ROLL CALL: By -Clerk. Councilmen present, C. S. Churchman, Chas.. -Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. W. A. Nelson -arrived late. L. E. Bon- nett was absent. City Attorney 0 B. Olson was present. REGULAR* OR'DER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. I DAY LIGHTS SAVING:" -TIME: Motion made by Hostetter, seconded by Hicks to go on daylight saving time. Motion lost 4 to 1 by roll call vote. Hostetter voting "Yeg':`. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. READING OF -THE MINUTES: Minutes were read and approved for April 18 and April 25, 1950. STANDARD TIME: _ I A letter was read $nom the Secretary -Treasurer of Bro.therhoo-d of Railway Clerks advising that they are against any move to bring day light saving to Pasco. DEPARTMENT OF HIGHWAYS - Pavement opposite City Park: A letter was read from T. F. Doyle stating that the Highway Department would consider paving to the curb adjacent to Block 5, Sylvester's Park Addition. DEPARTMENT OF HIGHWAY - 30 ft. strip for Street:- The treet:The City desires a 30 ft. strip from State property on the Spokane Highway No. 11 for street purposes. Mr. Doyle states the transfer of title can be made by the Governor. REPAIR AND PAINT TO EAST SIDE TANK: e A letter from John W. Cunningham & Associates was read advising against this expenditure; after examining bids; and recommend that a thorough inspection be made. REJECT BIDS: Motion made by Hostetter, seconded by Overlie to reject all bids on tank repairs and painting. Motion carried. AIRPORT: A letter was read from Captain F. B. Johnson regarding fire house fire at the Base. Motion made by Grigg, seconded by Hostetter that this be turned to the Airport Committee. Motion carried. RANGE STATION LEASE: A lease from the Franklin County Irrigation District No. 1 on property occupied by the Range Station has been recorded at the Court House, No. 129663, Vol. 72, Page 613 of Deeds, April 18, 1950. a PETITION TO VACATE ALLEY, BLOCK 19, HELM'S SECOND ADDITION: A letter was read from the Planning Commission concurring to this vacation , if on investigation this would be to the best interest of the City. Motion made by Churchman, seconded by Hostetter that this be tabled. Motion carried. RECREATION BUILDING:. A letter was read from L. R. Durkee quoting parts of the purchase contract and requesting that prompt steps be taken to make repairs to the building. Ordered turned to the Park Board, S. H. COMPTON, SEWER CONNECTIONS: A letter was read from Mr. Compton requesting that the payment of $150.00 front footage charge for Sewer connection for Lots 8 to 9. Block 8, Sylvester's Second Addition be transferred to Lots 3 and 4, Block 10, 'Sylvester's Second Addition account contract installation covered lots in Block 8. " Motion made by Hostetter that refund be made and the amount applied on Lots 3 and 4, Block 10, ylvester's Second Addition. Motion seconded by Overlie and carried by roll call vote of six (6). 1680 PASCO, WASHINGTON I REGULAR MEETING COUNCIL CHAMBERS MAY 29 1950 CITY TREASURER APPOINTED ('Mary Clarke) The following appointments were made by the Mayor: Tella Riddle appointed to act as temporary City Treasurer from April 1, to May 5, 1950. 1 . Mary E. Clarke appointed City Treasurer effective May 5,.1950.to next reg- ular election. QUIT CLAIM DEED - Modern Home Builders Inc., and Continental Irld. The purpose of this Deed is to dedicate the above described property to pub- lic use by said City for highway and street purposes as follows: "'That portion of Blocks 153,and 154, Pasco Land Company's First Addition to Pasco, lying East of a line parallel with and distant 10 feet West of the East line of Section 29, Twp 9 North, Range 30, E. W. M." Motion made by Churchman, seconded by Hicks to accept the quit claim deed. Motion carried. Colonel Wm. WHIPPLE: A notice of public hearing was read stating Colonel Whipple would speak at the Pasco Community Center Friday, 2:00 P. M., May 19, 1950, on development of McNary Dam and ther eservoir area situated down stream. Cunningham & Associates for..consultation and public hearing, June 62 1950 at 8:00 P. M., on location of sewage Disposal Plant. Motion seconded by Overlie and carried unanimous. . S. BURGE - Water Service: Mr. Burge wishes water service to the south side of Court Street across from Captain Gray School by payment for one side of the street. Motion made by Grigg, seconded by Hostetter that payment for one side of Block 162 Sylvester's Second Addition be accepted upon payment of $1.50 per foot on Burge's side of the street. Motion carried by roll call vote of six (6). READING OF ORDINANCES: ORDINANCE NO. 677.: AN ORDINANCE PROVIDING FOR THE LICENSING, OPERATING, AND CONDUCTING OF CARD TABLES AND CARD GAMES WITHIN THE CITY OF PASCO, AND REGUL- ATING THE SAME, PROVIDING A PENALTY FOR THE VIOLATION THEREOF, AND REPEALING ALL FORMER ORDINANCES, OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. Motion made by Grigg, seconded by Overlie that Ordinance No. 677 be given the second reading by title only. Motion carried. Ordinance No. 677 was read by title. Motion made by Grigg, seconded by Churchman that Ordinance No. 675 be given the first reading. Motion carried. Ordinance No. 675 was read. ORDINANCE NO. 674: AN ORDINANCE ESTABLISHING THE SALERIES OF THE OFFICERS, AND DEPART- MENT HEADS, OF THE CITY OF PASCO AND BEING AN ORDINANCE FOR THE PURPOSE OF ASSEMBLONG SALARY INFORMATION FOR THE OFFICERS OF THE CITY OF PASCO IN ONE ORDINANCE AND REPEALING ORDINANCES AND PARTS OF ORDINANCES IN.CONFLICT HEREWITH. Motion made by Grigg; seconded by Overlie that Ordinance No. 674 be given the first reading. . Motion carried. Ordinance No. 674 was read.
