ROLL CALL: By Clerk. Councilmen present, L. E. Bonnett, O. S. Churchman, Charles Grigg, Raymond Hicks, A. T. Hostetter,T. G. Overlie. Abscent, H. G. Lake. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE, By unanimous consent. PUBLIC HEARING. REZONING EAST ONE HALF BLOCK 31 TERRACE HEIGHTIS ADDITION Notice of Public Hearing set for this date was read. Petitioners re- questing that the east one-half of Block 3 be rezoned from R-2 to C-1. No protests were made. Turned to zoning committee. nnaR AT LARGR! Mr. Lon Leeper stated that three mail carriers have been bitten by dogs of late. Also that two children had been rescued from being attacked by dogs and thought something should be done. This was turned over to the Police Committee. A letter from Mrs. Moore was also turned to the Police Committee. CLEAN-UP SHOP 126 W. LEWIS: Thomas Moore wished to install a clean up shop in the basement of the Pullet Cafe. He was advised to contact the Building Inspector. HAYWARD LARKIN CO: Sign Mr. Ed. Loft, Representative for the Hayward Larkin Co. offers to rent lots 3, 4 & 5, Block 13, Northern Pacific Plat, Original Town for $40.00 per i year for a location for a sign. Motion made by Grigg, seconded by Hostetter to rent at $40.00 per year , lots 3, 4 & 5. Sign to be removed upon thirty (30) days notice. Weeds to be kept down and rental for sign purposes only. Motion carried by roll call vote of four (4). Churchman and Overlie voting no. City Attorney to draw up an agreement. FILTRATION PLANT: Mr. Rice states that the plant was cut into the system March 8, 1949. Mr. McKellar will pay for City Grader work on leveling grounds, and James Construction Company making necessary repairs. A State Health, Plumber or Electrician have never been near to make inspection. REGULAR ORDER OF BUSINESS RESUIMD: By unanimous consent. REEDING OF THE MINUTES: Minutes of meeting held on February 21 and Marbh lst were read. Corr- ection on minutes of March. 15th were read. Motion made by Bonnett, seconded by Hostetter approving the minutes and corrections. BILLS: Excise Tax Voucher in the amount of $592.25 was authorized for payment. Motion made bl Bonnett, seconded by Churchman. Carried by roll call vote of 6. COMMUNICATIONS: EMPIRE AIR, LINES: A letter of congratulations was read from Jabin Vaught, 1,+Iayor of Pend- leton. Also a letter of thanks from Gwin Hicks, Vice Pres. of the Air Lines. CONTRIXT SULFATE OF ALUMINA: A contract submitted by The Qeneral Chemical Division was turned over to the Water Committee. BIDS ON AMONIATOR: Filter Plant) A letter was read from John W. Cunningham with specifications and bid forms enclosed. Motion made by Grigg, seconded by Churchman, that bids be called for March 22, 1949. Motion carried by roll call vote of six (6). APPLICATIONS: (J. M. Newbill) An applicationto perform professional engineering services was read and ordered filed. P. U. D. (No Parking Zone on Columbia) A letter was read from H. Tedro, requesting that a "No Parking" zone be painted in front of their warehouse on Columbia. This was turned to the Street Committee. . CITY TAXI: ( Harry Utz) Mr. Utz presented a map zoned and fees to be charged indicated. Motion PASCO, WASHINGTON REGULAR MEETING (CONT) COUNCIL CHAMBER March 15, 1949 made by Grigg, seconded by Hostetter to accept the rates as filed. REPORTS FROM OFFICERS: WOODROW EPP : (Appointment) The Mayor submitted the name of Woodrow Epp as Manager of the Swimming Pool for the year of 1949. Motion made by Grigg, seconded by Churchman that the ap- pointment be accepted. Motion carried. MONTHLY BUDGET REPORT: The City Gl-erk`I furnished each member a Budget Copy of all departments. REPORTS FROM C0b511ITTEES: BIDS: Car Radio Police Committee requested that bids be called on a car radio. Motion made by Overlie, seconded by Grigg that bids be called for April 5, 1949, and specifications to be furnished by the Chief of Police. Motion carried by roll call vote of six (6). MO'ROR CYCLE: The Police Committee requested that the Motor Cycle be advertised for sale as they wish to purchase a serva-car, would like to have proceeds used on the serva-car purchase. Motion made by Grigg, seconded by Bonnett that the re- quest be accepted. Serva-car would cost approximately $1,025.00 and should receive about $600.00 for the Motor C ycle. Motion carried. Motion made by Grigg, seconded by Bonnett that we advertise the Motor Cycle for sale by next regular meeting. Motion carried by roll call vote of Bive (5). Proceeds would have to be placed in the General Fund. This was discussed, City Attorney to furnish opinion. • Motion :rade by Grigg, seconded by Bonnett that the Motor Cycle be sold but no purchase to be made at this time. Motion carried. Hostetter voting "No". CAPTAINS EXAMINATION: The Chief requests a civil service examination for Captain and Sergeant.wants three (3) temporary men: Motion made by Grigg, seconded by Bonnett approving the Civil Service Examination. Motion carried. TRAFFIC SIGNALS: Motion made by Grigg, seconded by Overlie to turn this to the Street Committee with authority to purchase poles, Brickey to make installations. Motion carried by roll call vote of six (6). VINE STREET COMMITTEE need more time. DYKE ON WASHINGTON: A temporary installation as sketched not favored by the Committee. OCTAVE & ALLEY GRADED: Grading Octave and Alley feom Norbert to Aurelia discussed. Motion made by Grigg, seconded by Churchman, that Brickey be authorized to cut Octave and alley through two blocks,'Norbert to Aurelia. Motion carried by roll call vote of six (6). WATER SERVICE TO TERRITORY WEST OF CITY: Contractor Burge is inquiring about Water Extention to his property west•of theCity which will be annexed in the near future. The Council favors this ex- tention. LIGHT: Mr. Hudlow states the installation of City Lights is just about to start. Ie102.1=017nF Wants painter on wage basis to spray paint buildings. This was discussed and the City Attorney is to give an opinion, maintenance painting etc. SWIMMING POOL: Grading and black top is needed at the Swimming Pool also some seeding. WATER DEPARTMENT: Needs more room. The need for more room by the Water Department. New Office equipment is large and bulky. Firemen's sleeping room was discussed and it was suggested that this be turned to the Fire and Water Committees for pec Following the discussion it was turned to the Building Committee. M., Hostetter left the meeting. 1550 REGULAR MEETING (CONT PASCO, WAS INGTON COUNCIL CHAMBER March _15., 1949 PARK BOARD: City Attorney to draw up a Resolution or Ordinance setting up a Park Board. CITY ENGINEER APPOINTED: \ Mayor Beck submitted the name of Clarence B. Shain as City Engineer. Motion made by Overlie, Seconded -by Churchman that the appointment be accepted effective date is April 1, 1949. Motion carried by roll call vote of five (5). HEALTH BOARD--Bi-County Meeting to be held Monday afternoon March 21, 1949, all councilmen to be present. City Clerk to so notify. EMPIRE LINE: Will use KPKW lines for Homing Service. READING OF ORDINANCES: Ordinance No. 648: AIN ORDINANCE AMEtIDING SECTION ONE OF ORDINANCE NO. 593 BEING AN ORDINANCE AMENDING SECTION ONE OF ORDINANCE -NO. 459, BEING AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT,: REPAIR, MOVING, REMOVAL, DEMOLITION, CONVERSION, ALTERATION, OCCUPANCY, EQUIPME NT,. USE, HEIGHT, AREA, AND MAINTENANCE OF BUILDINGS AND STRUCTURES IN THE CITY OF PASCO, ADOPTING THE UNIFORM BUILDING CODE OF THE PACIFIC COAST BUILDING OFFICIALS CONFERENCE, SETTING UP FIRE ZONES, PROVIDING FOR THE MANNER OF SELECTION OF THE BUILDING INSPECTCR , FIXING HIS COMPED?SATION, AND REPEALING CERTAIN ORDINANCES. M. Motion made by Grigg, seconded by Churchman that Ordinance No. 649 be given the third reading. IJIotion carried. Ordinance No. 649 was read.
