Overlie. City Attorney Orville B. Olson was absent. READING OF THE MINUTES: Minutes were read and approved for meetings held January 17th & 19th, 1950. REGULAR ORDER OF BUSINESS SET ASIDE BY unanimous consent. STATE WELFARE WORK RELIEF: A letter was read from the City Attorney relative to work relief projects. A work. relief project application was attached. Mr. John Rusk was present. He .states that 8 hour days are maintained, 85� per hour allowed; when their relief allowance is compensated, the city would pay for -time worked in case the party was retained on the job. Ind. Ins. & Med. Aid, transportation, tools and extra clothing when necessary to the work will be furnished bytlle City. Motion made by Bonnett, seconded by Churchman that the Mayor call all Department Heads together for sonsultation. Motion carried by roll call vote of seven (7). Bonnett, Hostetter and Nelson voting "No".' HIGHWAY DEPARTMENT BRIDGE ( T . P. Doyle) : A letter was read from T. P. Doyle regarding Primary Highway No. 31'Paseo vicinity Complete by-pass will not be necessary, consideration to be given new connection to Primary State Highway No. 11 from New Pasco -Kennewick Bridge, propose to increase the length of State Highway No. 11 from neva Bridge to point near Airport boundary. Final plans for Lewis Street connection will be submitted at a later date. He mentioned an attached map which he failed to attach. COLUMBIA STREET TURN: Harry Custer, stated that the Northern Pacific would grant any reasonable turn off Columbia on 10th. Motion made by Churchman, seconded by Hicks that this be referred to the Street Committee. Motion carried. SURPLUS PROPERTY SEWER PUMPS: Bids: Motion made by Bonnett, seconded by Churchman to turn this to the Water Superintendent. Motion carried. WATER LINES AIR PORT, PASCO: To be declared surplus, hold up action for return of map. City could use the Cast Iron pipe. APPOINTMENT: C. R. Sharp. Mayor John Bedk appointed Dr. C. R. Sharp as City Health Officer, effective immediate- ly. Letter dated January 11, 1950. TRANSFERS: Motion ma de by Hicks, seconded by Overlie ranting authority to make transfers. Motion carried by roll call vote of seveg M. POLLUTION CONTROL: A letter was read from E. F. Eldridge to Mayor John Beck, requesting a full state- ment from the City Council as to there intentions on development of the Vewage Disposal and Treatment Plant. Letter to be answered byt he Mayor. CONTROL INDICATOR: A letter was read from Water Superintendent, I1lyron Radelmiller requesting permissiion to purchase one (1)Tank level indicator. I+Iotion made by !3onnett, seconded by Hostetter that the request be allowed. Motion carried by roll call vote of seven. TYP EWRI TER: s The Water Superintendent also requests permission to purchase a new typewriter. Motion made by Overlie, seconded by Hicks that the request be granted. PETITION. LOW COST RENT HOUSING: (411 signers) A Resolution and petition from the Chamber of Commerce was`presented and read, requesting that the Council reject a loan proposal of $l00000.00. ' A discussion followed. 'All persons present were allowed to speak and in conclusion motion was made by Churchman that we reject the application 6f the Local Public Housing Agency to borrow 0100,000.00 for Survey and planning .for public Housing. Motion seconded - by Bonnett. The question was debated at length. hicks spoke favoring the resol- ution,in voting on the question motion carried by roll call vote of four (4). Grigg, Hicks and Overlie voting; "No." READING OF ORDINANCES: ORDII`TANCE NO. 670: AN ORDINANCE RELATING TO THE PUBLIC HEALTH AND SANITATION: PROVIDING FOR AND REGULATING THE COLLECTION, REMOVAL AND DISPOSAL.OF GARBAGE: AUTHORIZING AND DIRECTINGTHE MAYOR AND CITY CLERK OF THE CITY OF PASCO, WASIINGTON, TO ENTER INTO A CONTRACT SET OUT HEREIN WHICH CONTRACT SHALL, EXTEND FOR A PERIOD ELIDING IN 5 YEARS: DEFINING OFFENSES, AND PROVIDING PENALTIES FOR THE VIOL- ATION THEREOF. UNFINISIIED BUSINESS: POWER MOWERS: The Cemetery Chairman recommends the purchase of two (2) Gravely Power I4iowers, one each for the Cemetery and Park. Cost of both to be $1,587.55. Motion made by Nelson, seconded by Overlie to accept the recorAmendation of'the Park and Cemetery Chairman to purchase the two (2) Gravely Power I','lowers. Motion carried by roll call vote of seven (7). E. R. BARNETT LEASE, CITY PROPERTY: Lease agreement was read and discussed; opinions registered; opposed to renting city property direct or indirect; 10% of gross to low; chief of Police requests that the east row be reserved for employees cars. Motion made by IIostetter that Lease be adopted. Seconded by Bofinptt. Motion withdrawn. Reservation for 5 cars for City use adjacent City Hall considered. Motion _ui� by Hostetter that Lease be amended to include free parking space for five (5)'�car , located at east side of property between Hutment and Alley. Motion seconded by Bo.nne.tt..and.,.carried by roll call vote of 4 to 3. Churchman, Hicks and Overlie voting "No". Amendment to be submitted to leaseeto be included in lease. Out of order,'motion lost 4 to 3. Motion made by Overlie that this be tabled for further study, seconded by Churchman. Amended, motion made by Bonnett that this be sent back to the Building and Property Committee. Motion lost for want of a second. Motion made by Hostetter that Lease as amended be'accepted as of this date, subject to approval of City Attorney. Motion seconded by Bonnett and carried by roll call vote of 4 to 3. Churchman, Hicks and Overlie voting "No". BUSINESS LICENSE: Motion made by Overlie that the City Attorney draw up an Ordinance assessing $100.00 on all businesses. Motion seconded by Hicks. Amendment by Bonnett, seconded by Hostetter that this be referred to the Finance Committee for study. Motion carried as amended. MAYOR PRO TE1J, NOMINATIONS: Raymond Hicks and Charles Grigg were nominated. Hicks was elected by ballot. ORDINANCE NO. 671:, ORDINANCE CHANGING THE ZONING CLASSIFICATION OF THAT AREA 100 FEET EAST FROM FOURTH STREET ON YAKII,A STREET: THENCE NORTH TO THE ALLEY BETWEEN YAKIIi1A STREET AND IIIXON STREET: THENCE TO FOURTH STREET, FROM RESIDENTIAL R-1 TO c-1. Cronin; ° Block 9, Sylv. ::..'..;.; The agreement was read; agreement to be signed bytb5.: Mayon instead of Water Man- ager; agreement to be amended, motion so made by Bonnett,s econded by Hicks and carried. Talbot and Compton request sewer extension to Block 8, Sylvester's Second Addition o serve eight lots at an approximate cost of 1,440.00. They will do the constr- uction under city supervision; two lots'not owned by the above mentioned partie's will pay `300.00 when hoof ups aro made.
