ROLL CALL: By Clerk. Councilmen present, L. E. lsonnett, C. S. Churchman, Cha's. Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. Councilman H. G. Lake was abscent. City attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE, by unanimous consent. PUBLIC HEA RING: On vacating North & South Alley in Block 3 and 4, Helm's Second Addition Notice of hearing set for this"date was read, whereby Guy T. Richards and Anna Richards request that the alleys running north and south in Blocks 3 and 4, Helm's Sedond Addition to Pgpco, Washington, be vacated. The City Engineer reports that this property will,have significent future use to the City and recommends that the petition be denied. Motion made by Bonnett, seconded by Hostetter to accept the recommendation of the City Engineer. Motion carried by unanimous consent. OILING ALLEY --BLOCK 8 GERRY'S ADDITION. Dan Kerr, Andy Monica and others request that the alley in Block _8 be oiled, account traffic caused by garage located at alley on 4th Street. Motion made by Bonnett, seconded by Churchman that this be turned. to the City Engineer. Motion carried. They also complained that the sidewalk in front of the garage and alley are often blocked by parked cars, they were advised to call the Police Department. Bonnett said that he would speak to McKibbin about this. WATER EXTENTION TO OCTAVE STREET: Mr. Burge requests water service extended to blocks 2 and 3, Sylvester's Second Addition to Pasco, Washington. Extending from present service in Aurelia at alley between Henry and MargarOt to the North was mentioned as feas- ible and at same time install service for School Building. Motion made by Hostetter, seconded by Grigg that water be extended to Mr. Burges' property, Block 2 and 3, Sylvester.'s Second Addition, upon proper payment. Motion carried by roll call vote of six (6). FILTRATION PLANT: Mr. Rice, resident engineer for John Wt Cunningham & Assosiates,-reports that contractor 14cKeller has not finished, neither has Venneberg. McKeller has more drag linework to be done on the grounds --according to contract he is to instruct an operator for two weeks until considered competent. Electrical items not large. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent. READING OF THE MINUTES: Minutes of the meeting2 held April 5, 1949, were read and approved. COMMUNICATIONS: CEILING LIGHT PROJECTOR --AIRPORT A letter was read also license from United States of America Weather Bureau, granting license for ceiling light projector at the Pasco Municipal Air Port. Form 5051 to:be filed. NORTHERN PACIFIC SENAGE: A letter to A. T. Hostetter from Bernard Blum, Chief Engineer for the Northern Pacific Railway Company was read, stating that they will make an investigation on oil and grease passing through the City Sewer System and advise as soon as possible. DRAGLINE FOR SALE --(DAN LOVE) A letter was read from Mr. Love offering for•sale one, 2 yd. Dragline. This was turned to the City Engineer to investigate and report. APPLICATION -- DOG CATCHER: (G. 0. Schultz) Mr. Schultz''s application was read and ordered filed. A. Pattison & J. F. Hawn's application was read at this time, a discussion followed regarding Emergenpy Ordnance and setting up this program under the Police Department. ORDINANCE N0. 656 AN -ORDINANCE REPEALING ORDIEANCE #511 AND BEING AN ORDINANCE RELATING TO THE LICENSING OF DOGS, FIXING PENALTIES FOR THE VIOLATION THEREOF,, AND PROVIDING FOR A FUND OF $2000.00 FOR ADMINISTERING THE SAME, AND DECLARING AN EMERGENCY TO EXIST THEREFOR. Motion made by Grigg, seconded by Churchman that Ordinance No. 656 be given the first reading. Motion carried by roll call vote of six ('6). Ordinance No. 656 was read. Motion made by Grigg, seconded by Hostetter that Ordinance No. 656 has been given the first reading. Motion carried. PASCO, WASHINGTON LAR MEETING ( CONT ) COUNCIL CHAMBERS APRIL 19, 1949 Motion made by Grigg, seconded by Churchman that Ordinance No. 656 has been read the second time by title. -Motion carried. City Attorney to make ammend- ments by separating Dog Warden's Ordinance from Emergency Ordinance. ORDINANCE•NO. 657: Emergency Ordinance, setting up $2,000.00 to operate Department of DTg Warden. Motion made by Grigg, seconded by Bonnett that Ordinance No. 657 be given the first reading. Motion carried. Ordinance No. 657 was read. Motion made by Grigg, seconded by Churchman that Ordinance No. 657 has been given the first read- ing. Motion carried. BIDS ON SULPHATE OF ALUMINA: (Filed to the Water Department) Bids called for this date. One bid was received, opened and read as follows: Sulfate of Alumina, Std. Ground, Packaged in 100 pound bags .... $34.00 per net ton. F. 0. B. Nichols, California in minimum carload quantities of 15 tons or more. Terms net 30 days. Motion made by Grigg, seconded by Churchman that this be turned to the City Engineer with power to purchase. Motion carried by roll call vote of six (6). PETITIONS: Water service to Holt's Addition. A petition signed by six (6) propety owners, was read petitioning for water service to Holt's Addition.- Motion made by Hostetter that area between Agate and Pearl on Hawthorne be served with water . Motion seconded by Bonnett. Carried by roll call vote of -five (5). Hick's was out of the room. TO VACATE NORTH & SOUTH ALLEY'S IN BLOCKS 24 and 25 HELM'S SECOND' ADDITION TO PASCO, WASHINGTON. Four property owners in the above described blocks request that the North and South Alley.be vacated. Motion made by Grigg, seconded by Overlie that this be turned to the City gngineer for consideration and report. Motion carried. VACATING NORTH & SOUTH ALLEY IN BLOCK 6, HELLS SECOND ADDITION. City Engineer's letter was read,recoznmeridi��hat alley not to be vacated. Motion made by Churchman, seconded by Hostetter approving recommendation of the City Engineer. Motion carried. VACATING GRACE STREET: Requested by T. F. McCarty. The City Engineer's letter was read. By unanimous consent this was tabled. U.S. 0. BUILDING INSURANCE: A letter was read from L. R. Durkee regarding Insurance on the Recreation Building. Motion made by Bonnett, seconded by Overlie to turn this to the Finance Committee. ' Motion carried. REPORTS FROM OFFICERS: PARKING METER BID (Duncan Miller Corporation) Bringing present meters up to date with new meters as per proposition submitted in their bid at a cost of $9.77 per Meter for over all service. The Police Committee recommended that this part of the bid be accepted. Motion made by Grigg to accept the Committee's recommendation. Motion died for want of a:; second. SERVA CAR: (Police Department) The Pasco Motor.Supply have a serva car and would consider trade in of Motor Cycle. The Committee recomrnerids a call for bids on serva car with trade in of Motor Cycle. Motion made by Churchman, seconded -by Overlie to accept the recommend- ation of the Committee. Motion carried by roll call vote of four (4). Hostetter and Hicks voting `No`:!". City Attorney to furnish opinion. HEALTH DEPARTMENT: Several letters were read addressed to the Mayor complaining that they were unable to obtain health cards or sanitary inspection from the Health Department. Following a meeting with the County Commissioners and the County Health Board an agreement was entered into with Dr. Tudor and the Bi -County 17ealth Board, where by the City of Pasco proposes to give $2,000.00 more to the Bi -County Health,prorated monthly starting July 1, 1949. Bi -County "ealth to furnish full service to City including at least one inspection a week to East Side Trailer Camps and Cafes. Bi -County Health agrees to call city Health Committee and go over proceedings before any abatement is taken. The Health Committee recommends that this proposal be accepted. Motion made by Churchman, seconded by Hicks.to accept the Committee's recommendation. Motion carried. Hostetter voting "No". Hostetter suggested waiting for opinion from the State. n pasco, washington COUNCIL CHAMBERS APRIL 192 1949 PROPOSED DYKE REQUEST: X1561 A letter was read from the City Engineer, Mr. Shain, containing his report .as requested, giving size, to be effective and cost to be $5,713.28 and recommending that the risk of flood this yoitr is not sufficient to warrant such an expense. Motion made by Churchman, seconded by Overlie that the City Attorney apply for an easement from the Northern Pacific Railroad Company. Motion carried because, the dyke if constructed would be partly on Northern Pacific propetty. CITY STREET EQUIPMENT: A letter was read from the City Engineer relative to a 1947 Gallion pmrtable roller for sale in Spokane for $1500.00. No action taken. OFFICE CHAIRS: (Purchase) Motion made by Bonnett, seconded by Overlie that a posture chair be purchased for the Water Department Office. Motion carried by roll call vote of six (6). Motion made by Overlie, seconded by Hostetter that an elevated chair be purchased for the City Clerk's Office. Motion carried by roll call vote of six (6). ORDINANCE NO, 651: AN ORDINANCE AMENDING ORDINANCE NO. 625', BEING AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A SEWAGE DISPOSAL PLANT. THE METHOD AND MEANS OF FINANCING ITS CONSTRUCTION. PROVIDING FOR THE APPOINTMENT OF ENGINr:'. EERS TO DRAW PLANS AND SPECIFICATIONS OF SEWAGE PLANT AND CONNECTING LINES. THE REVISING OF EXISTING WATER RATES TO RAISE WATER REVENUE APPROXIMATELY $252000.00 TO -PAY FOR INTEREST, BOND REDEMPTION AND OPER- ATION OF WATER FILTRATION PLANT. PROVIDING FOR THE EXTENTION OF SEWER AND WATER LINES AND ESTABLISHING THE MANNER OF PAYMENT OF SAME. THE PAYMENT OF SEWER AND WATER CONNECTION OR HOOK-UPS. REQUIRING.:THE HOOKING UP OR CONNECTING WITH SEWER AND CREATING A LIEN ON PROPERTY WHERE CITY MAKES HOOK-UP. . CREATING A FUND FOR SEWER EXTENSIGNS. THE REGULATING AND INSTALLATION AND USE OF SEPTIC TANKS, CESSPOOLS AND OUTSIDE TOILETS. THE REPEAL OF SECTION ONE (1) OF ORDINANCE NO. 371 AND SECTION TWO P2)., RULE 2, PARAGRAPH "A" OF ORDINANCE NO. 572. Motion made by Churchman,s econded by Overlie that this be turned to the City Engineer and Water Committee to work out with the City Attorney for amendments. Motion carried. BUSINESS LICENSE: (B. Kellerman) Mr. Kellerman's business license application to operate a Bingo Game at 502 So. Oregon was submitted. Motion made by Grigg, seconded by Hicks that the license be issued. Motion carried. PAINT -- j4AVY BASE: City Engineer reports that numerous breaks in buildings must be repaired.• Airport manager to measure areas so that jobs may be set up in conformance with the statutes. CURBS ON 10th STREET: City Engineer recommends setting curbs back to side walks on 10th Street, Sylvester and Yakima from 4th to 5th. Motion made by Grigg,seconded by Overlie to accept the.recommendation. Motion carried. ORDINANCE NO.658: AN ORDINANCE PROVIDING FOR A BOARD OF PARK COMMISSIONERS, THEIR MANNER OF APPOINTMENT, TERMS OF OFFICE, AND DUTIES TO BE PERFORMED BY SUCH COMMISSIONERS, QUALIFICATIONS AND SALARY OF SUCIi COMMISSIONERS. Motion made by Grigg, seconded by Hostetter that Ordinance No. 658 be given the first reading. Motion carried. Ordinance No. 658 was read. PARTITION THROUGH COUNCIL CHAMBER: Installing a temporary partition through Council Chamber, approximately 12 feet from east wall was requested by the City Engineer for more office space. Motion made by hicks , seconded by Grigg, that this be allowed. Motion carried by roll call vote of six (6) . Flie-DepartmentDvolunteering to make installation. BUDGET REPORTS: City Clerk furnished each member a monthly budget copy of all departments.
