M., Honorable Mayor pro tem,,,..Raymond Hicks presiding. ROLL CALL: By clerk, Councilmen present: L. E. Bonnett,.C. S. Churchman, Chas, Grigg, Raylaond Hicks, A. T. Hostetter -and T. G. Overlie also City Attorney Orville B. Olson and City Engineer Clarence B. Shain. Absent were Mayor Beck and Councilman H. G. Lake. REGULAR ORDER OF BUSINESS SE'T' ASIDE BY UNANIMOUS CONSENT. BIDS ON SERVA CAR: One bid was received, opened and read as follows: Tri*�City Harley Davidson Sales, by Clarence B.- Farley, Serva Car 978.60 1947 Mororcycle 395.00 583.60 Additional equipment listed. Motion made by Bonnett, seconded by Overlie that ". bid be rejected. Motion carried by roll call.vote of six (6) BIDS -SEAL COATING: Bids called for this date on seal coating 54,363 sq. yds. of street surfacing were opened and read at this time. Two bids were received as follows: L. W. Vail Company $7,433.00 (cash, 5% attached, $375.00) Central Asphalt Paving Co. 6,394.55 (certified check 5% attached $319.73 MINERAL AGGREGATES: One bid was received, opened and read as follows: Brown Sand & Gravel 748 cu. yds 3/4" to 1/4" mineral aggregates @ $1.50 per cu. yd. 200 cu. yds. No. 4 mesh 0 mineral aggregates @ $1.50 per cu. yd., stock piled within one mile of 10th & West Lewis. BIDS: 8" Sewer Extension on Lytle. Two bids were received, opened and read as follows: Baileyts Plumbing & Heating $4,559.6O J. P. Head Plumbing & Heating 4,261.00 BIDS: 6" Water ]Line Extension on Helena One bid was received, opened and read as follows: Bailey's Plumbing & Heating $4,219.39 City Engineer, Clarence B. Shain took all bids to his office for extensions. COMIVIUNI CATIONS: Water Storage: Water Manager Myron Radelmiller. A letter was read from the Water Manager to the Mayor and City Council stating that some consideration should be given to some method of financing to provide $75,000.00 to $100,000.00 to,be used to construct additional water storage. This was turned to Special Finance Committee. INSURANCE A -letter signed by Ed Rae, V'J. 0. Mirus, Grant'Stringham and Karl Krudwig was read requesting the City Council to appoint an Insurance Board. City Attorney to prepare Resolution and present at the mext regular meeting. RENTAL: Streets and Alleys, Pasco Defense Housing. A petition for With drawal of funds was read. Motion made by Bonnett, seconded by Overlie authorizing the Mayor to sign. Motion carried. RESIGNATION:. Maurine Miller tendered her resignation as Acting Director of Recreation, effect- ive October 1, 1949. Motion made by Bonnett, sew nded by Hostetter to accept the _ resignation. Motion carried. HOUSING AUTHORITY: Pay4ents in lieu of taxes REPORT FROM OFFICERS: None. Visitors present were heard from. CHURCH OF JESUS CHRIST: Mr. Bailey requests that the City Council waive sewer and water connection charge to their Church at 10th and Yakima. Changing Ordinance was not favored. No actioni taken. Councilmen Grigg & Hostetter donated $50.00 each toward defraying the expense. NG PASCO, WASHINGTON COUNCIL CHAMBERS WIND INDICATOR:(OUT OF ORDER): AUGUST 16, 1949 Jay Robinson reports a near accident at the Air Port account no wind indicator and strong cross winds. He was informed that the indicator is being repaired. READING OF ORDINANCES: ORDINANCE NO. 664: AN ORDINANCE REPEALING ORDINANCE #499,AND BEING AN ORDINANCE RELATING TO THE USE OF SUBSTITUTE IdUTERIALS FOR BUILDING AND SEWER PURPOSES DURING THE PERIOD OF NATIONAL EMERGENCY. Motion made by Bonnett, seconded by Overlie that Ordinance No. 664 be given the third reading. Motion carried. Ordinance No. 664 was read. Motion made by Grigg, seconded by Bonnett that Ordinance No. 664 has been given the third reading. Motion carried. Motion made by Grigg, seconded by Overlie that Ordinance No. 664 be adopted. Motion carried by roll call vote of five (5). Hostetter was out of the room. ORDINANCE NO. 665: AN ORDINANCE AMENDING ORDINANCE 647, AND BEING AN ORDINANCE RELATING TO THE CONVEYING OF PASSESGERS FOR HIRE, AND PROVIDING .FOR THE METERING OF FARES AND PRESCRIBING UNIFORM FARES FOR TAXICABS OPERATING IN THE CITY OF PASCO. Motion made by Bonnett, seconded by Churchman that Ordinance No. 665 be given the third reading. Motion carried. Grigg and Overlie voting "No". Ordinance No. 665 was read. Motion made by Churchman, seconded by Bonnett that Ordinance No. 665 has been given the third reading. Motion carried. Motion made by Bonnett seconded by Churchman that Ordinance No. 665 be adopted. Question debated. All taxi companies are in accord with Ordinance No. 665, so statesn��z and McCusker. Motion carried by roll call vote of four(4). Grigg and Overlie voting. CITY ENGINEER PRESENTS BIDS AS EXTENDED: SEAL COATING: Motion made by Hostetter seconded by Churchman that we accept the Central Ashpalt and Paving Co's low bid of 6,394.55 as recommended by the City Engineer. Motion car- ried by roll call vote of six (6). MINERAL AGGREGATES: Motion made by Overlie', seconded by Churchman that we accept the bid of Brown Sand and Gravel Company as recommended by the City Engineer. Motion carried. SEWER EXTENSION ON LYTLE: Motion made by Churchman, seconded by Grigg to accept J. P. Head's Plumbing & Heat - Cots bid of X4,261.00 as recommended by the City Engineer. Motion carried by roll call vote of six (6). WATER EXTENSION ON HELENA: Motion made by Grigg, seconded by Overlie that the one bid from Bailey's Plumbing and Heating be rejected and the Water Department be instructed to do the work. Eng- ineer granted to negotiate a contract acceptable to Committee. Motion carried. LICENSE APPLICATIONS: The following applications were read and approved.
