Meeting called to order at 8:00 P. M. Honorable Mayor John Beck presiding.

seconded by Grigg that all vouchers properly signed and approved be paid.

INSURANCE:
A letter was read from Grant H. Stringham, W. W: Mirus and Wendell P. Brown'
which was a report from the Insurance Committee, -recommending a comprehensive''
public liability with bodily injury limits of $25,000.00'per'person; $300;000;00,"
per accident; $100.00 deductible property damage with $5,000.00 limits covering
entire City operations.
That the Filtration Plant, Water Towers Swimming Pool and Bath House be added
to the Blanket Policy now in effect. '1here is approximately $330,000.00 insur-
able value in buildings; $110,000.00 in equipment. Setting the plan up on a
5 year pro rate term the cost will be approximately $720.00 at this time.
Boiler Insurance for the City Hall, Recreation and Library for a period of 3
years would be $203.00.

METER ADVERTISEMENT:
A letter was read from Donn F. Lawwill with the Meter Advertising Company of
Pasco, submitting a contract. A copy of which was furnished each member of the
Council body. The contract provides payment to the City of 200 of gross rev-
enue received from the sale of the advertising. A discussion followed regarding
insurance policy, length of contract, call for bids, etc. Mr. Lawwill spoke
Motion made by Hicks, seconded by Overlie that contract be accepted, subject to
City Attorney's approval. Motion carried. Bonnett voting "No".
�'iayor Beck requests approval from the City Attorney on entire contract and not
just the form alone.

Two bids were received, opened and read as follows:

C. B. SI-IAIN' S RESIGNATION:
A.letter was read from the Building & Construction Trades Council requesting
that the 1',Iayor reject Mr. Shain's resignation. No action was taken.
NAVAT, ATR' RAF.►
A copy of a letter was read from F. B. Johnson, to Chief of Bureau of Yards & Docks,
--relative to a resolution of the Pasco -Kennewick Building Trades Council on the use
of prison labor at the former Naval Air Station.

DEPARTMENT OF ARMY --Corps of Engineer Division:
A permit was read as presented requesting a grant to execute a trench to a
depth of 40 ft., to be backfilled when tests are completed. Location, Blocks
11, 12 &'15., Oakley's River front Addition. Motion made by Hicks, seconded by
Overlie authorizing the Mayor to si permit. Motion carried.
METERED CORPORATION --H. D. Fowler Co., Inc.:
A letter was read from H. D. Fowler, desiring to meet with the Council body and
explain details of the "Meterad". The Council requested that this be turned
to the City Attorney.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent:

HOUSING CONSTRUCTION COMPLAINTS:
Mr. Tilton, representing the American Legion stated the Legionairs thought some
thing should be done relative to Building Inspecting, account poorly constructed
houses being sold to veterans. They feel that better codes covering Construct-
ion, Plumbing and Electric Wiring should be adopted and enforced; he also ment-
ioned better regulation for inspections.
Lloyd Kestin and Lyle Gamet, speaking for members of the V. F. W. feel that the
Building Inspector was not doing his job as designed.
Mr. Haylett answered questions and stated he did not have adequate help to take
care of inspections and office work.
Other veterans were heard from and in conclusion a motion was made by Nelson
seconded by Bonnett that the Building Inspector (A. M. Haylett) be removed the
first of the year. IViotion amended by Hicks that a date be set for hearing, to
hear the facts, on December 202 1949, motion seconded by Overlie and carried as
amended. ,
STREET CORRECTION by re -plat: (Ralph Rogers)
I'lir. Rogers stated that Illinois, between Mound and Olive runs East about 40 ft.
and should be corrected by replat. This was turned to the City Attorney and
Street Committee.
MRS. A. P. GRAY'S PROPERTY ON NO. 4TH:
A -letter from Mrs. A. P. Gray to the Planning Commission, one from the Planning
Commission to the Mayor & Council, also copy of Planning Commission minutes
were read, favoring restrictions to Building and Occupancy., finder Ordinance No.
435, Articles 2 & 3, the Commission will grant the owner of Lots 3, 4 & 51
Block^5, Sylvester Park Addition, permission to construct a two story Building
front set back of 5 feet, occupancy confined to office rooms and pharmacy or
neighborhood drug store. Motion mdde by Bonnett, seconded by Churchman to con-
cur with the Planning Commission's recommendation. Motion carried.
7-11 STORE, WEST LEWIS:
Mr. Hagen, 711 W. Lewis; requested Parking Meters or two hour parking zone in
front of his store. This was turned to the P'olice Committee.
CAB DRIVER --Harry Stickles:
Parr. Stickles requested to have his Cab Drivers License returned, after having
it lifted account selling liquor. This was turned to the Police Committee.
