By Clerk. Councilmen present: L. E. Bonnett, C. S. Churchman, A. T. Hostetter, W. A. Nelson and T. G. Overlie. Absent were Chas. Grigg'and Raymond Hicks. City Attorney Orville B...Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. LEASE PARKING LOT (E. R. Barnett): City Attorney advises by letter that the city property adjacent the City Hall on the west can be leased to private individuals even though the same be for the purpose of operating a parking lot by lease. The Committee, consisting of Nel- son, Overlie and Hostetter, requested more tirae and same was granted. BIDS - GASOLINE: - OIL: Four bids were received, opened and read as follows: True's Oil Company, Gasoline .203 Fuel Oil :121 H. Earl Clack Co., " :2045 " " .123 Richfield Oil. Corp. " .208 " " .121 Union Oil Co. of Calif " .215 It " .133 Motion made by Overlie to award bid on Gasoline to True's Oil Co. @ .203 and the Diesel fuel oil to the Richfield Oil Corp: @ .121. Motion seconded by Nelson and carried by roll call vote of five C5). HOUSING AND HOME FINANCE AGENCY: PUBLIC HOUSING ADMINISTRATION: The above agency submitted two (2) copies of a specimen form of cooperation agree- ment, this was glanced over by the City Attorney and a few of the councilmen. Visitors present were heard from, Boyd Jennings,'representing the Fainter's Local spoke; Rev. Anderson, R. S. Brown; Wendell Brown, Mr. Berlingham representing the local Llachinists, Cliff Ungerecht, the eagles; Harry Miller and Ray Hann.y, Local painters; Milo J. Wright, C. W. McWhorter, Ed Clary the Building Trades; others present did not express themselves. The final decision -rests with the adoption of the resolution by the Council for approval. Copies of the agreement to be made available by the City Clerk. In conclusion motion was made'by Nelson, seconded -by Overlie that a public hearing be held Tuesday, 7:30 P. M., January 31, 1950, at the Recreation Center. Iilotion carried. City clerk to so advert- ise notice. BIDS: POWER MOWERS: Four bids were received, opened and read as follows: Bryant's Marina, Inc. $559.00 on the unit. Ivan W. Lee 817.20 per unit Ross & Beasley, Inc. 850.00 each Gravely Power Equipment 801.70 first unit as d 785.85 each add. unit Motion made by Nelson, seconded by Hostetter that these bids be turned to the Park and Cemetery Committees for consideration and recommendation at next meeting. Motion carried. SEWER EXTENSION, BLOCK 0, SYLVESTER'S SECOND ADDITION: A letter was read from the Water Manager, Myron Radelmiller, stating a request from E. V. Cronin and others had been made for sewer extension to Block 9, Sylv- ester's Second Addition from Francis Street up the alley of Block 9, to serve 16 lots, sewer to be used at this time. Nine at the usual charge of $150.00 each for Water Department to collect when utilized. Motion made by Bonnett, seconded by Overlie that this sewer extension be OK'd as recommended by the Water T',Ianager. City Attorney instructed to draw agreement. Motion carried by roll call vote of five (5). GARBAGE FRANCHISE, John Dietrich: Committee has not had time to work on this and requests more time. This was granted. Committee meeting to be held January 19, 1950. PUBLIC HEARING -Vacating streets & Alleys, Sylvester's Third Addition: notice of Public Hearing was read at this time. The School Board of llirectors are requesting the vacation of strec--ts and alleys as follows: Adams Street be- tween henry and Mary; Mary between Adams and Aurelia and all -alleys in Blocks 1 and 4, Sylvester's Third Addition. No protests were registered at this hearing. Motion made by Churchman, seconded by Bonnett that the City Attorney draw an Ordinance to cover vacations.Motion carried. Hostetter suggested that this be held up until property is actually going to be used. 16A REGULAR MEETING BIDS - CITY PRINTING: PASCO, WASHINGTON COUNCIL CHAMBERS JANUARY 17. 1950 One bid was received, opened and read as follows: Tri -City Herald $1.00 per column inch per insertion with 52� pt, type \ 0.75 " 11 11 t1 1t 11 8yP p t . type Motion made by Bonnett, seconded by Hostetter that the bid of the Tri -City Herald.be,accepted. Motion carried by roll call vote of four (4). REGULAR ORDER OF BUSINESS RESUMED by unanimous consent: READING OF THE MINUTES: Minutes of meetings held December 20, 29, 1949 and January 31 1950 were read. Mayor Beck held up signing minutes of January 3rd for a letter from tier. C. F. Cash on his bond suggestion. Motion made by Bonnett that all Cash's comments in the minutes of Page 1646 be stricken';. Following a discussion the motion was withdrawn. Minutes of December 20th and 29th, 1949 were signed by the Mayor. COMMUNICATIONS APEX H LICENSE: An application from the St.ate.Liquor Board relative to Class H License for the Apex Tavern was read. Motion made by honnet.t, seconded by Churchman that this application be denied. 'DZotion carried by roll call vote of four (4). STATE RIGHIVAY DEPARTMENT (Decorations): A letter was read from State Aid )%ngineer relative -to regulations enforced on installation of street. decorations. DZotion made by Bonnett, seconded by Overlie that a copy of the Department of Highways letter be mailed to the Chamber of Commerce. Motion carried. TRUCK ROUTE Highway regulations regarding truck routes were explained by City Attorney Orville B. Olson. He states they will not go for left turn off 10th Avenue. This was turned to the Police Committee for consideration. Z MARKER EQUIPMENT (Civil Aviation)-.,- A viation):A letter was read from the Department of Commerce with attached bill of sale; this was turned to the Airport Manager. APPOINTMENT - Ed Hendler, Park Board: A letter was read from,IAayor Beck appointing Ed Hendler to finish his unexpired - term on the Park Board, to concur with the wishes of the Council, Dec. 20, 1949. PARKING LOT - City owned property: A letter was read from Orville B. Olson stating it was his opinion that the city can properly lease any of its land to,. -individuals .for parking purposes upon such terms and conditions as might be mo� ,advantageou'NYto,the city. Committee to consider and recommend. CLAIM OF WILLIAM BERNETT HASTINGS: A claim presented by Hugh B. Horton for d4illiam Bernett tiastings to cover injury received at the Airport on December 14, 1949, was read. Motion made by Bonnett seconded by Overlie that this claim be rejected. Motion carried. NORTHERN PACIFIC SPUR AT NAVY BASE: City Attorney, Orkille B. Olson, states that a spur track to the Navy Base is being negotiated. U. S. ARMY SIGNS ON SID1EIVALKS: A letter was read from Orville B. Olson, City Attorney, relative to a request from the Army to maintain what are known as 'Camden Signs" in front of the Post. Office and in front of the Recruiting Office -at 112 So. 4th in Pasco. The City has no ordinance covering this situation. The City Attorney states that if the Council desired'to give sudh permission it can properly be done by a letter protecting the city from any responsibility or liability. Motion made by Overlie, seconded by Bonnett that the City Attorney be authorized to handle. Motion carried. REGULAR IdIEETING PASCO, V'JASHINGTON COUNCIL CHAI=RS JANUARY 17, 1950 A D. S. SPEER & TED BOLIN - Sewer Construction: Mayor Beck submitted a letter from C. B. Shain, under date of November 23, 1949, relative to sewer extension charge to Lots 6 to 33 inc., Block 10, Kurth's Add- ition; also a copy of a letter to D. S. Speer &.Ted Bolin from I.1yron Radelmiller was read stating the difference between $2,473.00 and the actual construction cost is payable to the ''later &; 'Sewer Department. Motion made by Nelson,, seconded by Hostetter that this be left in the hands of the City Attorney and the Vater Manager. Motion carried by roll call vote of three (3).
