City Epgineer were also present.
READING OF THE MINUTES:
Minutes of the meeting held May 17, 1949, were -read and approved -as read.

APPOINTTv1E1\TT--DOG CATCHER (James F. Haun)
A letter was read from 1Iiayor Beck appointing James F. Haun as special Police Officer
to act as Dog Catcher, effective June 1, 1949. Salary to be $200.00 per month for
a period of three (3) months. kotion made by Bonnett, seconded by Churchman that
the appointment be accepted. Motion carried.
APPO-NTMENT: PARK COIYMISSIONER (Ed. Hendler)
A letter was read from 1:ayor Beck appointing Ed Hendler as a member of the Park
Commissioh. Hotion made by Grigg, seconded by Lake that the appointment be accept-
ed. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE.By Unanimous consent.
BIDS:
SURFACING PARKING AREA AT SWIMMING POOL
Two bids were received, opened and read as follows:
Central Asphalt Paving Company Total bid price $2,727.21
L. W. Vail Company 31478.23
L. W. Vail Company revised bid 31179.71
Mr. Shain to study bids and make -recommendation later in the meeting.
STOCK PILE PATCHING I!'IATERIAL:
One bid was received opened and read as follows: L. W. Vail Company
Our bid covers es*e-r-s taking aggregate from stock pile, mixing and re -stockpiling
in same location, price per ton $3.25 or $4.87 per yard. If mixed at stock pile
and trucked to location, using our truck, an additional 20 S will be added.
Motion made by Bonnett, seconded by Churchman that this bid be rejected and re -
advertised -e -n call for bids to be received Tuesday, June 21, 1949 on 400 cu. yds.

HOUSE NUMBERS; STREET IDENTIFICATIONS (L. Leeper)
Mr. Leeper spoke of the need of correct house numbers and street names. He was
advised to write to the City Planning Commission.
ED HENDLER: Recreation facilities and funds.
Mr. Hendler made inquiry as to what jurisdiction the Park Board would have over the
recreation,if any. Olson recommended that the Board take care of Parks with the
present budget as arranged. The school board and recreation committee have
arranged a meeting with a member of the State Department of'Education and this will
more or less decide future action to be taken on recreation: City Clerk to re-
quest information from the Association of Washington CitieB as to how other cities
of this class are handling this operation.
MILLER METERS: Representative Mr. Groves.
Mr. Groves spoke about modernizin the meters now in operation while the installation
crew is on location at a cost of 99.77 per meter, as stated in proposal of March
252 1949. The Police Committee recommend that this work be done and contract ex-
tended to cover the payment. l+iotion made by Churchman, seconded by Lake to accept
the recommendation cif the police committee. Motion carried by roll call vote of
six (6). Hostetter voting "No".
BUILDING AT PORT SITE: (Scott Roff)
Mr. toff spoke to the council relative to constructing a frame -stucco office build-
ing at 5th and Ainsworth. lViotion made by Bonnett, seconded by Lake that the
Building Inspector be instructed to issue building permit for frame structure at
5th and Ainsworth. Motion carried. _..
TEMPORARY CITY HALL BUILDING --ENGINEERING CREW AND EQUIPMENT (C. B. Shain)
A letter was read from C. B. Shain, under date of May 13, 1949, recommending the
construction of a temporary building for additional office and filing space and the
installation of an Engineers office with crew and equipment. Approximately 8,000
sq ft. are needed at this time. The Mayor appointed the entire council as a
committee to %tudy and report at next meeting. Motion made by Bonnett that the
City Engineer submit suitable plans for new building. Motion withdrawn.
Committee meeting to be held June 14, 1949.

MURPHEY FAVRE MORTGAGE COMPANY:
A letter of May.26, 1949 from C. E. Frey to Mr. C. B. Shain was read relative to ext-
ending water service east on Lewis to Avery's Addition. They comtemptlate building
twenty-two (22) low.cost houses.. Following a discussion b'lotion was made by Hostetter
that if present line on East Lewis Street is eight inches or over, extending from
Hugo to Fairview on Lewis, north on Fairview to George, be made, providing and upon
payment of X4,777.00, showing building permits and F. H. A. Committments. Mayor to
submit letter. 1,,lotion seconded by urigg. Carried by roll call vote of seven (7).

BIDS: WATER LINE EXTENSION.
Motion made by Gri g, seconded by Lake that bids be called June 21, 1949 on water
main extension on P-ast Lewis to Avery Addition. Specifications to be furnished by
City Engineer of Water Department Manager. Motion carried by roll call vote of
seven (7).
REGULAR ORDEI; OF BUSINESS RESUMED: By unanimous consent.
BIDS: Swimming Pool surfacing accepted.
i1�Sllain reports on bids turned to him for study and recommends that the Central
Asphalt Company's bid in the amount of X2,727.21 be accepted. Motion made by Grigg
seconded by Overlie that the recommendation of the City Engineer be accepted.
Lotion carried by roll call vote of seven (7).
RECALL: FOR BIDS ON STOCK PILE.
Mr. Shain suggested that we re -advertise for bids on stock piled patching material.
Motion made by Bonnett, seconded by Churchman that bids be called June 21, 1949
on 400 cu. yds. patching material. Motion carried by roll call vote of seven (7).
J. A. KAHL, M. D.
A• letter was read from Dr. Kahl, acting state director of health., stating that he
would arrive early in the morning of June 8th. Meeting of the Council to be called
at 10:00 A. M., June 8th, at the City Mall.
PARKING RESTRICTED: Fourth & Lewis, for left hand turn.
A letter was read from C. B. Shain relative to the Department of Highways installing
left turn storage lane;; at 4th & Lewis. This installation would restrict parking
165 feet on both sides of street, east and we'at from light on Lewis and north on 4th.
Motion made by Churchman, seconded by Bonnett to restrict parking east, 'vest and Re
north at 4th and Lewis as indicated, soon as lights are installed. Motion carried.
JAMES CONSTRUCTIGN COMPANY: Release $1,000.00
A letter was read from the James Construction Company regarding the remaining
X1,000.00 withheld fvr final test. A letter from John W. Cunningham and Lssociates
to the Mayor and Council with figures.on costs and will furnish forms of release
for retained 15%. A copy of letter from ltlyron Radelmiller to John W. Cunningham
& Associates issuing complaints as follows: Alum and lime dispending machine, both
causing constant trouble, also tremendous leakage in No. 8 Pump in the river pump
house.
