CALL TO ORDER:
PASCO, WASHINGTON

OCTOBER 30 1949
Meeting called to order at 8:05 P. M. Honorable Mayor John Beck presiding.
ROLL CALL: -
By Clerk. Councilmen present were L..E. Bonnett, Chas. Grigg, Raymond Hicks,
A. T; Hostetter and T. G. Overlie. C`:, -S: Churchman and #alter.' Nelson arrived
late. Also present, Ortille B. Olson, City Attorney..and C. B..Shain, City
Engineer.
PUBLIC HEARING ON PRELIMINARY BUDGET FOR 1950:
LIBRARY:
A letter was read from the LibraryBoard requesting q uestin
g 600.00 be adde,dnto the pre-
liminary budget for the purpose of continuing the summer reading program.
Mayor suggested that the budget be gone over item by item. Bonnett wished to
present his plan first, this included water loop system )by.vote of the people.
Mayor Beck read$ from a law book. Discussion followed, tax -payers present
entered the discussion. Budget was read and checked. Section 10 of Ordinance
No. 625 was also read by the mayor, and further discussion followed.
ORDINANCE NO. 666:
AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1950.
Motion made by Overlie, seconded by Churchman that Ordinance No. 666 be given
the first reading. Motion carried unanimous. Ordinance No. 666 was read.
Motion made by Churchman, seconded by Overlie that Ordinance No. 666 has been
given the first reading. Motion carried unanimous.
READING: GENERAL GOVERNIMT:.
Motion made by Nelson, -seconded b Churchman to accept change of $1,000.00 less
on advertising -from 52,500.00 to 1,500.00. $1,550.00 up on Insurance -from
$600.00 -to $2,150.00. $200.00 up on City Hall Expense -from 3,300.00 to $3,500.00
Motion carried unanimous.
ENGINEER'S DEPARTMENT:
Motion made by'NelSon, seconded.by Hostetter that Maintenance and operation be
reduced to $1,000.00. Surveying reduced to $6,800.bO. Motion carried. Churchman
voting "No".
CLERK'S DEPARTMENT:
Motion made by Nelson; seconded -by Hostetter that Deputy Clerk's Salary should
be changed from $2,880.00 to $2,700.00. Salary Purchasing Agent should read
Purchasing Agent Assistant. Motion carried unanimous.
REGISTRATION AND ELECTION:
Motion made -by Hostetter.$ seconded by Bonnett that officer and laborers Salary
be cut $500.00-a than e from -$2,000.00 to $1,500.00. Poll rent cut $300.00-
from $700.00 leaving §400..00. SuRplies cut 6150.00- from $650.00 to $500.00.
Iti4otion carried, Overlie voting "'No .
CITY TREASURER:
Motion made by Nelson, seconded by Hostetter that the deduction of Deputy from
the Treasurer's Department be accepted. Treasurer's Department reduced $2,880.00
Motion carried. Churchman and Overlie voting "No".
CITY ATTORNEY:
Motion made by Churchman, seconded by Overlie that the City Attorney have $100.00
added to Library Expense. Motion carried.. Hostetter voting "No".
HEALTH DEPARTMENT:
Motion made by.Grigg that the word"Salary" be deleted and Bi -County Health Dep-
artment to be used. Motion seconded by Hostetter and carried.,
POLICE DEPARTMENT:
Salary -Captain or Sergeant $3,780.00 changed to 3,960.00 "and/or Sergeant to
be deleted". Maintenance and operation from $12,000.00 to $9,000.00. New
cars and printex Camers $1$75.00 deleted, making a total of $582475.00. Motion
made by Hostetter that the changes be made leaving a total of $58,475.00.
Motion seconded by Hicks. Motion carried. Churchman and Overlie voting "No"%
DOG CATCHER:
Motion made b Hostetter, seconded,.by,Bonnett that the salary be reduced from
$2,400.00 to 2..000.00i.. Motion carried unanimous.

FIRE DEPARTMENT ('SALARY CHIEF) :
Motion'made by Overlie that the Salary of Fire Chief be set at $4,380.00, a raise
of $420.00., Motion seconded by Churchman. Bonnett, Griggs Hostetter and Nelson
voting "No"'. and Overlie Churchman & Hicks -voting "Yes"`. Motion lost by roll call
vote of four -W. ''Motion'made by Overlie, seconded by Churchman that Fire Chief's
Salary.be set at $4,170.00. Motion carried'by roll call vote of four (4). Church-
man Grigg, Hicks and Overlie voting "Yes"', Bonnett, Hostetter and Nelson voting

SEDAN DELIVERY:
Motion made by Overlie, seconded by Churchman that Sedan Delivery Truck be changed
to' -Sedan Delivery or Pannel and that $1,650.00 be allowed for purchase. Motion
lost by roll call 4 to 3, Bonnett, Hicks -'Hostetter and Nelson voting "No" and
Churchman, Grigg and Overlie voting YesA.

RADIO STRICKEN:
Motion made'by Hostetter, seconded by Bonnett that 0900.00 for radiots for the trucks
be stricken.
AMENDMENT --RADIO:
Motion made by .Churchman; tb= ariend. H6,stetter�s motion, to purchase one (1) Radio
for`one (1) truck for 0450.00. Motion carried by roll call vote of 4 to 3. Church-

HOSE DRIER:
Motion made by Hostetter that $500.00 for hose drier be stricken.as this can be part
of new building. Motion lost for want of a second.
TRUCK FOR LADDERS:
Motion made by Hostetter that $2,500.00 be stricken, motion seconded by Bonnett and
carried by roll call vote of 5 to 2. Bonnett, Grig Hicks and Hostetter and
Nelson voting "Yes". Churchman and Overlie voting to".
ONE MANwAIRPORT:
Motion made by Grigg, seoonded by Overlie that Salary.for one man -at the Airport
be added. Motion carried by roll call vote of seven (7) .
SUPPLIES AND REPLACEMENTS:
Motion made by"Hostetter that $100.00 be added to supplies and repairs making $1,100.00
Motion carried.
