Bonnett, C: S. Churchman, Chas. Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. `'. x. Nelson was absent. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: POLICE CAR: Chief of Police McKibbin requested that his department be allowed to retain the 1947 Ford Panel when -the new car is accepted the first of the year. Motion made by Churchman, seconded by Overlie to turn this to the Police Committee for special report. Motion carried. Hostetter voting "No"'. METER ADVERTISING COMPANY OF PASCO: Contract as submitted December 6, 1949, was read. Churchman feels that a fund should be created for revenue received from this source, preferably off street parking space. Hostetter states that the time limit of 2 years with option on three years at expiration is too long --he favors 50% of meters paying within 90 days. Mr. Lawwell'did not object to the 2 year contract. It may be can- celled by either party. Charges for advertising $1.50 per side per month and contract cancellablein two years unless brought to the City Attorney to present for renewal. Motion made by Dicks, seconded by Grigg permitting a re -negotiable contract, 50% coverage within 6 months. Motion carried. Hostetter voting "No . Amendment: Motion made by Grigg, seconded by Hicks that contract for meter adver- tising be accepted as per amendment, 2year contract with 50% covera§e. Motion carried by roll call vote of 4 -to 2. .Bonnett and Hostetter voting No". COMIC BOOKS "BAN": (Mrs. Kidwell) Mrs. Kidwell read a letter from Women's Club requesting that comic books be band from news stands etc., should have Ordinance to cover and she has several ord- inances from other cities available to the City Attorney. A discussion follow5d. Motion made by Churchman to turn this to the Police Committee and City attorney for recommendation at next meeting. Motion lost for want of a second. Motion made by Hostetter that-this.lcomic book situation be turned over to the people of various groups -say ministerial assosiation for study and hearing. Motion sec- onded by Bonnett and carried. Overlie voting "No". REGULAR ORDER OF BUSINESS RESUMED: READING OF THE MINUTES: Minutes of the meetings held December 6th and 8th were read and approved COM1fiUNI CATIONS: FENCE 716 So. Walnut: A letter was read from Fred Elsensolm requesting permission to fence four (4) lots Motion made by Bonnett, seconded by Hostetter that the City Attorney write this party, stating he may put up a picket fence to comply with ordinance. Motion carried. PARKING LOT (E. R. Barnet) Mr. Barnet requests, by letter, a meeting with a Council Committee relative to establishing a parking lot on city property west of the City Hall: Motion made by Grigg to turn this to the Building and City Property Committee, motion seconded bir Churchman. Motion carried. REGISTRATION --Ed. Hendler: A letter was read from Ed Hendler tendering his resignation from the Park Comm- ittee, effective immediately. Motion made by Grigg, seconded by Bonnett that Hendler be re -appointed for the balance of his term of office. *Motion withdrawn. Motion made by Grigg, seconded by Bonnett :hot to accept his resignation. Tie vote. Hostetter, Hicks and Overlie noting "No". Motion made by Grigg, seconded by Bonnett that the P:iayor be authorized to reappoint hendler f ort he balance of his term on the Park Board effective immediately. Motion carried. PLANNING COMMISSION LETTER: Vacating Streets & Alleys, Blks 1 & 4, Sylvester"s third Addition. A letter was read from the Planning Commission concurring in vacating as requested for the Pasco School District No. 1. Motion made by Grigg, seconded by Churchman that a public hearing be held January 17, 1950. Motion carried. 16-9 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 20, 1949 DWELLING HOUSE CONSTRUCTION PA11PHLET: The Planning Commission recommend that the Dwelling House Construction Pamphlet be used for necessary information. WARDS: They also recommend that the City be divided into wards by ordinance and according to state law. BIDS: LIQUID CHLORINE AND ANHYDROUS AMMONIA: Water Manager, Myron Radelmiller, recommends the acceptance of the Pennsylvania Salt Mfg. Companys' bid on both the Chlorine and Ammonia. Motion made by Grigg, seconded by Bonnett to accept the recommendation. Motion carried by roll call vote of five (5). DEPARTMENT OF HIGHWAYS: A letter was read from T. P. Doyle regarding pedestrian crossing and a diagram for uniform painting. This was turned tot he Street Committee. NAVY LEASES: The following leases were presented for approval: Aarold W. Meyer, Crystalike Photos, West wing, Bldg 9 at $90.00 per month. Columbia Basin Publishing Inc. Garage informer hospital at $25.00 per month. Motion made by Grigg, seconded by Overlie authorizing the IV'ayor to sigp leases as approved by the air port committee. Motion carried. NASYY BASE COI,'IMITTEE (Acquiring Davy Base): Reports a contract is being drawn by the Navy Department for consideration. HEARING: Building Inspector. A letter was read from D,'-"- Speer recommending that Mr. Haylett retain the position of building inspector. Mr. Smith of the Columbia Construction Company spoke favorably of Mr. Haylett, also Mr. Bolin, Iver. Miller and I"r. Stork approved of service they had received from the building inspector. All parties present desir- ing to express themselves were heard and in conclusion motion was made by Church- man, seconded by Overlie that this matter be referred to the Special Building Committee for study and recommendation. Motion carried. Mr. Cash is willing to help set up system to be followed by the Inspector. AUXILIARY PUMPING UNITS: (.C. B. Shain) A letter was read from C. B. Shain with Mr. Downey's letter attached, suggesting that the city consider -the installation of these two (2) pumps. This was turned to the water committee. MATERIAL FOR LOOP: A letter was read from Clarence B. Shain estimating material and fittings necessary for this installation in the amount of $48,619.91. TRUCK ROUTE ALONG COLUMBIA AVENUE: Mr. Shain advises by letter that the Northern Pacific Railway �'ompany rejected right-of-way crossing the incline tract at Columbia and 10th. In the discussion that followed it was recommended that the City Attorney negotiate with the rail- way Company for a spur at the Navy Base. Easement at 9th and Columbia and fill was mentioned. Nlotion made by Grigg, seconded by Churchman that this be turned to the Street Committee. Motion carried. PETITION• A petition signed by nine (9) signers request that roads be graded and covered with crushed rock in the area west of No. Arthur and north of Upper hiver hoad as far west as the new Grade School. Motion made by Churchman, seconded by Bonnett to turn this to the ')treet Committee. Motion carried. RESOLUTION NO. 302: A resolution authorizing the Air Port Committee authority to negotiate with the Secretary of the liavy in matters pertaining to acquiring the Navy Base. Motion made by Grigg, seconded by Overlie that Resolution No. 302 be adopted. Nlotion carried by roll call vote of five (5). Motion carried. Ordinance No. 667 was read by title. Motion made by Overlie, seconded by Churchman that Ordinance Nol 667 has been given the second reading by title only. Motion carried. Motion made by Overlie, seconded by Churchman that -Ordinance No. 667 be given the third reading. Motion carried. Ordinance'No:„T667 was read. Motion made by Overlie; seconded by Churchman that Ordinance No. 667 be adopted. Discussion followed; Hostetter states the purpose no'longer existed which brought about this request.
