REGULAR MEETING
PASCO, WASHITdGTON
COUNCIL CHAMBERS
June 21,1949
CALL TO ORDER:
Meeting called to order at 8:10 P. M., Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. S. Churchman, Chas. Grigg,
A. T. Hostetter, H. G. Lake and T. �i. Overlie. Councilman absent was. Raymond
Hicks. City Attorney Orville B. Olson and City Engineer Clarence B. Shain were
present.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
WATER FOLLIES: (J. E. Holliet)
Mr. Holliet requests permission to locate the Nater mollies Carnival, July 23rd
through July 31st, on city property in Block 22 between 2nd and 3rd on Columbia.
Motion made by Grigg, seconded by Bonnett that the request be granted with no
traffic from alley to Columbia on 3rd. Motion carried.
TRUCK ROUTE: (Chamber of Commerce and Civil Affairs Committee)
Mr. Thomas and Mr. 'Tuttle presented a sketch showing truck By-pass Route for
consideration. After the Cobncil reviewed the sketch Motion was made by Bonnett �
seconded by Overlie that this be turned to the City Engineer for study and report
at next regular meeting. Motion carried.
FENCE TO HIGH & ON CITY PROPERTY (Harry Stuurman)
Mr. Stuurman reports that contractor Gibbs obtained a building permit to erect a
fence for him,now he finds fence is to high and four feet on City property.

the fence within side walk line but make it lower to conform with Ordinance.
Itiiotion carried.
PETITION:
MA Saylor spoke for 31 signers protesting the action of the City in removing
parking meters for a distance of 165 feet east and west on Lewis and north on
4th asking that the matter be set for hearing and reconsideration with signers
permitted to attend and state their views. Motion made by Churchman, seconded
by Hostetter that this be turned to street committee and city engineer for study
and report. Motion carried.
PARK BOARD ADVISORY COMIIIITTEE:
Miss Akers spoke for the Committee requesting that the four streets bordering on
the Memorial Park be surgaced. Overlie advises there is no money in this years
budget for this work. Hendler spoke of ball park location also stop signs or
slow signs at each intersection. Motion made by Grigg, seconded by Overlie that
stop signs and 15 mile speed zone signs turned to engineer and street committee
to recommend black topping pr5gram be submitted in 1950 budget. Motion carried.
LON LEEPER: East side development committee.
Mr. Leeper stated at a meeting of the committee property owners request per-
mission to put crank case oil on streets with their own equipment. City Engineer
thinks this would be all right. Motion made by Bonnett, seconded by Churchman
granting permission. Motion carried.

READING OF THE MINUTES:
Set aside.
COMMUNICATIONS:
Call for Bids. (600 tons patching material)
One bid was received, opende and read as follows: From Columbia Asphalt Paving
Company: A -U -sing 5/8" 1,Ainus Crushed Stone, meeting State specifications at
$6.70 per ton. B -using 3/4" Minus Crushed Gravel, meeting State specifications,
at $6.50 per ton.
Motion made by Grigg, seconded by Bonnett to accept the Columbia "sphalt Paining
Cpmpany's bid on 5/8" minus crushed stone at $6.70 per ton, as recommended by the
Engineer. Motion carried by roll call vote of six (6).
JOHN W. CUNNINGHAM & ASSOCIATES: (Release)for McKeller and Venneberg.
A letter from John W. Cunningham & Associates was read stating release of contract
for McKeller and Venneberg were attached, when signed by contractors and returned
the payment of retained percentages should be approved the first meeting in July
1949.
CONCURRENCE TO ORDINANCE NO. 648. Planning; Commission.
A letter was read from the Planning Commission concurring on a permit to erect
an office building of wooden structure at 5th and Ainsworth.

A letter was read from the Chamber of Commerce petitioning the City Council to
project a comprehensive study on additional office space for the business departments
of the city. Ed Hendler spoke relativelio the schools taking over the recreational
program and activities thus releasing the tuilding which could be used for addition-
al needed space. It was mentioned that the Bi -County Garage Building at 3rd &
Clark might be purchased, floor space 80 x 140. Motion made by Grigg, seconded by
Overlie to build a new fire hall. Motion lost by roll call vote of 4 to 2, Grigg
and Overlie voting "Yes". Motion made by Bonnett,seconded by Lake to build a new
City Hall. Motion lost by roll call vote account tie vote. Grigg, Hostetter &
Overlie voting "No:. Motion made by Hostetter that.the City make provisions by
some manner or means to construct ample water storage, that the City Lngineer be
requested to turns in recommendation on financing same. Motion seconded by Grigg
and carried unanimous. Motion made by Churchman to table motion for recommendation
from the City Engineer. Motion withdrawn. Motion made by Bonnett, seconded by
Lake that the building committee be authorized to look into the purchase of build-
ing across the street for $45,000.00 or less and bring in a report. Motion lost
by roll call vote account tie. Churchman, Grigg & Hostetter voting "Nid.
Motion made by Grigg, seconded by Hostetter to table provious motion. Motion lost
account tie vote. Bonnett, churchman and Lake voting "No".

Motion made by Bonnett, seconded by Lake that the Building Committee look into
building temporary building on city property adjacent city hall. Motion lost
account tie. Grigg, Hostetter & Overlie voting "No".
Motion made by Bonnett, seconded by Overlie that the Building Committee look into
the possibility of building a fire station adjacent city hall. Motion carried by
roll call vote of five (5). Hostetter voting "No".
ACCUMULATIVE BUILDING FUND:
City Attorney to give opinion on using this fund for other than City Mall Building.
METER SPACE CHANGED TO LOADING ZONE:
A request that one meter space be changed to loading zone at 208 No. 4th, signed
by A. M. Putra, Harold Olson, von Skill and YV. L. Granger. Motion made by Grigg,
seconded by Hostetter that this be turned to City Engineer and Police Department.
LOADING ZONE: Tri -City Nash, 323 W. Clark
A letter was read from Richard W. McFarland requesting a loading zone adjoining
present driveway. Motion made by Grigg, seconded by Hostetter that this be turned
to the City Engineer and Police Committee for recommendation. Motionrcarried.
FEDERAL WORKS AGENCY: (Library Room --Recreation Building.)
A.letter was reed from the Division Engineer's Office, serving notice of renewal of
lease for a period from July 1, 1949 to June 30, 1950, on Library Room at the
Recreation Building now being used by the "'elective service Board. Motion made
by Overlie, seconded by Bonnett empowering the Mayor to sign renewal Lease.
Motion carried.
NAVAL AIR BASE: ('Inactive)
A letter was read from Naval Air Station. C. J. Nash stating this station is now
in an inactive status but has not been declared surplus to Navy needs.

Lease covers 4 rooms in the Administration Building at Pasco Air Port. Regarding
foot note relative to Mayor's authority to sign, City Attorney to answer letter.
RODENT PROBLEM AT DUMP:
A letter was read from Paul Sauers desiring to exterminate rats. Notaction taken.
State Health Office to send rodent control crew to this area and instruct city
employees how to keep rodents under control.
APPOINTMENT: Charles 'Tudor, M. D., District Health Dfficer.
A letter was read from Mayor Beck appointing Charles Tudor as District Health
Officer, beginning at once. Complying with recommendation of Dr. Kahl of the state
Department of Health.
SECURING TITLE TO IJAvY AIR BASE --Pasco
A letter was read from Warren G. Magnuson stating he would bring this matter
officially to the attention of the navy Department and reply as soon as possible.
At this time Councilman Lake was excused.
DISTRICT HEALTH DEPARTMENT:
Dr. Tudor submitted area actiVity report for April and May 1949 also requirements
set out for Frank Coles Trailer Camp.

A letter was read from Ralph W. Kerslake, District Traffic Engineer regarding the
parking restrictions on such streets (State Highways).

Motion made by Bonnett, seconded by Churchman that the City Treasurer be authorized to
make the above refunds. Motion carried by roll call vote of five (5).
PETITION:
PETITION TO CONSTRUCT CURBS AND SIDEWALKS ON TIME STREETS FRONTING ON
LOTS 17, 18, and 19 of BLOCK 2, OTKEEFE'S SECOND ADDITION TO PASCO,
WASHINGTON.
Forming local improvement district to cover cost.
BUSINESS LICENSE APPLICATIONS:
Applications as follows were read. Motion made by Overlie, seconded by Bonnett
that applications approved by the Committee be issued. Motion carried.

this be held up and turned to Police Committee for recommendation at next regular
meeting. Motion carried.
)IRECKING YARD --NORTH ARTHUR.
Mr..aShain reports on wrecking yard. Account existing before annexation can not be
abated as a Nuisance; has a high fence to shut off view of tangled wreckage scattered
on the property. He recommends the proprietor be urged to plant shrubbery around
the fence.
