presiding.

Minutes of the meeting held March 15th and March 22nd were read and
approved.
BILLS: Current @Kpenee bills against the City were read as follows. Motion
made by Bonnett, seconded by Lake that all vouchers properly signed and approved

Representative for the Rhodes Dieter was present. He made inquiry of Council-
man Grigg if his b;d had been received, was errouneously informed it had. Motion
made by Hicks, that without precedent and being the Representative attempted to check
on his bid, that his copy be considered --The Mark -Time Rhode Master "49 Parking
Meter. Motion seconded by Lake and carried.
M. H. Rhodes, Inc. Bid mailed but not received.

Meters, same type as now in operation here. Motion made by 't at toe recommend-
ation of the Police Committee to purchase 225 Duncan Miller Parking Meters, manually
operated, price $73.509 delivered and installed, be accepted. Motion carried by
roll call vote of four (4). Hostetter and Overlie voting "No".
VETO ORDINANCE NO. 639:
AN ORDINANCE DEFINING ViHAT CONSTITUTES WATER CHARGES IN
THE CITY OF PASCO, PROVIDING A METHOD OF ENFORCING COLD
ECTIONS THEREOF AND REPEALING ALL ORDINANCES AND PARTS
OF ORDINANCES IN CONFLICT THERE'TJITH.
A letter was read from IViayor John Beck, under date of March 29, 1949, vetoing
Ordinance No. 639, for the following reasons:
1. It,charges for service, on a basis of usage, which is not being
furnished.
2. It does not provide that any property owners, except water users, pay
for the Sewage Disposal Plant.
3. Fair and just treatment to all, calls that property owners shall pay
equal, until usage of.plant is instituted, then a volume charge in addition should
be charged.
4. A clause should be included, making all vacant property be assessed
on the same basis until an equivalent amount has been paid into the fund.
5. I feel that further study should be given this Ordinance, preferably
by Iyir. Shain, our Engineer, and the Finance Committee:.
A discussion followed, relative to this being a collection inforcement
Ordinance only. IGZotion made by Grigg, seconded by Bonnett that we go over the
I1,Iayor's veto on Ordinance No. 639. Motion carried by roll call vote of five (5).
Overlie voting "No".
CENTRAL SAND AND GRAVEL COMPANY
A letter was read from Ivan Merrick, also complaint from property owners
in Gray's Amended Addition in Blocks 9, 10, and 15, based on violation of Ordinance
No. 500, operating this gravel pit is injuring their property.
IVir. Jack E. Martin's letter of April 5th, was read, petitioning the
Council for permission to operate, lst, manufacture of ready -mixed concrete,'2nd,
manufacture of bituminous asphalt. 3rd, excavation and production of sand and
gravel. Excavation to follow the prescribed limits as set forth by the Spokane
Portland and Seattle Railway, namely two feet below tie level, overburden and over-
size rock to be used to fill pit now on property. 4th, Storage of 1:41achinery incid-
ent to operations. 5th, Operation of shop for repair and maintenance of equipment
incident to operations.
The above to be located on Spokane Portland and Seattle Railway Hight -of -
way in the vicinity of 4th & Ainsworth in accordance with our agreement with Spokane
Portland and Seattle Railway.
Both letters and complaint were discussed. Committee reports they favor
set up as stated in Mr. Martin's letter. City Attorney advises no gravel pits
except by special consent of the Council.
Motion made by Bonnett that CommitteeAs recommendation be accepted which
permits operation as per letter of April 5, 1949, from Central Sand & Gravel Co.
as stated above, also that a Business License be issued and a $5,000.00 Bond be
posted with the City pursuant to minutes of meeting held June 15, 1948. Motion
seconded by Lake and carried by unanimous consent.
Lake excused from the meeting at this time.
TEMPORARY DIKE --RIVERSIDE ADDITION.
A letter was read from property owners in the vicinity of Washington &
tenth, requesting assistance in constructing a temporary dike in case of an emergency
account high water. City Attorney to write Northern Pacific Railway Company regard-
ing their assistance. Motion made by Bonnett, seconded by Overlie to turn this to
the City Engineer for recommendation at next meeting.

A letter was read from John W. Cunningham & Associates.regarding Sewage
disposal Plant Site. Recommending that the City make a request for the.parcel
of land desired for the Sewage Disposal Plant through our Congressional Represent-
ative. IVlayor Beck to write letter.
WALLACE & TI,ERMAN SALES CORPORATION: (Arimmoniator)
A letter was read, acknowledging receipt of acceptance to furnish an Ammon-
iator. When equipment is received notify Mr. R. T. Smith, 907 Terminal Sales
Building, Portland, Oregon. His services will be at your prompt disposal.
REPORTS FROM COMMITTEES:
POSITION OF.CITY SANITARIAN: (E. 0. War.tensleben)
Ordinance not read, Mayor Beck appoints E. O. Wartensleben to continue his
present service to May 1, 1949. Motion fc3.de by Bonnett, seconded by Overlie
approving the appointment. Motion carried.
Councilman Hostetter was excused at this time.
WEST INDIANA: (Trees in middle of street, between Lucas and -Pacific.
Motion mane by Grigg, seconded by Overlie that this be turned to the City
Engineer with power to act. Motion carried.
WATER SERVICE: At point of No. Arthur & Spokane Highway.
R. A. Riley made inquiry relative to water service at this location was dis-
cussed. Motion made by Grigg, seconded by Bonnett that this be turned to the City
Engineer. Motion carried.
LAST SIDE ADJUSTMENT COMMITTEE:
Report on re -zoning South 2 of Block 3, Terrace -!eights Addition to Pasco.
John K. Reed obtained a building permit to erect a Social Club at this location
which is_•permissable in R-2, but not the operation of a beer tavern or intoxicating
beverages. The Committee recommends rejection of application on re -zoning this
district. Motion made by Grigg, seconded by Hicks to accept the Committee's
recommendation. Motion carried.
R:ADING OF ORDINANCES:
ORDINANCE NO. 653:
AN O -RDI NANCE VACATING AN ALLEY AND AUTHORIZING THE CONVEYAT- CE THEREOF.
Motion made by Grigg, seconded by Bonnett that Ordinance No. 653 be given the
third reading. Ordinance No. 653 was read. Motion made by Grigg, seconded by
Overlie that Ordinance No. 653 has been given the third reading. Motion carried.

ORDINANCE NO. 654:
AN ORDINANCE REZONING BLOCK 13P, PASCO LAND COMPANY'S FIRST ADDITION
T0- PASCO, FROM RESIDENTIAL ZONA R-2 TO 14-1 MANUFACTURING DISTRICT.
Motion made by Overlie, seconded by Grigg that Ordinance No. 654 be given
the third reading. Motion carried. Ordinance No. 654 was read. Motion made
by Grigg, seconded by "verlie that Irdinance No. 654 has been given the third
reading. Motion carried. Motion made by Grigg, seconded by Overlie that
Ordinance No. 654 be adopted. Motion carried by roll call vote of four (4).
PLAT BUCK'S ADDITION:
The plat was presented and reviewed. Motion made by Grigg, seconded by
Overlie to accept the plat.if.approved by the Planning Commission. Motion carried.
BUSINESS LICENSE: (R. W. Cushing)
Motion made by Overlie, seconded by Grigg that R. W. Cushing be granted a
Business License for Personalized Advertising as classified by City Clerk.
Niotion carried.
DOG CATCHER:
Three persons, interested in dog catching and pound set-up, were present; a
discussion relative to Bond & "Emergency funds followed. No action taken.
