CALL TO ORDER: Meeting called to order at 8:05 P. M. Mayor Beck presiding.
ROLL CALL: By Clerk: Councilmen present, L. E. Bonnett, C. S. Churchman, Chas
Grigg, Raymond Hicks, A. T. Hostetter, H. G. Lake and T. G. Overlie also Orville
B. Olson, City Attorney.
REGULAR ORDER OF BUSINESS SET ASIDE: By unanimous consent.
A request was made by the B. P. O. E. Lodge to borrow folding chairs
from the Recreation Department for March 24th and 25th. Motion made by Bonnett
seconded by Churchman to loan the B. P. 0. E. one hundred chairs for March 24th
and 25th, they are to be returned the following Saturday A. M. in the same con-
dition as when taken out. Motion carried.
iR� RIllhNOUR presented an Ordinance for the re -zoning of the East 2 of
Block 3, Terrace heights Addition. Ordinance was not read. Mr.. Steed spoke of
wanting to establish a Tevern, for corored people and apply for a liquor license,
he has a ten year lease on the property. Motion made by Bonnett, seconded by
Hostetter that this be turned to the East Side Development Committee. Motion
carried.
CARNIVAL: Junior Chamber of Commerce.
Mr. Simmonsen madea request for location of Carnival, same as last
year. Motion made by Grigg, seconded by Bonnett granting the Junior Chamber
of Commerce permission to operate a carnival in the vicinity of 5th and Ainsworth.
Motion carried.
VACATING ALLEY, BLOCK 6 HEL11f S SECOND ADDITION:
Mr. McQuarter was present to hear Ordinance read, vacating the above
mentioned alley, but the council preferred to hold up action on this until after
the City Engineer passed on.
FIRE DEPARTYIaTT: RIVERVIEVV' DISTRICT.
Mr. Wallace Preston spoke about obtaining assistance fromthe City Fire
Department. It will take more than a year to establish. their own location.
This was turned to the Fire & Light Committee with City Attorney. Tdeeting to
be Tuesday, March 28, 1949.
GRAVEL PIT:
A representation of property owners in Gray's Addition, protesting the
present operation at the pit. A discussion was entered into and all desiring
to speak were heard from, in conclusion this was turned to a committee, Hostetter
Churchman and Hicks.
NEW CITY LIMITS:
(Casey Sheppard)
Mr. Sheppard suggested that a sign and caution sign be placed at the
junction of the new city limits.
REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent.
PUBLIC HEARING VACATING ALLEY in Block 6, Helm's Second Addition to
Pasco, Washington. Notice of hearing set for this time was read. L. E. Bonnett
and A. T. Hostetter protested as citizens. E. W. Newman protested and suggested
that no vacations be granted in that parcel situated as follows: Tenth on the
East, City Limits on the West, Sylvester on the North and the Columbia River on
the South, until definite information is on hand regarding the proposed Columbia
River Bridge also location and services to and from the proposed Sewaf�'e Lift
Pump. Mr. McQuar.ter stated that all alley's were u
closed north of Mond.
Motion made 'oy Lake, seconded by Churchman to hold up action for opinion from
Engineer. Motion carried.
PUBLIC HEARING: S. W. Quarter of the S. W. Quarter, 'Section 21, Town-
ship 9 North, Range 30, Casey Sheppard.
Notice of hearing set for this time was read. A. T. Hostetter pro-
tested, account no benefit to the City.

AN ORDINANCE VACATING AN ALLEY AND AUTHORIZING THE CONVEYANCE THEREOF.
Motion made by Overlie, seconded by Lake that Ordinance No. 653 be given
the first reading. Motion carried. Ordinance No. 653 was read. Motion made
by Lake, seconded by Overlie that Ordinance No. 653 has been given the first read-
ing. Motion carried. Ordinance No. 653 was turned to the City Attorney for
correction by deleting Section two, pertaining to quick claim deed.
PUBLIC HEARING:
REZONING BLOCK 132, PASCO LAND COMPANY'S FIRST ADDITION TO PASCO, WASHINGTON.
Hearing set for this date; notice of hearing was read; no protests made.
ORDINANCE NO. 654:
AN ORDINANCE REZONING BLOCK 132,PASCO LAND COMPANY'S FIRST ADDITION TO
PASCO, WASHINGTON FROM RESIDENTIAL ZONE R-2 TO m-1 MANUFACTURING DISTRICT.
Motion made by Overlie, seconded by Lake that ordinance No. 654 be given
the first teading. Motion carried. Ordinance No. 654 was read. Motion made
by Grigg, seconded by Overlie that Ordinance No. 654 has been given the first read-
ing. Motion carried. Motion made by Lake, seconded by Grigg tiat Ordinance No.
654 be given the second reading by title only. Motion carried. Ordinance No. 654
was read by title. Motion made by Overlie, seconded by Grigg that Ordinance No. 654
has been given the second reading by title. Motion carried.
UNFINISHED BUSINESS:
AMiONIATOR: Call for Bids;
One bid was received, opened and read, as follows: Wallace & Tierman
Sales Corporation, one ammoniator, $768.00 delivered within thirty (30`) days.
Motion made by Hostetter, seconded by Grigg to accept the bid of Wallace Tierman
Sales Corporation as recommended by J. W. Cunningham & Associates, inthe amount
of $768.00. Motion carried by roll call vote of seven (7).
ORDINANCE NO. -655:
AN ORDINANCE TO AMEND ORDINANCE NO. 435 ENTITLED "AN ORDINANCE TO REGULATE
AND RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITHIN THE CITY
OF PASCO, WASHINGTON: TO LIMIT THE HEITHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES
AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSE; TO DIVIDE THE
CITY INTO DISTRICTS" BY ADDING THERETO A NEW SECTION TO BE KNOWN AS SECTION 15A,
REIA TING TO THE USE OF THE LAND AND COMPLETION AND RESTORATION OF EXISTING BUILD*
INGS AT THE TIIUE SUCH LAND AND BUILDINGS THEREON ARE ANNEXED TO THE CITY OF PASCO.
Motion made by Overlie, seconded by Hostetter that Ordinance No. 655 be
given the first reading. Motion carried. Ordinance No. 655 was read. Motion
made by Overlie, seconded by Hostetter that Ordinance No. 655 has been given its
first reading. Motion carried.
ORDINANCE NO. 639:
AN ORDINANCE DEFINING WHAT CONSTITUTES WATER CHARGES IN THE CITY OF PASCO,
PROVIDING A METHOD OF ENFORCING COLLECTION THEREOF A1JD REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT THEREWITH.
Motion made by Bonnett, seconded by Hostetter that Ordinance No. 639 be
given the third reading. Motion carried. Lake and Overlie voting "No".
Ordinance No. 639 was read. Motion made by Grigg, seconded by Bonnett that
Ordinance No. 639 has been given the third reading. Motion carried. Overlie
not voting. Motion made by Hostetter, seconded by Bonnett that Ordinance No. 639
be adopted. Motion carried by roll call vote of six (6). Overlie voting "No".
It was suggested that delinquent users be given notice to pay up.
APPOINTMENT: Planning Commission.
The Mayor submitted the name of Earl Wattenberger as a member of the
Planning Commission to succeed R. 0. Hall. Effective date is "pril 7, 1949 to
April 7, 1955. Motion made by Overlie, seconded by Lake, approving the appointment
Motion carried.
POLES IN VINE STREET:
Motion made by Grigg, seconded by Overlie that the P. U. D. No. 1 be
notified by letter that the company'ss poles in Vine Street be noved to proper
location. Motion carried.
YAKIMA STREET:
Setting back curbs was discussed, this will be turned to City Engineer.

PAINTING AT NAVY BASE:
This was turned to the City Engineer.
TRANSPORTATION FOR PAINTER:
Motion made by Bonnett that the Fire Chief furnish transportation for Paint-
ers equipment and material. Motion died for want of a second. Motion made by
Grigg that Mr. Rundle be authorized to hire transportation when the city truck
is not available. Motion seconded by Overlie. Carried by roll call vote of
five (5)• Hicks and Lake voting "No".
ADJOURNIUNT:
Motion made by Grigg, seconded by Churchman that the meeting adjourn to next
regular meeting, Tuesday, 8:00 P. M., April 5, 1949. Motion carried.
