Meeting called to order at 8;x00 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:

REGULAR ORDER OF BUSINESS SET ASIDE: By Unanimous consent.
POPPY DAY:
Ivlr .Tom Bowman introduced Mrs. Devereaux and Pers Gregory of the Veterans of
Foreign Wars Post. They presented a poppy to each official and asked the
Mayor to proclaim May 27 and 28th as'$uddy Poppy Days". They are to prepare
a proclamation for the Mayor's signature.
OILING ALLEY:
Mr. Dan Kerr and Andy Monaca expressed interest in knowing why the alley
in Block 8, Gerry's Addition could not be oiled at the city's expense; they
were informed that the budget did not make an allowance for this expense.
PETITION: BILLY'S WAGON
A petition was presented by Mike Cooney signed by 395 interested persons
petitioning the Council to permit Bill Towne, proprietor of Bill's Wagon,to
continue and maintain business on the streets of Pasco as long as it is
necessary for him to do so to earn enough money to start a small business.
IJir. Shain stated that the State Highway Department had control of all the
primary highways through the city, effective as of April 1, 1949.

READING OF THE MINUTES:
Minutes of the meeting held May 3, 1949 were read and approved as read.
COMMUNICATIONS:
Park Board: Appointments.
Mayor Beck submitted the name of Francis IVI. Connor as a member of the Park
Board. Motion made by Grigg, seconded by Overlie to accept -Connor's appoint-
ment. Motion carried. Also submitted to act on the Park Board was A. F.
Sylvester. Motion made by Donnett, seconded by Hostetter to accept Sylvester's
appointment. Motion carried. Frank Bresco's name was also submitted by the
i`'iayor as a member of the Park Board. Motion made by Grigg, seconded by
Overlie to accept the Mayer -Le appointment. Motion carried.
BUSINESS LICENSE APPLICATIONS:
The following applications were read and approved. Motion Ro made by Grigg

The Riverview Garage & Wrecking Yards application (on No. Arthur) in the
annexed territory was turned to Mr. Shain for inspection and report.
FILTRATION PLANT: James Construction Company
A letter was read from John W. Cunningham & Associates stating that the
James Construction Company.has completed satisfactorily all of the work re-
quired on the Plant and recommend that the $1,000.00 withheld from the final
estimate be paid. Motion made by Grigg, seconded by Overlie accepting the
recommendation. Voucher to be forwarded James Construction Company.
Motion carried.
J. A. KAHL, M. D.
A letter was read from Dr. Kahl stating,that he would be able to meet with
the Mayor and Council on June 8, 1949 and should the Council desire a meeting
before that time another Doctor would be available.. Mayor Beck to answer
letter and request that Dr. Kahl meet with the Council on June 8, 1949.
SWIMMING POOL -- Black topping.
A letter was read from the City Engineer, C. B. Shain, containing details
of estithate on cost of black topping surface of parking area around the

Swimming Pool which in total is $2,407.57. Motion made by Grigg, seconded by
Overlie that the city Clerk call for bids June 7, 1949, and Engineer to furnish
specifications. Motion carried by roll call 'rote of seven (7).
POST OFFICE PARKING SPACE (Planning Commission)
A letter was read from the Planning Commission recommkndiq that two or three
spaces -be provided on either side of the Post Office for day and night parking.
No action taken.

PARKING*LOT ADJACENT CITY HALL
Merchants black topping this area,for convenient parking was discussed but
no action was taken.
REPORTS FROM COMMITTEES:
VOUCHERS ON POLICE CARS (Held up)
Bonnett recommends that uouchers be paid as passed b y the Committee, also
that repair work be contracted by call for bid or some other method. This
was turned to a committee --Hostetter, Bonnett and Hicks to work out a
system.
LOUD SPEAKERS:
Churchman reports complaints on the use of loud speakers. This was turned
to the Police Committee for recommendation.
GRAVEL SPILLED ON STREETS:
Reported by Mr. Shain, to be damaging the streets. He was advised that there
is an Ordinance covering this and he was authorized to handle.
SEWER CHARGE:
Sewer charges and delinquent payments were discussed. City Attorney requests
copy,of Attorney General's letter on this subject. City clerk to fbrnish
copy, and City Attorney to furnish an opinion.
DISASTER AND RELIEF BOARD:
Mayor Beck appointed C. B. Shain to take charge of the Board with Young Smith
and 0. H. Olson as members also Fred Huber.
BUDGET REPORTS:
The City C1e rk furnished each member a.budget copy of all departments.
READING OF ORDINANCES:
Ordinance No. 659.
AN ORDINANCE PROVIDING FOR THE AWEXATION TO THE CITY OF PASCO A PORTION
OF SECTION 21 TOWNSHIP 9 NORTH, RANGE 30 EAST W. M.
Motion made by'urigg, seconded by Overlie that Ordinance No. 659 be given
the first reading. Motion carried by roll call vote of five (5). Bonnett
nd Hostetter voting "No". Ordinance No. 659 Was read. Motion made by
hurchman, seconded by Lake that Ordinance No.' 659 has been given the first
reading. Motion carried.
Motion made by Bonnett, seconded by Hostetter that the meeting adjourn.
Motion lost by roll call vote of four (4). Bonnett, Hostetter and Lake voting
"Yes":.

the second reading by ittle only. Motion carried by roll call vote of four

be given the first reading. Motion carried. Ordinance No. 660 was read.
