Borleske of Walla Walla who explained step by step proc3dure for retirement benefits. Ques- tions were answered and the discussion lasted until 8:35 P, M. CALL TO ORDER: Meeting called to order at 8:35 R. M. by Honorable Mayor pro tem Raymond Hicks. ROLL CALL:: By Clerk. Councilmen present were L. E. Bonnett, C. S. Churchman, Raymond Hicks, A. T. Hostetter, W. A. Nelson and T. G. Overlie. Absent were Mayor John Beck and Chas. Grigg. City Attorney Orville -Be Olson was.present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. STREET OILING PROGRAM: Mr. Fisher from the County Engineer's Office presented a map showing the pro- posed streets to be oiled. Motion made by Overlie, seconded by Bonnett to employ Harold Blanton to set up the street oiling project on a rate of 5%. Motion carried -by roll call vote of six (6). PUBLIC HEARING ON SEWAGE DISPOSAL PLANT SITE: Public hearing called for this time was discussed with the Council, Mr, Zeid- lhack of the J. W. Cunningham & Associates Engineering Firms, Walter W. Saxon representative of the Pollution Control Commission and Roger James of the State Health Department. Site in question is an unplatted area south of Ains- worth Avenue and between Norlers East Riverside Addition and Gray's East River- side Addition. A letter was read from Colonel William Whipple to C. Be Cross, Manager of the Chamber of Commerce stating the Corps of Engineers have no objection to the lower site and would make the area available in exchange, as previously dis- cussed, if desired by the City. A letter from the Park Board Secretary was read favoring i6he nearest site to the City for park purposes. A resolution was read from R. S. Brown, Chamber of Commerce president, oppos- ing the site now being discussed and desires that the Council and Mayor take immediate steps to have the sewage plant located farther down stream away from the City of Pasco's onlyfuture available water frpnt park and recreational area. D. Byron Baker, john Deitrich, Urshel Thomas, Tdr. Hartman, Kr. Ridenour and all others desiring to speak were heard from. In conclusion a motion was made by Hostetter that Colonel Whipple be contacted and secure a letter from him that the second site,, farther down stream, situated in Government Block 4, is acceptable to the army -Engineers for location of the swage disposal plant. Upon securing the 1-Afdrmation the city will authorize the procurement of this site. Motion seconded by Churchman and carried. Motion made by Nelson that the City Water Manager and Mr. Hostetter follow through with information for negotiations. Motion seconded by Bonnett and .carried. Churchman and Overlie voting "No". Motion made by Churchman seconded by Bonnett that all vouchers pro erly signed and approved by paid. Motion carried by roll call vote of five 5). TRAVELERS INSURANCE COMPANY: The Northwest -Laboratory & Glass Supplies located at the Base advises that they now have a comprehensive Liability policy with the above named company of $501000.00/$1001000.00. Copy to Airport. HOUSING AUTHORITY CNAVY HOMES): A letter was read from R. S. -Brown stating the Pasco Housing Authority has enter- ed a request for conveyance of 115 units of Nayy Homes. Planning Committee, City Council and Housing Authority to hold meeting to determine what should be done with these 115 so called permanent war housing units as soon as the required information is received.. SIGMAN'S GROCERY, BLOCK 8p SYLVESTER PARK ADDITION: A petition presented by Grant *H. Stringham was read, petitioning that Block 8, Sylvester Park Addition and all property between Block 8 and Court Street, Arthur and 4th be rezoned from R-1 to Commercial District. Motion made by Churchman, seconded by Nelson authorizing the Mayor to sign the petition. Motion carried. QUIT CLAIM -DEED: A deed from the Governor on property described as follows was read: "All that portion of the South 30 feet of the NW4,of the SW4 of the SW4 of Section 20, Township 9 North, Range 30 East, W.M., lying Easterly of the County Road and Westerly of a line drawn parallel with and 50 feet distant Westerly, when measured at right angles from the center line of Primary State Highway No. 11, and as shown outlined in red on blueprint map attached hereto and made a part hereof",7 Executed in accordance with Chapter 146, Laws of 1945.
