CALL TO ORDER: Meeting called to order at 8:06 P. M. Honorable Mayor John Beck
presiding.
ROLL CALL: By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman, Charles
Grigg, Raymond Hicks, A. T. Hostetter, H. G. Lake and T. G. Overlie also City
Attorney, Orville B.101son and City Engineer, Clarence B. Shain.
READING OF THE MINUTES:
BILLS:
Minutes of the meeting held April 19, 1949 were read --on Page 1560,
under Health Department (prorated) to supersede the word monthly,following
this correction the minutes were approved.
HEALTH DEPARTMENT --$2,000.00
The method of paying the additional $2,000.00 pro -rated, over a period
of six months was discussed. City Attorney to check and render an opinion.
CU3r?,;ent bills against the City as follows, authorized. Motion made
by Bonnett, seconded by Churchman that all vouchers properly signed and approved
be allowed. Motion carried by roll call vote of six (6).
Vouchers held up were discussed, Motion made by �hurehman, in view of
the fact that a question has been raised, account excess cost of Police car
repairs and maintenance, these vouchers to be turned to Police Committee for
investigation and report. Motion seconded by Hicks and carried.

CAMPFIRE GROUP:
A7 -letter was read., requesting permission to sell wooden articles made by boys
of the State Training School. Motion made by Overlie, seconded by Lake that the
request be granted. No license required. Motion carried.
FENCE DAMAGED (W. TUTTLE)
A letter was read from M3s. Tuttle, stating that her fence had been damaged by
McKeller's workman, near the Filtration Plant, cost of damage $15.00. Mr. Rice
will take this up with Mr. McKellar, through John W. Cunningham & "ssodates.
REFUND --200.00 HOD CARRIERS BUILDING & COMMON LABOR LOCAL #348
Local No. 348, having removed the hutment from location on West Clarke, now
request the refund of their deposit. Motion made by Grigg, seconded by Bonnett
authorizing refund upon return of the Treasurers receipt. Motion carried.

REGULAR MEETING COUNCIL CHAT.IBERS Mav 3. 1949
DAY LIGHT SAVING TIME:
A. letter was read from the Brotherhood of Railway & Steamship Clerks,
expressing their sentiments as being opposed to again starting a day light saving
movement.
NAVY BASE (Boilers deteriorating)
A letter was read from F. B. Johnson relative to nonuse of boilers and o
other appurtenant equipment in the central heating plant and releasing as surplus
property at the Base. A discussion was entered into relative to obtaining owner-
ship of the Base. A committee was appointed by the Mayor, Fred Huber, Del Isaacson
Chas. Grigg, Harry Custer and Clarence B. Shain to negotiate for acquisition.
Motion made by Lake, seconded by �hurchmal to accept the Mayor's appointment.
Motion carried. Mayor Beck to answer F. B. Johnson's letter. Clerk to furnida
copy of letter to members of the committee.
DUNCAN METER CORPORATION (AGREEMENT)
A letter was read from the Duncan Meter Corporation acknowledging the
receipt of the Parking IVieter Lease Agreement and returning the City's copy.
TEMPORARY DYKE (Letter J. V. Rogers)
A letter was read from Mr. Rogers, relative to flood control relief
appropriation and necessary steps in making -application for assistance, connection
with the construction of a temporary dyke. Mr. Shain submitted a blue print of
the N. P. property and read letter attached from J. T. More, Industrial Agent.
He is to indicate dyke location and return print to 14rr. McCall.
EQUIPMEWT:
A letter was read from the Western Equipment Company regarding the sale
of three (3) shovels. No action taken.
PAVING ALLEY --BLOCK 82 GERRY'S ADDITION.
Mr. Shain advises he has inspected this alley. The cost of oiling
would be approximately $400.00 and recommends.that the work be done if financed
by the prop@rty owners. Motion made by Overlie, seconded by Churchman to accept
the Engineer's recommendation. Motion carried.
VACATING.NORTH & SOUTH ALLEY'S --Blocks 24 & 25, Helm's Second Addition.
Mr. Shain advises that he has inspected the above locations and recommends
that the petition be denied, account future usefulness to the City. Motion made
b3 Hostetter, seconded by Lake to accept the Engineer's recommendation. Motion
carried.
BIDS TO PURCHASE CRUSHED STONE (Authorized)
The City Engineer requests the authority to purchase 400 cu. yds. crushed
stone material agerate to mix with oil for patching material, also to contract for
mixing 600 tons bituminous patching material of M. C. 2 grade asphalt, for stock pile.
Motion made by Overlie, seconded by Churchman authorizing both requests and that call
for bids be held June 7, 1949. Motion carried by roll call vote of seven (7).
REPORTS FROM C01,1IITTEES:
Mr. Hostetter reports for Committee that Ordinance No,, 625 not be amended
at this time. Ordinance to stand as is until Mr. Shain investigates operating cost
of water department. Motion made by �'hurchman, seconded by Lake that this recommend-
ation be accepted. Motion carried.
WATER TANK SITE:
Bonnett recommends that the City sell two lots adjacent the City Hall and
purchase a water tank siteland installation. Motion made by Fake, recommending
that this be tabled for further study. Motion withdrawn. Motion made by Church-
man that this be turned to property and building committee with recommendation they
confer with City Attorney and City Engineer and report. Motion seconded by Hostetter
and carried.
RECREATION HALL:
The Recreation Committee had a meeting with the School Board, relative to
assisting with Recreation program they.report a representative from the Department
of Education will be here soon and will assist in working o,,t a plan. Motion made
by Grigg, sedonded by Hostetter that the Recreation Committee and Park Committee
negotiate with the School Board regarding the Recreation center. Motion carried.
Salary of Painter has deppleted the Salary of Leaders in the budget. Motion made
by Overlie, seconded by �%hurchman that the painters salary be deducted from Building
repairs. Motion carried by roll call vote of seven (7). -
SWIMMING POOL:
Oiling street and parking place joining the building was discussed.
Motion made by Lake, seconded by Hostetter that the City Engineer investigate the
portion to be oiled, cost, etc. Motion carried.

CENTRAL WASHINGTON FIREMEN'S ASSOCIATION:
A.letter was read from Wayne Schoonover, Secretary, regarding a mutual
Aid Plan, to render and receive assistance in the event of dire emergencies.
Motion made by Grigg, seconded by Churchman that the City Engineer be authorized
to negotiate with the Association. Motion carried.
POLICE PROTECTION AT NAVY BASE:
Police protection, same as within the City was discussed. City Attorney
to render an opinion.
TREES:
Moving trees from parking on West Lewis between 6th & 7th was turned to
the City Engineer.
SEA PLANE LANDING:
E. B. Smith made a request through Councilman Lake to acquire a landing
space on city property near bridge, City Engineer to check.
DAIRY QUEEN STORE: 3rd & Nixon
Ray Taylor paid for a license in 1948 to operate but building was not
completed until 1949. Motion made by Grigg, seconded by Overlie that the Business
license be issued on the 1948 receipt. notion carried.
,READING OP=ORDINANCES:
ORDINANCE NO. 655:
AN ORDINANCE TO AMEND ORDINANCE NO. 435 ENTITLED "AN ORDINANCE
TO REGULATE ANDFE.STRICT THE LOCATION AND USE OF BUILDINGS AND
THE USE OF LAND WITHIN THE CITY OF PASCO, WASHINGTON: TO LIMIT
THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE
OF YARDS AND OTHER OPEN SPECES AND FOR THESE PURPOSES TO DIVIDE
THE CITY INTO DISTRICTS" BY ADDING THERETO A NEW SECTION TO BE
KNOWN AS SECTION 15A, RELATING TO THE USE OF THE LAND AND COMP-
LETION AND RESTORATION OF EXISTING BUILDINGS AT THE TIME SUCH LAND
AND BUILDINGS THEREON ARE ANNEXED TO THE CITY OF PASCO.
Motion made by Grigg, seconded by Churchman that Ordinance No. 655 be
given the second reading by title only. Motion carried. Ordinance No. 655
was read by title. Motion made by Overlie, seconded by Churchman that Ordinance
No. 655 has been given the second readin by title. ' Motion carried. Motion
made by GrIgg, seconded by Overlie that rdinance No. 655 be given the third
reading. Motion carried. Ordinance No. 655 was read. Pliotion made by Grigg

No. 655 be adopted. Motion carried by roll call vote of five (5).
ORDINANCE NO.656:
AN ORDINANCE REPEALING ORDINANCE NO. 511 AND BEING AN ORDINANCE
RELATING TO THE LICENSING OF DOGS, FIXING PENALTIES FOR THE
VIOLATION THEREOF.
Motion made by Griggs seconded by Lake that Ordinance No. 656 be given
the third reading. Motion carried. Ordinance No. 656 was read. Motion made
by Grigg, seconded by Overlie that Ordinance No. 656 has been given the third
reading. Motion carried. Motion made by Grigg, seconded by Lake that Ord-
inance No. 656 be adopted. Motion carried by roll call vote of six (6).
ORDINANCE NO. 647:
AN ORDINANCE DECLARING AN EMERGENCY TO EXIST IN THE CITY OF PASCO
AND APPROPRIATING $2000.00 FOR A FUND TO PROVIDE FOR ADMINISTRATION
AND ENFORCEMENT OF ORDINANCES RELATING TO THE LICENSING OF DOGS IN
THE CITY OF PASCO.
Motion made by Grigg, seconded by Churchman that Ordinance No. 657 be given
the third reading. Motion carried. Ordinance No. 657 was read. Motion made
by Grigg, seconded by Churchman that Ordinance No. 657 has been given the third
reading. Motion carried. Motion made by Grigg, seconded by Churchman that
Ordinance No. 657 be adopt4d. Motion lost. Bonnett, Churchman, Grigg and
Overlie voting "Yes" and Lake and Hostetter voting "No". A discussion followed,
Hostetter stated the dog cAtcher would have to be deputized as a special police
officer and could be appointed for a four (4) month's period, then the partner
could be appointed also that there is ample funds in the Police budget for the
salaries. Opinion to be rendered by the City Attorney.

COMMISSIONERS, QUALIFICATIONS AND SALARY OF SUCH COMMISSIONERS.
Motion made by Grigg, seconded by Lake that Ordinance No. 658 be given the
second reading by title. Motion carried. Ordinance No. 658 was read by title.

CONVENTION:
.Association of Washington Cities Convention Bulletin #4 was .read regarding
the convention to be held in Hoquiam, June,10-11 and urge that as many as possible
attend the meeting. Mr. Shain expressed his intention of attending.
