REGULAR MEETING COUNCIL CHi'.MBERS SEPTET/iBER 62 1949 I
CALL TO ORDER:
Meeting called to order at 8:00 P. M.
ROLL CALL:
Honorable Mayor John Beck presiding.
By Clerk, Councilmen present were L. E. Bonnett, C. . Churchman, Charles Grigg,
Raymond Hicks, A. T. Hostetter and T. G. Overlie: Councilman absent was H. U. Lake.
City Attorney Orville B. Olson and City -12'ngineer, Clarence B. Shain were also present.
COM'DIUNICATIONS:
RESIGNATION OF COUNCIL1.1AN H. G. LAKE:
A letter to the Mayor was read from H. G. Lake, tending his resignation account
leaving the City and suggesting that Cecil Combs be appointed his successor.
Petitions from residents of the East Side and Owens Addition were read requesting
a councilman from the East Side to succeed H. G. Lake.
Charles Smith of the El Rancho Miotel, spoke for an -East Side group. Mayor Beck
suggested that a man on the Last Side be appointed.
Motion made by Bonnett, seconded by Hicks that the Council body recess for five
minutes to consider appointment. Motion carried unanimous. Again in session it
was recommended that no action be taken for a reasonable length of time, for con-
sideration. Mr. Hill, Mr. Hamman and Tylr. Smith spoke in behalf of the petitioners.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
BILLS:
Current bills against the City were read as follows. Motion made by Churchman,
seconded by -Overlie that all vouchers•properly'signed and approved be paid. Motion
carried by roll call vote of six (6). John W. Cunningham's voucher in the amount
of $5,258.08 was held up.

FILTRATION PLANT PUMP:
The performance of the Peerless.Pump at the Filtration Plant was discussed with
Mr. Z'eidlhack of the John W. Cunningham '& Associates trice. Thepumpspaeifi'ca,ionl
wks-reviewed., this being; covered in item 11 of the specifications,94nd sets out that
the manifadturer shall guarantee all parts of tlbe unit against defects in material
and workmanship for a period of one year and shall agree to furnish F. O. I313
Pasco, new parts to replace those which prove defective. Mr. Zeidelhack suggested
that all bills submitted for payment be forwarded to their office for approval.
Mr. Shain made inquiry relative to obtaining a copy of field motes on survey work
made by John W. Cunningham & Associates for basic information. This can be
furnished but a charge will be made to cover time involved. Prints and profiles
are in the city files.
BU'S SERVICE:
Mr. T. R. Ned.l is interested in a franchise with the City; he was advised to
present a franchise for the councils' approval.
PARKING METER: COURTESY ENVELOPES.
Howard Ieloffet states the envelope:: courtesy plan will be ready for a 30 day trial
starting Monday, September 12, 1949.

REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 6, 1949
Mr. Shain recommended that he be allowed to study bids and report at the next
meeting. Motion made by Grigg, seconded by Hostetter to accept the recommendation
Motion carried. Councilman Overlie excused at this time.
STAND BY PUMP:
A bid for a standby equipment submitted by the Pasco Machine Company was read as
follows:
1 DeLaval Horizontal Pump, F. 0. B., Pasco $11600.00
The water committee recommends the purchase of this stand by pump account one pump
showing defects. City attorney advises that an emergency exists owing to the
condition of a defective pump; opinion to be rendered in writing. Motion made by
Grigg, seconded by Churchman that the pump be purchased in the amount of $1,600.00
ready for installation at the pumping plant. Motion carried by roll call vote S
five (5).
DOG WARDEN:
Mayor Beck reports the dog wardents appointment expired August 31, 1949, and he
wishes to transfer the Dog Warden from the Police Department. The Council suggested
that the Mayor ask the Civil Service Commission for a Dog Catcher. Councilman
Churchman excused at this time.
SEWAGE PLANT SITE:
Mr. Zwidlhack spoke about property exchange, following the reading of'a letter
from his company. Copy of letter attached from the Corps of Engineers, U. S. Army,
Walla Walla District, regarding land requested for site. They wish to be furnish-
ed a description, in duplicate, of Blocks 40 & 41 with all subsequent title
transfers and easements noted. Mention was made of consideration due the city
brought about on account of location change; he suggested that the Citizens
Abstract Office be employed for this data. Motion made by Bonnett, seconded by
Hostetter that the City Engineer furnish information requested. Motion carried.
TREE WATERING REQUESTED:
A letter was read from Lee J. Craig, 14 West A Street, stating in part, that trees
are an asset to Pasco and requested that they be watered.
WATER TANK REPAIR?
A letter was read from the City Engineer, Mr. Shain requesting aiathority'to have
necessary repairs done to the small water tank, by call for gids, September 20,
1949. Motion made by Bonnett, seconded by Hostetter authorizing bids. Motion
carried by roll call vote of four.(4).
WATER DEPARTIyIENT OFFICE EFFICIENCY:
A letter was read from City L'ngineer C. -6. ')hain stating 'that a misunderstanding
may exist concerning inventory of the system being complied by I,Zr. Wartensleben
so that a: -cast. accounting system could be set up. If the council wishes this
program continued an action of the council is requested.
Zxplanatory mention was made of the -volume of business created by sewer charge
and the Filtration Plant activities. he also expressed the desire to discuss
matters of City -Business at any time with all memoers of the Council. Motion
made 'by Bonnett, seconded by Hostetter that the present status of the Water
Department continue the same to January 1950. Motion carried by roll call vote
of four (4) .
STREET EQUI PMIENT :
A letter was read from City Engineer, Clarence B. Shain asking the council to
consider an inclusion in the 6tbeet Budget --an item of $2,200.00 to purchase
a maintenance type distributor and $3,800.00 for a Rotary Type Mixer. The item
of $500.00 for a tar pot should also be included.
PARK BOARD RULING ('VENDING):
A letter was read from Francis PtI. Conner, secretary Park Board, of a ruling to the
effect that there shall be no vending by anyone in any of the City Parks without
permission of the Park Board. Resolution to be introduced.
REPORT ON INSURANCE:
The second letter requests a report on liability insurance coverage for the Parks,
if not covered, please see that the proper amount is secured at once.
SERVA-CAR
A letter was read from Clarence B. Farley, regarding purchase of a Serva-Car. He
offers to negotiate for $400.00 instead of $ 583.60, original bid which was turned
down. Motion made by Grigg, seconded by Bonnett to accept offer of $400.00 and
purchase Serva-Car. Motion c ar,°ied by roll call vote of four (4).
