Honorable Layor John Beck presiding. ROLL CALL: By clerk. Councilmen present, L. E. Bonnett, C. ''. Churchman, Raymond Hicks, A. T. Hostetter, W. `�. Nelson and T. G. Overlie. Charles Grigg was absent. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIT40US CPi lIISEINT. PARKING LOT, E. R. BARNETT: IGZr. Barnett requested that a'temporary permit be issued S. E. Colpaert to estab- li*sh a trailer for concessions on the parking lot. Motion made by Hostetter, seconded by Bonnett that a temporary permit according to Ordinance No. 435 be granted. 1.4otion carried. PUBLIC HEARING: Rezoning Lots 17 & 18, Block 1, Gerry's Addition from R-1 to C-1. Notice was read, no objections were registered at this time. REZONING BLOCK ILS COLUMBIA ADDITION FROM R-1 to C-1. Mr. Dave Speer and Mr. E. C-�urchman requested that Block 1, Columbia Addition be rezoned C-1 from R-1. He was advised to present this to the Planning Commission. MERCIER'S SERVICE STATION 7th & Lewis: Gordon i;,Iercier states that he has cut curbs 90 feet. Building Inspector stopped work account footage cut is irregular. ItIotion made by Hostetter, seconded by Bonnett that Gordon-lylercier be'allowed two (2) 30 foot curb..cutting on Lewis and one (1) 30 foot cut on Seventh. I'Qotion carried. . V. CRONIN SEVVER EXTENSION:.Blocks 4 & 5, Sylvester's Second Addition. Mr. Cronin is requesting permission to extend a sewer line to Blocks 4 & 5, Sylvester's Second Addition. Will make irnstallation under city supervision and specifications following approval by Pollution Control 'Commission. Motion made by Hostetter that Mr. Cronin be allowed to extend sewer to Blocks 4 & 5, Sylvester's Second Addition under same conditions as extension to Block 9; Sylvester's Second Addition. Necessary agreement be drawn by the City Attorney, upon acceptance from the Pollution Control Commissioh. Motion seconded by Nelson. -Motion carried. RETURN TO REGULAR ORDER OF BUSINESS BY UNANIMOUS CONSENT: READING OF THE MINUTES: Minutes for meetings held January 31, February 7, 1950 were read and approved. Five bids were received, opened and read as follows: Art"Zier Motors 1950 Studebaker Truck 1;331:06 Ernie Jarrard 1950 Dodge Truck 13327.00 Smith Truck & Tractor 1950 International Truck 1,471:87 Seaberg Buick 1950 G. M. C. 13-442.00 Central Motors. 1950 13399.82 Following a discussion motion was made by Nelson that the bids be passed on at next meeting and that they be turned to the Street committee and Street Super- intendent"for report. Motion seconded by Hostetter and lost by roll call vote of 4 to 2. Motion made by Ghurchman, seconded b� Overlie to accept the bid of Ernie Jarrard on Dodge $1,327.00, including sales tax. Motion lost by roll call vote of 4 to 2. Motion made by (1hurchman to accept Art Zier's bid on'the Studebaker, 1950 model $ls331.06 including sales tax and federal tax exempt. Motion seconded by Overlie and carried by roll e all vote of seven (7). Motion made by Bonnett that any bids without sales and excise tax set out not be acted upon. Motion lost for want of a second. PARK COM-TIViISSION: Recreation Center name changed: A letter was read from Chairman Fd Hendler requesting that the Recreation Building be hereafter knows as the Pasco Community Center. PUBLIC HEARING: Notice was read and no protests were made. Rezoning Lots 17 & 18 Block 1, Gerry's Addition from R-1 to C-1. 1660 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 21, 1950 1 READING OF ORDINANCES: Ordinance No. 671 was .read at this time. ORDI'_dANCE NO. 671: 6RDINAIICE CHANGIIIG THE ZONING CLASSIFICATION OF THAT AREA 100 FEET EAST FRONT FOURTH STREET ON YAKIMA STREET; THENCE NORTH TO ALLEY BETWEEN YAKIMA STREET AND NIXON STREET; THENCE TO FOURTH STREET, FROM RESIDENTIAL R-1 TO C-1. Motion made by Churchman, seconded by Overlie that Ordinance No. 671 be given the third reading. Motion carried. Ordinance Nol. 671 was read. A discussion followed relative to holding up work, etc. Motion made by Lonnett, seconded by Churchman that Ordinance No. 671 be adopted. Motion carried by roll call vote of seven (7). Changing regulations of zoning Ordinance No. 435, by Ordinance. Motion m de by Bonnett; seconded by Overlie that a public hearing be held Tuesday, 8:00 P. M. i,larch 7, 1950. Motion carried. ORDINANCE NO. 672:. THIS IS AN ORDINANCE AMENDING ORDINANCE NO. 435 AND BEING AN .ORD- INANCE PERTAINING TO THE HEIGHT LIIrIITS AND FRONT, SIDE, AND REAR YARD REQUIREia_TdTS OF BUILDINGS IN A C-1 ZONE. Motion made by Bonnett, seconded by Overlie that Ordinance ho. 672 be given the first reading. Motion carried. Ordinance No. 672 was read. Motion made by Bonnett, seconded by Overlie that Ordinance No. 672 has been given the first reading. Adotion.carried. REPORTS FROM COMMITTEES:: POLICE AND LICENSE: Churchman reported on a meeting of the Committee studying business license amend- ments; would like a suggestion from Council group regarding method to be used, flat rate, per cent or other wise. WELFARE aIPLOYMENT: The Mlayor reports a meeting with Department Managers was held. Street Depart- ment 'dater, lavy and Parks can use extra men by setting up projects to fit their needs. ' Records of each man's time will be kept by a supervisor. $0.85 per hour allowed and if retained the going wage is to apply. County Commissioners set price at $1.35 per hour. Application was made by the Mayor for 35 men. Motion made by Hicks, seconded by Overlie that the welfare program be approved. Motion carried. NORTHERN PACIFIC EASEIyIENT: A letter was read from City Attorney Orville B. Olson relative to easement for a public highway crossing, 80' in width, lying between east and west lines of South 11th, produced northerly; Riverside Addition. Map and Ordinance attached, making records conform to the situation as it now exists is the purpose of this action. He sees no objection to granting this request. ORDINANCE NO. 673: AN ORDINANCE VACATING A PORTION OF SOUTH ELEVENTH AVENUE BETWEEN WEST.' LEMS STREET AND WEST A STREET IN THE CITY OF PASCO, VTASH- INGTON, ACCEPTING AN EASEI.1ENT FROM THE NORTHERN PACIFIC RAILWAY COIiIPANY FOR STREET PURPOSES AND LAYING OFF SOUTH ELEVENTH AVENUE Motion made by Bonnett, seconded by Churchman that Ordinance No. 673 be given the first reading. Motion carried. Ordinance No.'673 was read. Motion made by Bonnett, seconded by Hicks that Ordinance No. 673 has been given the first reading. Motion carried. INDUSTRIAL TRACK , NAVY BASE: Agreement between the Northern Pacific Railroad and the City of Pasco was read. City Attorney explained that the Railroad would maintain the track. Insurance Cairissicnto study the agreement, for insurance rate and. send to idayy for approval. Motion made by Overlie, seconded by Churchman approving the agreement by council subject to approval by Insurance Commission and Davy. Motion carried. STREET DEPA RTMENT: PAINT BID: It was suggested that paint used by the City should be put up for bid. Ialotion made by Overlie, seconded by Hostetter that we call for bids, Tuesday, March 7, 1950, 8:00 P. M., Painter. and Cotton to submit specifications on paint &. material. Motion carried. Street Department to be so instructed. Motion carried. ADJOURNMENT: Motion rade by Nelson, -seconded by Bonnett that the meeting adjourn to 8:00 P. M., Tuesday, March 7, 1950. Motion carried.
