CALL TO ORDER:
Meeting called to order at 8:00 P. M. A. T. Hostetter, voted by the Council to
act as Mayor Pro -tem, presided.
ROLL CALL:
By Clerk, Council mem present, L. E. Bonnett, C. S. Churchman, A. T. Hostetter
and T. G. Overlie. Absent, Playor Join Beck, Councilmen Charles Grigg, Raymond
Hicks and H. G. Lake. City `attorney Orville Be Olson and City Engineer C. B. Shain
were present.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
PUBLIC HEARING set for this time on vacating streets and alleys in Blocks 19, 20 and
21, Riverside Addition to Pasco.
Notice of hearing was read. Scott Roff requesting the hearing was present.
No protests were made or received. Existing utilities discussed. Motion made by
Bonnett, seconded by Overlie that vacations be allowed subject to reserving existing
utilities easements. Motion carried by roll call vote of four (4).

ANIMAL ODDITIES:
A letter was read from H. D. Matthews asking permission to erect a tent for the
above mentioned show on city property near 3rd & Columbia::iin case he was unable to
obtain the corner lot. Motion made by Bonnett, seconded by Overlie that the request
be granted. Rental fee to be $20.00 for 4 or 5 days. Motion carried.
COMMUNICATIONS:
I.
FRANCIS STREET SEWER: Pollution Control Commission.
letter was read from Walter M. Saxton., Field Engineer, Pollution Control Comm-
ission relative to compling with Section 4, "ules and Regulations of the Pollution
Control Committee by submitting two copies of plans to the Commission for approval.
Mention was also made of commitment by Ordinance No. 625, relative to construction
of sewage treatment plant; they are expecting plans in the near future.
DISTRICT HEALTH DEPARTMENT:
Two letters were read from Charles Tudor, M. D. One a reminder of $333.33 due
July 1, 1949 and same amount August 1st, 1949, Total 666.66. The claim was approved.
The second letter enclosed an activity report for the month of June -1949.
CORPS OF ENGINEERS:
A letter was read, also, const uction, survey and exploration permit, for execution
thus granting permission for the corps of Engineers to perform survey and exploration
work prior to actua�construction. Land affected by this permit is Block 8 of Shore -
lands addition; Lots brut 3 inc. and 10 thrut 20 inc. of Block 40, Riverside Addition
Block 41, Riverside 'ddition, Lots 32 thru' 42 inc., River 'lock, l_'iverside "ddition,
-all--i-n--the--City of Pasco, "ashington. Motion made by Bonnett, seconded by Overlie
authorizing the Mayor to sign the permit. Motion carried. °

COMMUNICATIONS (CONT)
DEPARTMENT OF HIGHWAYS: Re: Sanding and Maintenance.
A letter was read from T. P. Doyle, District Engineer, stating sanding and all
traffic control devices operated and maintained by the State as per Sec. 5 (M),
Chapter 220, Laws of 1949
CITY INSURANCE:
A letter was read from Wendell gown Agency offering the facilities of their
office to take care of this work. Motion made by Bonnett, seconded by Overlie that
this be turned to special Fihance Committee.. Motion carried.
PARKING METERS AND LEFT TURN LANE:
A letter was read from Ralph xogers relative to delaying action on no,parking in
the location of 4th and Lewis pending a conference with 1"r. Doyle and Mr. Higgins
of the State Department. No action taken.
A letter from 1i1r. Shain was read, stating a conference had been held and it was
agreed to withhold this installation of a left turn lane and try all other methods i
to relieve traffic congestion.
COST OF FIRE HALL:
Mr. Shain advises that a Fire hall 65 x 55, one story in height would be ample
and cost approximately $29,000.00-1and and furnishings .to be added. Motion made by
Bonnett, seconded by Overlie to turn this to the Fire and Building Committee.
Motion carried.
NORTHERN PACIFIC RAILWAY CANCELLATION:
A letter from J. T. Moore, regarding permit No. 68877, easement to the government,
now cancelled and turned to the City of Pasco, covering a pipe line serving (little
Pasco.

NAVAL AIR BASE:
A letter was read from the Thirteenth Naval .Air District submitting phostatic
copies of the Pasco Base. No action taken.
PLAT COLE'S ADDITION:
A letter and plat was presented by Mr. Cole requesting the Council to approve
said plat, situated north of Sylvester's Third Addition to Pasco. Motion made by
Bonnett, seconded by Overlie that the plat be disapproved account no alleys.
Motion carried by roll call vote of four(4).
