Honorable Mayor John Beck ROLL CALL: By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman Charles Grigg, Raymond Hicks, A. T. Hostetter and T. G. Overlie. H. a. Lake arrived a few minutes late. City Attorney 0. B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. SEWER SERVICE ( G. 0. SCHULTZI: Mr. Schultz residing in Block 131, Pasco Land Company's First'Addition requests sewer extension from South Main to Hagerman and up alley in Block 131 at his own expense. Does not need service for the entire block, which would cost approximately $1,800.00 at this time. Making a deposit to cover present need was discussed. This would amount to $1,200.00. 'Motion made by Bonnett, seconded by Hostetter that sewer be extended in Block 131, -Pasco Land Company's First Addition upon a $1,200.00 deposit. Motion carried by roll call vote of seven (7). Amount of*risers to consurBthe deposit. Advertising for bids was discussed. Motion made by Bonnett, seconded by Overlie that bids be called for March 1, 1949. Motion carried by roll call vote of seven (7). Water Manager to get in touch with State Department of Health. PROPERTY IRREGULARITIES (PETTITS SECOND ADDITION): T. R. Van Hoy &nd other property owners in the vicinity of West Clark and Twelveth had a discussion on how to make corrections. Motion made by Chunchman, seconded by Lake that this be turned to the Street and Alley Committee. Motion carried. Overlie voted NO. Meeting to be Friday, February 18th, 1949 at 2:00 P.M., Council Chamber. Councilman Lake was excused at nine O'clock. BUS SERVICE ( R. L. HAYFORD): Made inquiry relative to operating a City Bus Line. Motion made by Churchman, seconded by Overlie that this be turned to the Police Committee, Bonnett votift NO. Motion carried. Motion seconded by ghurchman. Motion carried by roll call vote of six (6). BIDS FOR AIR PORT LOCALIZER: No bids received. Further action to' -be iaken:Lby,.the"Air'Por.t Committee. Fred Huber to be so notified. Motion so made by Churchman, seconded by Hostetter. Motion carried. BI-CoUNTY LIBRARY: A letter was read from the Chamber of Commerce whereby general member- ship resolved to go on record favoring Headquarters Library Contract with the Bi -County Board; also encourage the Mayor and Council to ne- gotiate an acceptable Contract; Headquarters Library to be at the (site of the ) present Pasco City Library. A letter to Mayor Beck from Neva L. Bequette, Librarian, was read regarding definite proposal and contract. Mayor turned this to the Library Board for recommendation at the next meeting. City Attorney`to look up laws and meet with Board, Saturday at ten A.M., February 19, 1949. ZONING ONE-HALF BLOCK AT ELM AND "A" STREET (G. T. Steed): Mr. Steed spoke regarding rezoning Block 3 Terrace Heights Addition, also petition presented in March 1948 was read by the Mayor. Letters from Planning Commission of'July 2, September 16, 1948 and February 89 1949 wmre read tothe'-effect that a petition covering the above re- zoning had been received,.turned to to Council with no further action taken. Motion made by Bonnett, seconded by Churchman that a public hearing on this petition dated June 5, 1948, be held March 15,1949. Motion carried. PETITION TO ANNEX PROPERTY ADJACENT TO THE CITY OF PASCO ON THE NORTH: Mr. Ungerecht presented a petition to the Council praying for the annexation of approximately 440 acres adjacent to the City Limits on the North, covering more than 75 per -cent of the area by valuation. The petition was read and discussed. Motion made by Grigg to turn this to the Zoning Committee to check for 75 per cent of valuation. Mo- tion seconded by Bonnett; carried, Bonnett voting NO. Motion made by Bonnett, seconded by Overlie that the meeting recess fifteen minutes. Motion carried. Following recess the Mayor called the meeting to order. Petitioners to furnish Hearing Notices; City Clerk to post. Mr. Booth wishes to set in with the Committee on discussion of Engi- neers report on utility service north and west of the City. Motion made by Grigg that we hold a public hearing, February 21, 1949, 8:00 o'clock P.M. Motion seconded by Bonnett. Motion carried. CASEY SHEPPARD: Casey Sheppard wished to know just when he could expect to get water on annexed property. No information obtainable at this time. L. C. STEVENS: Mr. Stevens states he did not get sewer extension to his property in the 800 Block on South Gray. Location of riser, installation of manhole or lamphole was mentioned. Motion made by Grigg, seconded by Hostetter that the Water Manager be amthorized to make installation to this prop- erty if feasible, and the cost to be kept under $500.00. Motion carried by roll call vote of six (6). City Attorney to furnish opinion relative to spending $500.00 or over on expenditures where material is owned by the City and work performed by regular crew. TAXI BAILIES): Mr. Bailie made inquiry relative to Taxi Ordinance Amendment. He de- sired to put on the second cab right away. Notes covering further Amendments handed to City Attorney 4 this time by Bonnett. NEIL HOL►TER: Neil Holter wanted to know at this time what the cost of sewer and water extension to his property was going to cost. He is five hundred feet from the present navy lines. His property is within the aR.ea petition- ed for annexation. Motion made by Bonnett to turn this to the Water Committee. Motion seconded by CIgurchman. Motion carried. 519 PASCO, WASHINGTON COUNCIL CHAMBERS 11939 FEBRUARY 15, 1949 REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. READING OF MINUTES: MINUTES OF THE MEETING held February 1, 1949 were read and approved. P.U.D. WARRANTS - Warrants withheld pending compliance with the Gross Income Tax Ordinance, were ordered paid. The Franklin County P.U.D. having paid to January 1, 1949. Motion made by Hostetter, seconded by Overlie authorizing the release. Motion carri6d by roll call vote of six (63. _JAYNES PLUMBING: Their voucher covering thawing services was honored. Motion so made by Churchman, seconded by Hostetter. Carried by roll call vote of six (6). COMMUNICATION: DISTRICT BOARD OF HEALTH MEMBER (Dr. C. Tudor): A letter was read from Dr. C. Tudor, District Health Officer, stating the cities of the third and fourth class have not appointed their representa- tives to the District Board of Health. Discussion followed. Mayor would like opinion from City Attorney and recommends meeting of Health Committee and City Attorney. WATER MANAGER f� Blanton : A letter from ,ian onto the City Attorney was read with reference to the appointment of the Water Manager, Myron Radelmiller, and the State of Washington Laws of 1947, Chapter 283, Professional Engineers Registra- tion Act. _BUSINESS LICENSE (Claw machine): An application was presented to operate a claw machine; no objection, class same as pin ball machine. _HANEY'S CAMP: RUCTeAtion and Cafe checked February 15, 1949; the Committee recommends that they clean up before they operate, then license to be on a thirty day duration permit until operators have assured the Committee that they are going to be able to manage the place and keep order. Motion made by Grigg, sconded by Churchman to follow Committee's recommendation. Motion carried. _PETITION: A petition signed by twelve business operators and property owners in block four, N. P. Plat to Pasco was read telative to business's operated in that area. Motion made by Hicks, seconded by Churchman that the pe- ition be filed. Motion carried. PULLET CAFE AND ADAM'S RECREATION: Application License discussed. One section of Ordinance 435 was,read.<r% tabled to next meeting. ADJOURNMENT: Motion made by Grigg, seconded by Churchman that the meeting recess to February 21, Monday, eight o'clock.
