ROLL CALL: By Clerk, councilmen present: L. E. Bonnett, C. S. Churchman, A.T. Hostetter, H. G. Lake and T. G. Overlie. Charles Grigg arrived at 9:45. Raymond Hicks was abscent. City attorney Orville B. Olson and City Engineer, C. �. Shain were present. REGULAR ORDER OF BUSINESS SET ASIDE: By unanimous consent, to open bids callable at this time. Brown 21044.00 Motion made by Lake, seconded by Churchman that Mr. Shain make extensions at this time. Motion carried. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent. MINUTES: Motion made by Bonnett, seconded by Churchman that the minutes be held up until all members of the council are present. Motion carried. CO1v%1UNICATIONS:. HOUSING AUTHORITY --WATER CONTRACT AMENDMENT: A letter was read from R. S. Brown, requesting the following amendments: Amendment No. 2- to Contract HA(WASH-45152)mph-102 Amendment No. 2- to Contract HA(WASH-45200 - 267)mph-101 Amendment No. 3- to Contract HA(VJASH-45279N)mph-101 Motion made by Hostetter, seconded by Bonnett that the request of the Housing Authority for contract amendment be granted as out lined in the request. Motion carried. PARKING LOT -- A. W. Churchman. A letter was read from Mr. Churchman asking that one (1) Parking Meter in block � 11 adjacent lots 19 and 25 be vacated to allow a drive way to and from this property which will be used as a parking lot. He was advised to apply to the Building Insp- ector as there is an Ordinance covering curb cutting and driveways. Motion made by Bonnett, seconded by Overlie granting the vacation of one (1) meter. Motion carried. ARTERIAL STREETS --C. �. Shain. City Engineer, Mr. Shain recommends that the following streets be designated as Major Arterials, according to Chapter 164, Laws of 1949: Ainsworth and A southeasterly as platted to east city limits; and Ainsworth southeraterly as platted to east city limits; Sylvester from west city limits continuing east as platted to intersection with Yakima. Yakima from Sylvester to 4th. ei� nth Avenue at Lewis northwesterly to Sylvester. First at A Street northerly to Court Street. SECONT)=ARTERIAL STREETS according to Chapter 164, Laws of 1949. North Sixth at Lewis thence south to Ainsworth. Fourth at Ainsworth thence northerly to Columbia. Oregon at A Strect thence northwesterly to city limits. All streets so designated shall be signed with proper stop signs as required by statute. Motion made by Bonnett, seconded by Lake.to accept the recomc;:endation with the changing of Lewis Street to Columbia Street producing North'on 4th from Ainsworth, also recommending to include Columbia Street from 10th to Tacoma, thence North on Tacoma to Bonneville, west on Bonneville to North lst. Mction carried. TRUCK ROUTE: (City Lngineer, C. '6. Shain) A recommendation, on truck,by-pass for immediate relief was read as follows: Beginning at 10th immediately south of Railroad track intersecting loth Avenue, thence easterly on Columbia to second at which point all truck traffic destined for Walla Walla should turn North on 2nd, then easterly or right on Lewis. Traffic des- tined to and :from Spokane should use Columbia Street from 2nd to Tacoma, thence north- erly on Tacoma and across over -pass on Lewis to Bonneville, thence westerly on Bonnev- ille to lst; thence Northerly on lst to Court Street; thence west on �'ourt to North 4th Avenue which is a primary State Highway. Truck traffic east of Pasco to Spokane may use North Oregon from Lewis to City Limits, securing right-of-way easement across the Railroad track at 'Vest Columbia and 10th will be necessary. ORDINATICE NO. 499 AMENDMENT: (Recommended by Shain) A letter was read from Mr. Shain recommending that Ordinance No. 499 be repealed, thus return to the enforcement of the Building; and Sewer Ordinances as to Materials and workmanship. Motion made by Overlie, seconded by Churchman that the City Attorney draw up an Ordinance repealing Ordinance No. 499. Motion carried. MEMORIAL PARK TRAFFIC: A letter was read from Mr. Shain recommending that an Ordinance be drawn requiring speed restrictions on all streets surrounding the Swimming Pool and Park Area. Motion made by Overlie, seconded by Churchman that an ordinance be drawn governing speed and stops in area of Memorial Park as recommended by I+ir. Shain. Motion car±ied. STREET SURFACING cost in same area to be set up in the 1950 Budget. PETITION: Restricting Parking Meters. A,petition signed by twenty-six signers was read whereby the petition to restrict parking meters for certain distances east, west and north of the intersection of Fourth and Lewis and approving the action of the Council previously taken. A lengthy dis- cussionfollowed. All visitors present desiring to express their opinion were heard from. Motion made by Churchman, seconded Bonnett that the action of the council June 7, be confirmed. Motion carried by roll call vote of three (3). Hostetter and Overlie voting "No". Motion made by Overlie, seconded by Lake that the Mayor write a letter to the director of highways relative to restricting parking on 4th & Lewis. Motion carried. REPORTS FROM COiill,,2ITTEES: POLICE C0Iv11MITTEE--Serva Car. The committee recommends the purchase of'a Serva car by bid with the turn in of the motor cycle, balance to be paid from car fund. Motion made by Overlie, seconded by Bonnett to accept the recommendation of -the Police committee. Call for bid, Tuesday, Augustl6,.1949. Motion carried by roll call vote of six (6). COURTESY ENVELOPES FOR PARKING: The Chamber of Commerce recommend the use of courtesy envelopes to be used by business operators where meters show violation. The business man will have a coin placed in the meter, thus avoiding a fine or trip back to the meter by a customer. Motion made by Bonnett, seconded by Churchman'to give this idea a 30 day trial. Motion carried. WATER COMMITTEE reports the under ground storage tank at the Davy Base can be filled during the night, more storage needed under pressure. A stand pipe to create 1,000,000 gallon storage was considered. Motion made by Hostetter, sedinded by Bonnett instruct- ing the City Engineer to call for bids, Tuesday, September 6, 1949 for a pump approximate- ly3,300 gallons with suction line and installation. Motion carried by roll call vote of six ( 6) . BUILDING FUND: Word has been received from Lawerence Hubbles office stating this caia be. used for bond purchase. STREET COMMITTEE: Recommend the purchase of a patch roller 11 years old. Motion made by Bonnett, seconded by Churchman that this purchase be approved at a figure of approximately $485.00. Motion carried by roll call vote of six (6). Motion made bBonnett, seconded by Lake that a hot pot be purchased if the price is less than 500.00. Motion -----carried by roll call vote of six (6 . PASCO, WASHINGTON REGULAR MEETING (CONT) COUNCIL CHAMBERS JULY 19, 1949 BIDS: WATER AND SEWER EXTENSION TO SCHOOL ON COURT STREET: City Engineer reaGy at this time to make report on extensions. Motion made by Grigg, seconded by Churchman that sewer and water extension bids be rejected as' recommended by the City Engineer. Motion carried by roll call vote of six (6). Motion made by Bonnett, seconded by Hostetter that the water department make the sewer installations on Francis Street. Motion carried.by roll call vote of six (6). ALTERNATE NO. 3: Notion made by Bonnett, seconded by Churchman to accept sewer alternate No. 3 submitted by Edgar Brown. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. Mr. Glasow, Jr., spoke relative to more rigid laws covering auctions and the auctioneers in the city. The following Ordinance was read: ORDINANCE NO. 662 AN ORDINANCE AMENDING ORDINANCE 516; AND BEING AN ORDINANCE RELATING TO ESTABLISHMENT OF A PARKING METER ZONE WITHIN THE CITY OF PASCO. Motion made by Grigg, seconded by Bonnett that Ordinance'No. 662 be given the first reading. IVIotion carried. Ordinance No. 662 was read. Motion made by Church- man, seconded by Bonnett that Ordinance No. 662 has been given the first reading. Motion carried. HANEY'S DANCE LICENSE APPLICATION: Action on an application to dance at 501 So. Oregon, in their Cafe, held up by Police Committee from last meeting was requested by.Mrs. Haney. The Police Comm- ittee and Chief of Police recommend that the license not be granted. Motion made by Grigg, seconded by Churchman that the recommendation be accepted. Motion carried. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. VENNEBERG ELECTRICIS CONTRACT RELEASE: Release of contract signed by Venneberg was read. Motion made by Bonnett, seconded by Overlie to accept contract release also to release final paymant. Motion .carried by roll call vote of six (6). BUSINESS LICENSE APPLICATIONS: Motion made by Grigg, seconded by Bonnett that the following applications for business licenses having been approved by the.Police, Fire, and'Health Department be granted.
