CALL TO ORDER:
Meeting called to order at 8:00 F� M. Honorable Mayor John Beck presiding,
ROLL CALL:
By Clerk. Councilmen present, L. E; Bonnett, C.' S, Churchman, Chas. Grigg,
Raymond -Hicks, A. T. Hostetter and T.' G. Overlie. Wi A. Nelson and Orville
B. Olson, City Attorney, were absent. -
REGULAR -ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
SOFT BALL SEASON: -
Opens May 30 and for a side attraction the Kennewick and.Pasc.o Councils are
requested to play a few innings. Motion made by Bonnett-., seconded by Host-
etter to accept the -invitation. Motion carried.
B -B Guns:
Mr. Fred Huston requests that an Ordinance be drawn.prohibiting the use of
B -B Guns in the city limits. This was turned to the Police Connnittee.
ISABELLE APARTP,UINTS:
Mr. S.• M. Millen desires a letterfrom the Council body to conform with Sec-
tion 5, Ordinance No. 595, which permits, the erection of apartments in the
Shopping Districts when app of the Council is obtained. Motion made by
Bonnett, seconded by Churchman authorizing the Mayor to write a -letter approv-
ing this construction. Motion carried.
ED I1ErTDLER'
A letter was read from Ed'Hendler stating his appointment .as a member of the
Park Board expires June 7, 1950. Motion made by Bonnett., seconded by Hostet-
ter authorizing the Mayor to write a letter of thanks. Motion carried.
PARK BOARD: PASCO COMYI PTU Y CENTER ROOF.
Three estimates on•this repair work were attached to letter. Prices range
from $170.00 to $1,163.00. Motion made by Bonnett, seconded by Grigg that
this be turned to the Building Committee for recommendation. Motion carried.
ORDINANCE NO. 659 and 660:
AN ORDINANCE PROVIDING FOR T HE ANNEXATION TO THE CITY OF
PASCO A PORTION OF SECTION 21, T017NSHIP 9 NORTH, RANGE
30 -EAST- VIT. M.
Casey Sheppard requests that the above ordinances be given the third reading.
This was turned to the zoning committee and City Attorney for recommendation
and opinion.
POPPY DAY:
A representative of the V. F, W. wishes to sell.poppies at the entrance of the
Economy Drug Store, on the street,- He was advised to obtain approval from
Mr. Bishop. Motion made`by Grigg, seconded by Bonnett that permission be
granted. Motion carried.
S!v1ITH TRUCK AND TRACTOR COMPANY'. 11th & Lewis:
Mr. Hatton spoke relative to erecting a building at. llth & WD. Lewis on N. P.
property and on the City water line easement. An opinion was read from the
City Attorney approving; arrangement where by the Truck.& Tractor Company will
assume all risk of damgge or loss to their build:ing,or.property occasioned by
any breaks or leakage that would entail any destruction of his building, then
the -line would be relaid at she city expense and all.damage or loss to the
building or property of Smith Truck & Tractor Company would be borne by that
Company. Motion made by Hostetter, seconded by Grigg that the permission be
given to build by agreement signed to hold the city•harmless from any liability
deriving from water line location. Motion carried. City Attorney to draw up
the agreement,
PETITION: all SEYIER LINE, HOLT S ADDITION:
A petition was read as follows: We petition the Council for the rights to in-
stall an 811 sewer line and 3 manholes to connect to the Navy line at the inter-
section of Agate and Arthur Streets. The proposition to be that the -above
13 Lots be free of any future Sewer obligations to the City of Pasco except the
regular $1,00 per month assessment. -
Motion made by Hostetter, seconded by Bonnett that petition be accepted
under supervision of the Water Department Manager, Motion carried.

RIVER DYKES

COUNCIL
A letter with out a signature was read regarding a temporary dyke for flood
purposes. Would like.to have the City furnish gasoline. Motion made by
Bonnett, seconded by Overlie that Mayor. contact Richland for bull dozer and
equipment also Colonel Whipple. City to furnish Gasoline and gravel the
street right of' way. Motion carried.,
PETITION: SHOSHONE- S-TREET
Opposing action to take out the Parking strip, Block 1500. Motion made by
Grigg, seconded by Hostetter to turn this thist.to the.Street Committee., and
Brickey to be informed not to go ahead with the original plan. Motion
amended by Bonnett, when committee meet to have a representative for the
property owners present. Motion seconded by, Hostetter. Original motion
and amendment carried.
SAND IN WATER: (Hamann)
Sand in water bothering the cooling system. Reverse flush t o be done soon.
HOLT' S ADDITION (Ray Coffla.nd) :
Discussing width of Agate Street. `Mr. Coffland is willing to dedi.cat.e
30' of property for street purposes. Motion made by Bonnett, seconded by
Grigg that the City make application to the State for Deed on 30' for
Agate Street. Motion carried.
RESTRICTED SPEED ZONES:
Street Committee to investigate the hazard on Park Street,.:1'.c-'Si-de1Walk is
raised 4" by tree roots.
REGULAR ORDER OF BUSINESS RESUMED:
READING OF THE MI1UTES
Minutes of meeting held May 2, 1950 were read and approved.
COMMUNICATIONS:
FACT FINDING- CO�,UiIITTEE- ON' HIGHWAYS:
A letter and announcement of Public Hearing was read. Meeting to be held �
in Pasco at the Community Center at 9:30 A. M., June 2. 1950. Motion made
by Bonnett -that the City be represented at the meeting. - Mayor Beck, Ray
Hicks T: G. Overlie and Bonnett to attend. Motion seconded by Overlie and
carried.
PACIFIC TELEPHONE & TELEGRAPH -COMPANY:
The matter of Washington Public Service Commission vs The Pacific Telephone
& Telegraph change in rates was read. Motion made by Overlie that the
Mayor be requested to a ttend the hearing and vpte.for lower rates. Motion
seconded by Hicks and carried.
MAYOR, R. V. BORLESKE:
A letter was read stating he will meet with the Council on June 6, 1950, at
7:30 P. I,% to discuss the Retirement Plan,
NORTHERN PACIFIC SPUR TRACK, AIRPORT:
A letter was read from H. V, Custer tracing for agreement to be approved by
the Thirteenth Naval District. City Clerk to write for information.
PUBLIC HOUSING ADP;IINISTRt'1TION
Housing act of 1950 approved'April 20, 1950, title two of this act ' adds a new
title four to -the Lanham Act. A pamphlet -of the law was attached. Motion
made by Grigg, s econded�by Hostetter that this be turned to the Housing
Committee for recommendation. Motion carried.
REFUND: (Edna E. Cook)
A letter was read from Water Manager requesting that a refund be issued to
Edna E. Cook in the amount of $285.00 account error.' Motion made by Grigg,
seconded by Overlie that refund be made as requested. Motion carried by '
roll c all -vote of six (6) .

TEMPORARY- PERP?IIT, JAMES A. RUTHERil
Mr. Ruther wishes to do watch repair work in his home. Motion made by
Bonnett; seconded by Overlie that temporary permit be issued. Motion
carried.
STREET COMMITTEE MITTEE i
Marie Street is a short street, has four houses and room for three more -
but need gravel before F. H. A. will.grant loan. Motion made by Grigg,
seconded by Hostetter that this be turned to the Street Committee with
power to act. Motion -carried by roll call vote of six (6). Approxim-
ate cost to be $200.00.
