ROLL CALL: MARCIi 212 1950 Honorable Mayor John Beck presiding. By Clerk. Councilmen present, C, S. Churchman, Chas. Grigg,-.,. Raymond Hicks, A. T. Hostetter and L7.'A. Felson. Absent, L. E. Bonnett and T. G. Overlie. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: AUTO DEALERS ASSOCIATION:: A letter was read reg.uesting that the following streets be blocked off to accommo- date a show; 4th from Columbia to Lewis; Columbia between 4th & 3 -rd and 3rd from Columbia to Lewis to be Held May 5 & G; 1950. I4otion made by Grigg, seconded by Hostetter that this request be granted. Motion carried. Chief McKibbin and Chief Matthias to assist. CURB CUTTING REQUEST: A. W. Churchman presented an application for permit to repair or construct drive- ways as per Ordinance No. 472. Leonard'Cowart of the Safeway Stores, Inc. desires to cut curb 25 feet at 519 VV. Clark, Lot 20, Block 11, Gerry's Addition for commercial customer parking. Cost of installation x$50.00 to be installed in one day. Motion made by Grigg, seconded by Hostetter granting the request. Motion carried. PETITION FOR LOCAL IIvTPROVEI4IEIJT DISTRICT ( Earl Perry) : Petition was read, stating the indersitned petitioners desire to have a Local Improvement District formed to provide water and sewer facilities. Proper assessed valuation was discussed. The Tvlayor appointed a committee, Grigg, Church- man and Hostetter to work with petitioners in assembling necessary data. SEV"IER AND 'TJATER, E. V. Cronin: Mr'. Cronin• requests water and sewer service to blocks 1 & 2; Pasco Improvement First Addition; has 12 sites and expects to obtain two more. I;•lotion made by Grigg, seconded by Hostetter that this be turned to water committee -with power to act. City Council approves project; all cost to be paid by L. V. Cronin. TrIotion car ied. Iulr. Cronin asks if Water could be obtained to serve to ldm by paying §750.00. Motion made by Grigg, seconded by Nelson that on payment of $1,050.00 the dVater & Sewer be extended by Water 'Manager to Blocks 1 & 2, Pasco Improvement Cots First Addition. P!iotion carried by roll call vote of five (5). ($448.00 City cost estimate.) RAY'S TEVERN DANCE: A letter was read from Ray Thielen requesting that his Business License be amend- ed to include dancing,. No admission charge will, -be tirade, music by juke box or musicians. Would like a letter of approval to present to the Liqu6r Board. Motion made by Grigg, seconded by Hicks to grant the request. Motion carried. SOUTH 11th AVENUE CROS3IITG, IT. P. RAILWAY CO t S TlLfICK: Harry Custer, Northern Pacific Agent was present in the interest of getting Ord- inance No. 673 adopted, which corrects easement by property description on pro- perty actually used for street .purposes. Tilotion made by Grigg, seconded by Hostetter that Ordinance No. 673 be given the third reading. Motion carried. Ordinance No. 673 was read. Ivlotion made by Grigg, seconded by 1hurchman that Ordinance No. 673 has been given the third reading. Diction carried. Motion made by Grigg, seconded by Churchman that Ordinance No. 673 be adopted. Totion carried by roll call vote of five (5). Mr. Custer will deliver easement. NORTHERN PACIFIC SPUR TRACT AT BASE: Industrial track agreement was discussed with T,vIr. Custer. A letter was read from Wendell Brown rigency advising that the City's Comprehensive Public Liab- ility Policy automatically covers this side track agreement. Motion made by Grigg, seconded by Hicks that the council approve industrial spur agreement and insurance. Motion carried. Copy of letter and agreement to be furnished the Thirteenth Naval District. Copy of Insurance letter with agreement to be forwarded to Harry Custer. i clsg REGULAR MEETING ED HENDLER: PASCO, WASHINGTON COIT CIL CHAMBERS MARCH 21, 1950 Made inquiry regarding two vouchers. One to the Tri -City Herald, typewriter" in the amount of $117.38. Opinion requested from the City Attorney was read. Voucher covering mileage expense for Robert E. Bonney held up 'or opinion from the City Attorney not received. bill furnish letter at this ime. MERIDIAN ADDITION: Mrs. Colt wants to know #hen•and if it would be possible to get water service to Meridian Addition which is-one'block from ,�'�ater on Irving. Front footage at $1.50 per foot would be $4,275.00. Lots are large. Motion made by Grigg, seconded by Hostetter that upon payment of $1.50 per front �oot on 57 lots the City will install water line. Motion carried. RELIABLE CAB: P.Ir. Laker wishes to secure business license for four (4) additional cabs. He was advised to compile date in accordance with the Ordinance then contact L. E. Bonnett. BILL' S WAGON: Bill lowne's requested that he be allowed to stay on location until the first of May by that time he will have another location. Agreed to furnish the Council a letter to that effect. WATER PENALTY:. Mr. Charles re-ostei�ed a complaint on being charged a penalty when the Water Bill was mailed out late. He received his bill the 7th. I" Vater Manager stated that the billing machine had caused some trouble. REGULAR ORDER OF BUSINESS RESIThIED: Minutes of meeting held March 7, 1950 were read and approved AP POINTY EITTS _ PASCO HOUSING AUTHORITY, W. C. KIRCHNER: A letter was read from Mayor Beck appointing; W. C. Kirchner as a member of the Pasco Housing Authority to succeed Jack Ungerecht for a term of five (5) years ending January 28, 1955. LIBRARY BOARD: ,Mrs. J. F. Sullivan was appointed by the Mayor to succeed W. C. Kirchner as a .member of the Library Board, term ending December 31, 1953. 14otion'made by J- grigg, seconded by Hicks approving the appointment. Motion carried. CIVIL SERVICE COMli.-TISSION: A. A. Barnes was reapointed to succeed himself as a member of the Ciyil Service Commission for a six year term ending February 17, 1956. Motion made �y Grigg, secondee by Hicks approving the appointment. Motion carried. CITY DISASTER & RELIED' BOARD:- Fred OARD: Fred Huber was appointed Chairman of the City Disaster and Relief Board succeeding _Clarence B. Shain. NAVY LEASES: Three sub leases were read as follows: Paul P. Barr, Swimming Pool Building #89; Empire Air Lines, Building No. 72; 13oy Nelson, Building'No. 92; Motion made by Grigg, seconded by Hicks approving the Air Port Committees recommend- ation on the aforesaid Leases. Motion carried. SOUTH 9th STREET: Norther Pacific Railway Company's Easement.
