COUNCIL CHAMBERS
CALL TO ORDER:
SEPTE1BER 23, 1949
Meeting called to order at 8:10 P. M., Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. "onnett, C. S. Churchman, Chas.
Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. Also present were City
Attorney, Orville B. Olson and City Engineer, C. B. Shain.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous concent:
BIDS ON CLEANING: (?;TATER TANK)
Two bids were received, opened and read as -follows
Sherrill Painting Company, cleaning, scaling, replacements & labor
Dixie Tank & Bridge Company, cleaning, scaling, replacements & labor
Motion made by Grigg, seconded by Churchman to turn bids to the Water Committee and
City Engineer, with power to act. Motion carried by roll call vote of six (6).
Visitors were heard from at this time.
REFUND: (Henry Lester)
Mr. Lester'rrequested a refund on an unused Building Permit in the amount of
Eighteen dollars. City Clerk has on file the building permit to furnish the
City Treasurer. Motion made by Grigg, seconded by Overlie to authorize the refund.
Motion carried by roll call vote of six (6).
ROYAL CAB COMPANY:
Del Bunch paid $75.00 for loading and unloading zone at 115 North 2nd in June 1949
and this was denied. Now hevishes to apply this $75.00 on a loading and unloading
zone at 323 West Lewis, E.ddie's Cafe. Motion made by Grigg, seconded by Hostetter
that this be turned'to the Police committee for investigation. Motion carried.
Bonnett voting "No".
VOUCHERS AUTHORIZED:
Motion made by Grigg, seconded by Hostetter that the following vouchers be paid.
Motion carried by roll call vote of six (6).

PORT OF PASCO:
A letter was read from C'. S. Roff to City Engineer, C. B. Shain, requesting the
extention of 5th Street south of Ainsworth along the length of lot 1, Block 19
River Addition. A'Railroad sign and Street sign would have to be moved. Motion
mane by'Grigg, seconded by Churdhmah that this be turned to the Street Committee and
the City Engineer with power to aQt. Motion carried by roll call vote of six (6).
GRANT H. STRINGHAM. Police Judge.
Mayor John Beck appointed Grant H. Stringham to act as Police Judge during S. R.
Stone's vacation, starting October 5, 1949 for a period not to exceed 30 days.

RECESSED MEETING COUNCIL CHAMBERS SEPTEMBER 23, 1949
Motion made by Grigg,,,seconded by Overlie that all applications approved by the
Police Committee and health Department be issued.
PUMP BID AWARDED:
A letter was read from C. B. Shain, City Engineer, recommending that the bid of
the Pasco Machine Company of $3,088.50 to furnish K1.2 UeLaval Pump at.the river
pumping station be accepted.. Motion made by Grigg, seconded by Overlie to accept
the recommendation of the City Engineeb. Motion carried by roll call vote of
six (6).
RESOLUTION NO. 301:
A Resolution was read setting up a Board of three (3) members to survey the City
Insurance requirements and insuring the citpa continuing, competent and economic-
al insurance program. Grant H. Stringham, Wendell Brown and Sherwood &- Roberts
Agencies were recommended for the original board --terms one, two and three years.
Motion made by Grigg, seconded by Hostetter, to adept Resolution No. 301. Motion
carried by roll call vote'of six (6). Motion made by Bonnett, seconded by Church-
man that Wendell Brown, Grant H._Stringham'and Sherwood & Roberts constitute the
original board. Motion carried unanimous.
ORDINANCE NO. 666:
The Preliminary Budget for the year 1950.
iv:ayor Beck wished to have Ordinance No. 666 introduced by title and number.
1,elotion made by Overlie that Ordinance No. 666 be given the first reading by title.
I!4otion lost for the want of a second. A discussion followed relative to Council-
men not having been presented with the budget as published for public hearing
not willing to accept a newspaper copy to work on. At this time :Mayor Beck
asked the Clerk to supply a copy for each member. This was done. V

Fulfilling the vacancy of'councilman created by H. G. Lake resigning, Hostetter
mominated by :notion, W. A. Nelson. I,iotion seconded. by Grigg and carried by roll
call vote of four (4). Churchman and Overlie voting "No"'.
READING OF THE HINUTES :
Minutes ofthe following meetings were read and approved: June 7, June 8, June 21,
July 5, July 19, August 2, August 5, August 16, Zieptember 6 and September 13, 1949.
WATER EXTENSION - ONE BLOCK (E. S. Burge)
Contractor Burge is requesting water extension to Block y ; Sylvester's Second
Addition. He expects toerect eleven hou,sq The eater would have to be extended
one block. It was recommended by the Wa der Committee that this extension be made
with a down payment of C-600.00 and $50.00 for each meter. Motion made by Grigg,
seconded by Hostetter to accept the Committee's recommendation. Motion carried
by roll call vote of six (6).
BLACK TOP ON SYLVESTER: (Near Jux Store)
A space between present street surface and Bux property, approximately 1,600 sq.
ft. is badly in need of black top. The 'Itreet Committee recommend that this be
done. Motion -i;iade by Grigg, seconded by Hostetter to accept the recommendation
of the street committee. Motion carried by roll call vote of six (6).
SIDE WALK TO NEW SCHOOL:
Brickey and Street Committee recommend that a side walk of black top be installed
to the school on North Court Street. Motion made by Bonnett, seconded by Churchman
that the street department be authorized to put in side walk by black top five feet
wide ay an approximate cost of $250.00. Motion carried by roll call vote of six.
ADJOURNMENT:
Motion made by Bonnett, seconded`by Hostetter a the meeting adjourn to next
regular meeting, Tuesday, 8:00 P. M., Septembr 2 , 1949. Ilio carried.
