CALL TO ORDER: Meeting called to order at 8:05 P.M. Honorable Mayor John Beck presiding.
ROLL CALL: By clerk. Councilmen present, L. E. Bonnett, C. S. Churchman, Charles
Grigg Raymond Hicks, A. T. Hostetter and T. G. Overlie. City Attorney,
Orville B. Olson was also present.
READING OF THE MINUTES:
Minutes of the meeting held February 15 were read, to be approved and
signed when corrected. Motion so made by Churchman, seconded by
Hostetter.
BILLS: Current bills against the City were read as follows.- Motion made by
Grigg, seconded by Overlie that all vouchers properly signed and approv-
ed be paid. Motion carried by roll call vote of six (6).

COWUNICATION: RECREATION
A letter was read from Maurine Miller relative to loaning three hundred
folding chairs to the High School for a Music Festival, April 22, 1949.
Motion made by Grigg, seconded by Overlie authorizing Miss Miller to loan
as requestedg by Mr. 'Fitzpatrick, Music Instructor. Motion carried.
EQUIPMENT RENTAL:
'A letter was read from Franklin County Irrigation Destrict, requesting to
rent a piece of street equipment and operator. Motion made by Grigg,
Seconded by Churchman that this be allowed with Brickey's approval.
Motion carried,
REFUND: HARRY UTZ
A letter was read from Harry Utz asking that a refund be issued to cover
a Seventy-five ($75.00) dollar deposit on loading zone site, not granted.
Motion Made by Grigg, seconded by Churchman that the refund be allowed.
Motion carried.
APPLICATIONS: (WALTER S. BENNETT)
Mr. Bennett filed an application with references, for the position of
Filtration Plant operator. Motion made by Grigg, seconded by Bbnnettato
turn this to the Water Manager. Motion carried.
APPLICATION: (CLARENCE B. SHAIN)
Mr. Shain's application, for position of City Engineer, was read. Mayor
appointed a special committee to consider this application. Overlie,
Hostetter and Lake on the Committee.
WATER TANK CONDITION:
A letter was read from the Northwest Bridge & Tank Co., stating that our
tank is in need of repairs. Motion made by Grigg, seconded by Churchman,
that the Water Manager investigate tank and report to the Council.
Motion carried.
TEMPORARY DYKE: (V.E. DRAFAHL)
A pen sketch of a temporary dyke from 10th & Washington Street along
Washington to 13th, thence south to the River was presented by Mr. Drafahl.
Motion made by Grigg, seconded by Overlie that this be turned to the
Street Committee for investigation and report at next regular meeting.
Motion carried.
REPORTS FROM COMMITTEES:
Police Committee and Chief of Police recommend the purchase by call for
Bids on 225 Parking Meters.Motion made by Grigg, seconded by Overlie, that
the recommendation be accepted. Motion carried. Opinion from City
Attorney, relative to purchase not being budgeted for. Motion made by
Churchman, seconded by Hicks, that motion be amended subject to opinion
of City Attorney. Motion carried. I _
Motion made by Grigg that the City Clerk advertise for bids on 225 Parking
Meters, on contract,callable on April 5, 1949. Motion seconded by
Churchman. Carried by roll call vote of 6.
BI -COUNTY HEALTH BOARD
Bonnett and committee recommend that the Mayor ask the Bi -County Health
Board and City Council for a meeting. Motion made by Churchman, seconded
by Overlie to accept the recommendation. Motion carried. It was also
recommended that the Mayor appoint E. O. Wartenslaben for another month.
The Mayor so appointed. Motion made by Churchman, seconded by Hicks,
approving the appointment. Motion carried. City Clerk to so notify.
LICENSE: (ADAMS, RECREATION)
Certificate of occupancy was requested of the Building Inspector. Mr.
Haylett spoke to the Council stating the alterations made were in accordance

with the zoning and buil-ding-code.-------Motion made by Bonnett, seconded by
Grigg, that the License be granted. Motion carried by roll call vote of
5. Hostetter voting "No".
STREETS: (VINE STREET)
To open up Vine Street, it will probably be necessary to have a survey made
and pole line removed. Turned to Street Committee for report.
HEALTH CENTER BUILDING: (WATER ON SIDEWALK)
Brickey recommends that the drain, at this location, be connected with the
sewer. Street Committee to investigate and report.
VACATE ALLEY ( BLOCKS 3 & 4, HELM I S SECOND ADDITION)
Mr. & Mrs. Guy T. Richards,petitioned to have the alleys in blocks 3 & 4,
Helm's Second Addition vacated. Motion made by Bonnett that the hearing be
tabled, pending the straightening up of Pettits Second Addition. Motion
seconded by Grigg; following a discussion the motion was withdrawn.
Motion made by Hostetter that this petition be tabled. motion seconded by
Bonnett. Motion withdrawn. . Motion made vy Grigg that a hbaring, on
vacating as petitioned, be set for April 19, 1949. Motion seconded by
Hicks. Motion carried by roll call vote of 4. Bonnett & Hostetter vot-
ing "No".
WATER COMMITTEE:
Reports on Mr. Holter's request regarding water and sewer connections.
Mr. Holter states he was not going to pay for connections, does not want
to hook to navy lines, he was informed that his costs would be governed
by the ordinance same as every one else.
OVER LOA"DING: (CITY SEWER SYSTEM)
Over loading City.Sewer System was discussed. Grease and oil from the
Northern Pacific Shops creates a bad condition. No oil will be permitted
in sewer disposal plant. Motion made by Hostetter, seconded by Bonnett
that the Water Committee contact the Northern Pacific '5agineer.ing Staff
regarding oil waste drainage into the City Sewer System. Motion carried.
EAST SIDE PATROLMAN'S appointment has been approved by the Civil Service
Commission.
PARK POWER MOWER:
Motion made by Grigg, seconded by Bonnett that bids be called for April
5, 1949, Tuesday, 8:00 P. M. Motion carried by roll call vote of 6.
FERTILIZER: (MEMORIAL PARK)
The park man estimates the need of approximately 20 -tons, the cost is
between $7.00 & $10.00 per ton, ground. Motion made by Grigg, seconded
by Churchman, authorizing the purchase of fertilizer, not to exceed $500.00
Motion carried by roll call vote of 6.
TRUCK (WATER DEPARTMENT)
The water department needs a flat bed, one ton truck for transporting
pipe, etc. Motion made by Grigg, seconded by Hostetter to call for bids
on one ton flat bed truck, Tuesday, 8:00 P. M., April 5, 1949, specific-
ations to be furnished City Clerk. Motion carried by roll call vote of 6.
PARK wants old truck. CEMETERY also needs one of the old trucks.
Tommittees to get together. PAINTER needs a truck at times to transport
paint and equipment. Mayor to talk to departments relative to loaning
their trucks for a short period. '
CITY SUPERINTENDENT NEEDED:
Employing a City Engineer was discussed but no action taken.
PARK BOARD:
Present status of the Park Board was discussed.. Motion made by Grigg,
seconded by Overlie that the Chairman of the "ark Committee investigate
the park board and report to the City Council. Motion carried. Hicks
chairman of Park Committee.

ORDINANCE NO. 647, TAXI CAB. AN ORDINANCE, AMENDING ORDINANCE NO. 615 AND
ORDINANCE 578, BEING ORDINANCES RELATING TO THE CONVEYING OF PASSENGERS AND
BAGGAGE FOR HIRE, AND PROVIDING FOR TAXI CAB OPERATORS LICENSE AND REGULATIPT:G
THE OWNERSHIP OF A TAXI CAB ANL' TAXI CAE COMPANIES IN THE CITY OF PASCO:

AN ORDINANCE AMENDING SECTION ONE OF ORDINANCE NO. 593 BEING AN ORDINANCE
AMENDING SECTION ONE OF ORDINANCE NO.459, BEING AN ORDINANCE REGULATING
THE ERECTION, CONSTRUCTION, ENLARGEMENT, REPAIR, MOVING, REMOVAL, DEMOL-
ITION, CONVERSION, ALTERATION, OCCUPANCY, EQUIPMENT,. USE, HEIGHT, AREA,
AND MAINTENANCE OF BUILDINGS AND STRUCTURES IN THE CITY OF PASCO, ADOPTING
THE UNIFORM BUILDING CODE OF THE PACIFIC COAST BUILDING OFFICIALS CONFER-
ENCE, SETTING UP FIRE ZONES, PROVIDING FOR THE Iv7ANNER OF SELECTION OF THE

Motion made by Hostetter, seconded by Bonnett that Ordinance No. 650 be given

ORDINANCE NO. 651:
AN ORDINANCE, AP+TENDING ORDINANCE NO. 625, BEING AN ORDINANCE PROVIDING FOR THE
CONSTRUCTION OF A SEWAGE DISPOSAL PLANT. THE METHOD AND MEANS OF FINANCING ITS
CONSTRUCTION. PROVIDING FOR THE APPOINTMENT OF ENGINEERS TO DRAW PLANS AND
SPECIFICATIONS OF SEWAGE PLANT AND CONNECTING LINES. THE REVISING OF EXIST-
ING WATER RATES TO RAISE WATER LINES AND ESTABLISHING THE MANNER OF PAYMENT
OF SAME. THE PAYMENT OF SEVIER AND WATER CONNECTION OR HOOK-UPS. REQUIR-
ING THE HOOKING UP OR CONNECTING WITH SEVER AND CREATING A LIEN ON PROPERTY
WHERE CITY MAKES HOOK-UP. CREATING A FUND FOR SEWER EXTENSIONS. THE
REGULATING AND INSTALLATION AND USE OF SEPTIC TANKS, CESSPOOLS AND OUTSIDE
TOILETS. THE REPEAL OF SECTION ONE (1) OF ORDINANCE N). 371 AND SECTION TWO
(2), RULE 2, PARAGRAPH "A" OF ORDINANCE NO. 572.

Motion made by Grigg, seconded by Bonnett that Ordinance No. 652 be given
the first reading. Motion carried. Ordinance No. 652 was read. Motion
made by Grigg, seconded by Bonnett that Ordinance No. 652 has been given the
first reading. Motion carried.
