REGULAR MEETING COUNCIL CHAMBER July 5, 1949
CALL TO ORDER:
Meeting called to order at 8:05 P. M., by Charles Grigg, Councilman. The Mayor
and Mayor pro -tem had not arrived.
ROLL CALL:

and A. T. Hostetter. I','Iayor John Beck arrived at 8:20, 1{aymond hicks at 8:30 and T.
G. Overlie at 8.30. City Attorney Orville B. Olson and City Engineer, C. B. Shain
were present.

Current bills against the City were read as follows. Motion made by Grigg,
seconded by Bonnett that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of five (5).

BIDS --WATER LIME CONSTRUCTION: One bid was received from Neil F. Lam son,
opened and read as follows: Cast Iron Pipe with fittings and Hydrant $8,357.55
Alternate bid on transite pipe $7,917.55. Motion made by Grigg, seconded by ,
Bonnett to turn this to the City Engineer for recommendation. Motion,carried(,'``��

A letter was -ead from J. E. Butler offering four (4) pieces of street equipment
for sale. T,'otion made by Grigg, seconded by Bonnett to turn this to the City
Engineer. Motion carried.
PEIENSYYLVAIUA SALT HAi,UFACTURIIdG COI:IPANY:
A contract to supply anhydrous ammonia was read. Mater I,7anager, Myron Radelmiller
recommends that contract be negotiated. Motion made by Grigg, secondedlTy Hostetter
to accept the Water Manager's recommendation. Motion carried by roll call vote
of five (5) . _
TEMPORARY PERI,IIT FOR TENT: (Adventist Church)
A letter was read from M. R. Denny reguesting permission to erect a new tent for
preaching services for a period of 18 weeks at 10th and "'A". Motion made by
Grigg, seconded by Hostetter if the request meets with the Fire Chief's approval
that this be granted. Motion carried. ,
MODERN HOME BUILDERS, INC.:
A letter was read from City Engineer, C. B. Shain relative to the erection of 24
homes in blocks 152, 153 & 154, Pasco Land Co's First Addition; the cost of sewer
connections, water connections and street grading and graveling; following a dis-
cussion relative to costs, etc., motion was made by Grigg, seconded by Bonnett that
if the regular assessments against all lots are paid according to Ordinance #625,
on 21 or more building sites, that the installation be granted. Motion carried. ,,�c--

REZONING NORTH ONE-HALF, BLOCK HELM'S SECOND ADDITION. R-1 to SHOPPING CENTER:
A letter was read from the Planning Commission Chairman, Pro -tem, stating that
action was duly taken at a meeting July 1, 1949, following a public hearing, on the
above mentioned rezoning, recommending that the petition be granted.
LITTLE PASCO, EASEIrIEIdT DEED: ( Notice of cancellation)
A letter was read from Lt. Col. Paul H. Symbol, Executive Officer, Corps of Engin-
eers, relative to cancelling easement deed on tract indetified by No. 7. Five
cancellation forms were attached for signatures. Motion made by Grigg, seconded
by Churchman authorizing the Mayor and City Clerk to sign, attest and return the
cancellation forms. It4otion carried.
LAWS GOVERNING PARKS & RECREATION:
A letter was read from Donald C. Sampson, I'Iunicipal Research Consultant for the
Association of Washington Cities, setting out laws and administrative power of the
Park Commission.
At this time Bonnett recommended that the City hire a Recreation Director. A
discussion followed relative to contracting with the school board, control of funds,
appointing a board of 5. Mr. Hendler spoke also read a report in conclusion.
(notion was made by Grigg,, seconded by Hostetter that the Recreation be turned to
the Park Board. Itotion carried. A colored map*,of l,iemorial Park was displayed
by Hendler showinC anticipated developments. Mai, was prepared by Jay Robinson, Jr.
EVERETT T(ICKELLER (Letter release of contract)
A letter was read from Everett I,IcKellar also Release of Contract. A question on
installation work was raised by the (Nater Superintendent. I,4cKellar agrees to the
withholding of $75.00 to cover estimate from the Pasco Idachine Company work for
correction. Motion made by Grigg, seconded by Churchman that $75.00 be with-
held as per letter and release of Contract accepted. Motion carried by roll call
vote of six (6).
WATER & SEWER SERVICE, NEVI SCHOOL ON COURT STREET:
A letter was read from Lyle 11eff, Chairman School Board, requesting Water and
Sewer service within sixty (60) days. I,Iotion made by Grigg, seconded by Bonnett
that extension of sewer and water be made with 500 of the actual costs to be paid
b, the School Board and the other 50o by the City. Motion carried by roll call
vote of six (6) .
CALL FOR BIDS•
Motion made by Grigg, seconded by Overlie to call for fids on the extension of the
sewer and water to school, on July 19, 1949. Motion parried by roll call vote of
six (6).

MODERN HOME BUILDERS INC:
Mr. Shain's recommendation relative to sewer and water service extension to Blocks
152, 153 & 154 Pasco Land Cots First Addition was re -considered. Motion made by
Churchman, seconded by Grigg that.call for bids on Water & Sewer Extension to Blocks
152, 153 & 154 be advertised for August 2, 1949. Motion carried by roll call vote
of six (6) .
CLAIM--ELECTA PETERSON.
A letter was read from I.irs. Peterson stating her fence had been damaged to the extent
of $15.00 by Contractor working at Filtration Plant. This was turned to the City
Engineer for check and recommendation.
BUSINESS LICENSE APPLICATIONS:
The following applications were read. I,lotion made by Grigg, seconded by Hostetter
that applications approved by the Police Committee be granted. Irlotion carried.

Mattie Haney's application for dancing at Johnnie's Cafe, 501 So. Oregon, was held
up for approval of the Chief of Police.

A resolution creating a "Parking Tvieter Fund !,,To. 2" for money received from the
Parking Eeters purchased -April 5, 1949 was read. !.,lotion made by Bonnett, seconded
by Overlie to adopt Resolution No. 300. PIotion carried by roll call vote of four.

Motion made by Grigg, seconded by Overlie that Ordinance No. 662 be given the
firtt reading, hlotion carried. Ordinance No. 662 was read. Hotion made by
Grigg, seconded Overlie that Ordinance No. 662 has been given the first reading.
Motion carried.
REGULAR ORDER OF BUSI TESS SET ASIDE FOR 30 MINUTES, BY UNANIMOUS CONSENT:
NO PARKING 165 FEET FROM 4th & LEWIS:
A delegation of business owners were present to protest the removal of Parking
I;Ieters in the above area. Ralph Rogers presented the subject. Each one desiring
to speak was heard from. Some thought that a truck route by-passing the center
of the City would take care of the congestion. Establishing a left turn lane is
favored'b'y the State Highway Department, thus all the space from curb to curb would
be used by the traffic. Twenty-one parking meter spaces would be effected by the
proposed change.
REPORT ON BI -PASS TRUCK ROUTE:
Mr. Shain advises the report is not ready to be presented at this time. Motion
made by Churchman, seconded by Hicks that the problem discussed be held up for
reconsideration.at next regular meeting. Motion carried.

VACATING STREETS AND ALLEYS ITT RIVERSIDE ADDITION:
A letter was read from Scott Roff requesting that South 6th, 7th and Vine Streets
be vacated between Ainsworth and Washington also alleys paralleling Washington
Washington Street in Blocks 19,20 & 21, Riverside Addition to Pasco.
A check in the amount of 75.00 was attached to cover expense. Motion made by
Overlie, seconded by Churchman that a public hearing be held August 2, 1949.
Motion carried.
PARKING I,IETER COURTESY CARDS:
A plan, whereby merchants can place coin in the meter for a customer -to avoid
violation was presented by I�ir. I-:offett of the Chamber of Commerce. This was t
turned to the Police Committee and City Attorney for report at next regular
meeting.
