ROLL CALL: Honorable layor pro tem Raymond Hicks By Clerk. , Councilmen present, L. E. Bonnett, C. S. Churchman, Chas Grig , Ray- mond Hicks, A. T. Hostetter, W. A. Nelson and T. G. Overlie. Also City Xttorne'y Orville B. Olson and City Engineer C. B. Shain, 1950 BUDGET: ORDINANCE NO. 666: AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1950. Motion made by Overlie, seconded by Nelson that Ordinance No. 666 be given the second reading by title only. Motion carried. Ordinance No. 666 was read. Motion made by Grigg, seconded by Overlie that Ordinance No. 666 has been given the second reading by title. Motion carried. The entire budget was reviewed and discussed by department and item. POLICE DEPARTMENT Motion made by Hostetter, seconded by Nelson that maintenance and operation be cut to 8,000.00. New car with trade in, $1,000.00. Motion carried. FIRE DEPARTMENT: Motion made by Bonnett, seconded by Hostetter that gas, oil and repairs be -reduced to $1,550.00 and that Radio for 6450.00 be stricken. Motion carried. PARKS AND RECREATION: $33,385.00 not changed. TRANSFER: Motion made b Hostetter,.seconded by Nelson that transfer to Airport -of $64,310.00 be raised to 168,310.98,- Motion carried by roll call vote of 5 to 2. Churchman and Overlie voting "No". RECEIPTS --CURRENT EXPENSE: Motion made by Nelson, seconded by Hostetter that the taxes be raised from $24,094.80 to $40,149.98. Occupation tax from $24,000.00 to $14,000.00. Parks and Recreation $1,500.00 out; Swimming Pool from $8,000.00 to $5,000.00. Motion carried by roll call vote of seven (7). STREET DEPARTMENT: Motion made by Churchman, seconded by Overlie that $6,000.00 be added for road building equipment. Motion carried by roll call vote of 4 to 3. Grigg, Host- etter and 1 elson voting "Not'. STREET RECEIPTS: Motion made by Churchman, seconded by Overlie that taxes be increased to $37,605.00 Motion carried by roll call vote of 6 to 1. Hostetter voting "No. Motion made bHicks, seconded by Overlie that the Street Oiling and Seal Coat be reduced from L4,000.00 to $13,290.00 ($710.00) placed to street superintendent's salary. Motion carried by roll call vote 5 to 2. Bonnett and Grigg voting "Noll. STREET BUDGET: Motion made by Churchman, seconded by Overlie that the street budget -be accepted as read. ($65,155.00)w. Motion carried by roll call vote of 5 to 2. Hostetter and Overlie voting "No.. AIRPORT: Motion made by Grigg that salary of Manager read $3,600.00; Buildin Maintenance and Improvements $17,880.00; Water improvement for fire protection 973,506.98; Making a total of $123,816.98' Seconded by Nelson and carried by roll call vote of 5 to 2. Hostetter and Overlie -Uoting "!loll. M6tion made by Grigg, seconded by Churchman to accept the Airport budget in the total of $123,816.98 as read. Motion carried by roll call vote of seven (7). GENERAL GOVERNMENT: Motion made by Nelson, seconded by Overlie that Spray & Labor be changed to Insect Control. Motion carried unanimous. F 1621 PASCO, WASHINGTON FIRE CHIEF: Motion made by Grigg, seconded by Nelson that the Fire Chief's Salary be raised to $4,380.00; Supplied, Gas & Oil to $1,340.00. Motion carried unanimous. - ORDINANCE NO. 666: Motion made by Nelson, seconded by Churchman that Obdinance No. 666 be given the third reading. Motion withdrawn. CURRENT EXPENSE RECEIPTS: Motion made by Bonnett; seconded by Overlie that taxes in Current Expense be reduced to 034,145.98 from 040,145.98. Motion carried unanimous. ORDINANCE NO. 666: AN ORDINANCE ADOPTING THE BUDGET FORT HE YEAR 1950. Motion made by Nelson, seconded by Grigg that Ordinance No. 666 be given the third reading in full. Motion carried. Ordinance No. 666 was read in full. Motion made by -Churchman, seconded by Grigg that Ordinance No. 666 has been given the third reading. Motion carried. PROTESTS were registered by 0. A. Jennings and Mr. McWhorter account slashing the Park Budget. Motion made by Hostetter, seconded by Bonnett that Ordinance No. 666 be adopted. Motion carried by roll call vote of 6 to 1. Overlie voting "No". He feels that the Street Department has been robbed. STREETS: C. B. Shain Mr. Shain'advises that So. California Street should be graded through. Motion made by Nelson, seconded by Churchman that this be turned to the Street Superintendent and City Engineer with power to act. Motion carried.
