion made by Overlie, seconded by Hostetter that
this be done. Motion carried by roll call vote of five (5).
ADJOURNMENT:
Motion made by Nelson, seconded by Bonnet tha the meeting -)adjourn. Motion car-
ried.
