PARK BOARD ABOLISHING RES. NO. 265:
A letter was read from the Secrda.ry of the Pasco Park Board requesting the
Council to abolish resolution No. 265 which establishes rental rates for the
Recreation Building.
PLANNING COMMISSION:
A. letter was read from E. VV. Newman, Chairman, requesting that Ordinance No. 435
be amended as follows: between Sylvester Street and Court Street on the west
side of Lucas, a front yard of not less than thirty (30) feet be required; also
between Lucas Street and Chase Street on the North side of Sylvester Street a
front yard of not less than thirty (30) feet be required.
Motion made by Nelson, :seconded by Grigg that this be turned to the City Attorney
for Public Hearing, December 6, 1949. Motion carried.
DOG CATCHER: (Andrew Pattison)
A letter was read from Andrew Pattison, filing claim for $200.00 maintaining
dog pound during the.month of September 1949. Motion made by Bonnett, seconded
by Nelson that the claim be allowed from same fund as previous payments. Motion
carried by roll call vote of seven (7).
STATE COLLEGE (Area Survey):
A letter to Clarence B. Shain was read stating that the report would probably
be out by October 15, 1949. A letter to City Attorney, Olson from Glem Jones
on the same subject was read also copy of letter answering Mr. Jones letter.
City Attorney to handle obtaining report and payment.
TRANSFER:
City Treasurer, E. L. Collins requests a transfer of $5,020.95 from General
Funds to Street Department; $$32250.00 from General Funds to Swimming Fool.
Motion made by Nelson, seconded by Overlie authorizing the City Clerk to make
transfers. Motion carried.
B. P. 0. E. (Elks No. 1730):
A letter was -read from the Secretary, G. C. Admire requesting a four inch water
line down the alley back of the temple now under construction. As estimate
presented by the Vater Manager was read stating the cost of a four inch line
would be $485.00. The Lodge has paid $112.50 for -front footage assessment plus
installation cost of a one inch difference of $360100. Motion made by Hostetter
to go ahead and install the 4" water line. Motion seconded by Grigg and carried
by roll call vote of seven (70).
CENTRAL ASPHALT PAVING COMPANY:
A letter was read from C. B. Shain recommending that the Council authorize the
payment of $1,034.59. Motion made by Grigg seconded by Overlie that this bill
be allowed paid by warrant in the amount of 1,034.59; $605.45 from Street oiling
and $421.14'from Labor. Motion carried by roll call vote of six (6). Bonnett
voting "No",.

COURT STREET (C. B. Shain):'
A letter was read from Par. Shain recommending that the City change the name
of the Upper Columbia River Highway from 4th to Western City limits to Court Street,
Motion made by Bonnett that the City Attorney draw an Ordinance correcting
name of Court Street. Motion withdrawn.
Motion made by Nelson, seconded by Grigg that this matter of renaming this
street in the west end'of Pasco be turned to the City Engineer and the City
Attorney for Ordinance. Motion carried.
WORTHINGTON PUMP:
A letter was read from Mr. Schively, Manager, issuing a complaint account not
being awarded bid on pump: Motion made by'Bonnett, seconded by Grigg to turn
this to the City Attorney. Motion carried.
HARRY W. STEES ( Sewer charge) :
A letter was'read from Mr. Stees requesting information relative to payment of
sewer charge.
Motion made by Grigg, seconded by Nelson to turn this to the Rate adjustment
Committee. Motion carried.
STATE HIGHWAY DEPARTMENT:
A letter was read from T. P. Doyle, attached was a vehicle volume summary chart
and sketch of traffic tabulated at 4th & Lewis by the highway department. They
recommend that parking be eliminated.during the heavy hours of.4 P. M to 6 P. M.,
then if congestion and hazards occurr additional restrictions would be in order.
Removal of parking is required in the intersection area to avoid blocking the
through lane. The signal work is programmed for the earliest possivle time.
Would like action on this proposal as soon as possible.
Discussions followed (Truck route). Motion made by Nelson that new truck by-pass
from 10th on Ainsworth to 4th; North on 4th to A; East on A to Oregon; North on
Oregon to Lewis; that immediate action be taken by the City Engineer to establish
at once. Motion seconded by Overlie and carried unanimous.
T. P. DOYLE'S LETTER OF RECOT4MENDATION:
Motion made by Churchman, seconded by Bonnett that we concur in the District
Engineer's recommendation and that the City Attorney draw an, -'Ordinance to comply
therewith, thus supporting action taken July 19, 1949. Motion carried unanimous.
CALL FOR BIDS:
Water Main Extension on Yakima and Brown Streets. One bid was received, opened
and read as follows:.
Gates Pipe & Tank Corp. 1066 ft Cast Iron water main with fittings
Total without sales tax . $2,100.42
Motion made by Churchman, seconded by Bonnett that the bid be rejected and that
the water department be authorized to do the work. Motion carried.
INSURANCE COMMITTEE REQUESTS MEETING:
Motion made by Bonnett, seconded by Nelson that the Special Finance Committee
meet with the Insurance Committee and make recommendation. Motion carried.
LOOP SYSTMI:
Getting loop system program under way was discussed. Motion made by Churchman
seconded by Hostetter that the City Engineer be instructed to proceed immediately
to make survey, draw up list and specifications and determine materials for the
first unit of loop system to be installed from the Firtration Plant over the
proposed course. Motion carried. Nelson voting "No".
REFUND --BUSINESS LICENSE OF FRED BLAIR:
Motion made by Grigg, seconded by Overlie that Fred Blair be issued a refund on
Treasurers Receipt No. 6301 in the amount of 45.00. Motion carried by roll call
vote of seven (7).
REPORTS FROM COMMITTEES: -
SPRAY MACHINE:
Motion made by Bonnett, seconded by Nelson that bids be called for December 6,
1949 on "fogging machine''specifications" to be drawn by Wartensleben. Motion
carried.
POLICE COMMITTEE: Haney's Cafe -Dancing:
Police Committee recommend that this application be denied. Motion made by
Churchman, seconded by Overlie to accept the Committee's recommendation.
Motion carried.
