CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
FEBRUARY 19 1949
Meeting called to order at eight O'clock P.M. Honorable Mayor John
Beck presiding.
ROLL CALL: By Clerk. Councilmen present, L. E. Bonnett, C. S. Churchman Raymond
Hicks, A. T. Hostetter and T. G. Overlie. Absent, Charles Grigg and
H. G. Lake. City Attorney Orville B. Olson was present.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
REZONING:
Mr. Reed made inquiry relative to rezoning on Elm Street. Motion made
by Hostetter, seconded by Bonnett tfhit be turned to the Planning
Commission. Motion carried.
VICE CHAIRMAN John Reed of the East Side Development Committee recommend
edthat a policeman be placed on the East Side. This was turned to the
Police Committee.
GAVEL:
In behalf of organized labor, Mr. Phil Moloso of the Carpenter's Union
presented Mayor Beck with a new gavel which he accepted and discarded
the old gavel.
BILL TOWNE'S POPCORN WAGON:
Bill Towne spoke regarding his application for the rental of a meter
apace for the year 1949. The Police Committee's recommendation was
that this wagon not be allowed on the street, but that he be giUen
to the 1st of July 1949 to find another location. Motion made by
Churchman, seconded by Hostetter that the recommendation of the
Police Committee be accepted. Motion carried, Hicks voting No.
WASHINGTON STATE COLLEGE SURVEY:
John Pashee of the State College spokbe- relative to the Survey to be
furnished the City following data and statistics compiled by the
college. Mr. Pashee asked the Council how they wanted this report
broken down. Mayor Beck appointed a committee of three, Dwight
Thomas Mr. Moffet and Mr. Heitman with Mr. Rutherford, adjourned to
the Water Office to convene with Mr. Pashee and set up an outline
for breakdown.
VACATING ALLEY BLOCK 6 HELMS ADDITION:
Mr. Wharton in person was making inquiry relative to vacating North
and South alley of the above mentioned block. This was turned back
to Committee.
L. E. Stevens:
Mr. Stevens has purchased some property from Mr. Culver at A and
Gray Streets, has three houses started. Is making application for
sewer. Turned to Sewer Committee.
.Q. F. COTTON, PASCO AIRPORT MANAGER:
States The lal-a-nd Empire Air Lines plan on service into Pasco. In
order to stop here it would be mandatory that a localizes be established .
Mayor Beck reported on his activities in trying to obtain one from
Richland or Surplus Property. The Air Port Committee recommended
the purchase of a localizer for approximately $1,200.00. Motion made
by Churchman, seconded by Hostetter that we call for bids on a lo-
calizes, H type, specifications.to be furnished by Mr. Cotton calla-
ble February 15, 1949. Motion carried by roll call vote of five (5).
Mr. Cotton also spoke of purchasing a contract on a truck, with the
purpose in view of offsetting back rent. Motion made by Hostetter
to drop the idea of foreclosing on truck; :'.r 'a Motion second-
ed by Chuwhman. Motion carried.
MRS JOHN MARTELL & LLOYD:
Referring to an application to conduct a Florist Business at 304 North
11th, the above persons requested a temporary license to take orders
by telephone and make delivery. Motion made by Bonnett to turn this
to the Planning Commission to clear for occupancy. Motion died for
the want of a second. E. W. Newman spoke regarding retail service
and greenhouses. Motion made by Hostetter that a temporary permit be
granted pending action of the Planning Commission. Motion seconded by
Churchman. Motion carried.
WILLIAM WISEMAN (BI -COUNTY HEALTH):
Mr. Wiseman spoke Xo-ni Building Trades stating they did not want
any action taken that would &&pose the Franklin County Health Center.
The discussion was held up to be reopened latter in the meeting.

GORDON LUCE:( Taxi Driver's License Lifted)
Mr. Luke requested the Council to renew his license. Chief of Police
spoke regarding offence and reason for recommending that his
license. -not be renewed. (Bill O'Neil's case was cited) Motion
made by Hicks, seconded by Churchman that the application be de-
nied. Motion carried.
BERNIE KELLERMAN:(Sewer Extension)
Mr. Kellerman wishes to extend,At his own expense,a sewer line
from his store to his residence across the alley in same block
and on his own property from Main Street. Following a discussion,
motion made by Bonnett, seconded by Hostetter that Kellerman be
allowed to run present sewer across property from Main Street, agree-
ment tD be drawn that he moves his sewer line out of the alley if
at any time this space is needed for other utilities or until
sewer is located in Oregon Street, also to'keep sewer clean regard-
less of what he does with his other property. Motion carried.
Agreement to be drawn by City,:A�torney.
Policing East Side was discussed. No action taken.
ADDRESSOGRAPH MACHINE:
Mr. Ezra had an Elliott Machine present and spoke regarding its oper-
ation. Motion made by Bonnett that the machine be purchased; price
$438.70, tax 13.16, total cost $451.86. In this amount is to be in-
cluded stencils etc., to be itemized on purchase order. Motion
seconded by Hostetter. Motion carried by roll call vote of Five (5).

Mr. Addison requests by letter to purchase tree wood now piled in the
Water Department yards. It was unanimously agreed that the wood
was not for sale. Can be used by Recreation and Park Departments.
City Clerk to answer letter.
SEWER PLANT SITE:
A letter was read from the WAr Assets Administration asking verifi-
cation of J. W. Cunningham & Associates authorization as representa-
tive for the City of Pasco. Resolution No 298 to be forwarded.
LOW RENT HOUSING BILL:(Senator Harry P Cain
A wire containing this bill was read and discussed, then turned to
Hostetter for study.

Residents in this community would like this street opened and
graded. It was thought that a survey would be necessary. Hicks
and Overlie to check, then consult City Attorney if necessary.
RESOLUTION NO. 299:
Requesting instructions from the State Division of Municipal
Corporations on double entry bookkeeping to be set up in the
Water Department. Motion made by Overlie, seconded by Church-
man to notify �a- Hubble. Motion carried. Supplies

for the addressograph was again discussed with the salesman.
They should be received about March 1st. The Pioneer Printing
Cots representative guarantees that everything will be right.
Committee recommends the purchase of 2400 statements, trays,
leger sheets tray bases and 100 index cards. Motion made by
Churchman, seconded by Bonnett to make purchase as recommend-
ed by the Committee. Motion carried,by roll call vote of
five (5).
POLICE COMMITTEE:
Bonnett reports radio unit ready for use and recommended payment;:
of $1,500.00 be released on request. Telephone Company has
leased a line from the Police Station to the Court House
at $8.00 per month, four dollars to be paid by the city. Motion
made by Churchman, seconded by Hostetter to accept the Committee's
recommendation. Agreement to be requested. Motion carried by
roll call vote 'of five
FIRE RATING BUREAU:
More favorable at this time, to a lower rate of insurance.
PRINTING CONTRACT:
Herald weekly not a legal paper.
CHIEF OF POLICE, A.L_MCKIBBIN:
City Attorney to give an opinion.
(re:business license M..Haney)
Chief of Police, A. L. McKibbin referred to a business license
application presented by Mattie Haney to operate a Recreation
and Cafe at 501 So. Oregon, stating in five successive weeks,
five felonies had been committed there; they will not observe
the Ordinance closing laic; are not capable of manageing the place;
outsiders take over when crowded. He recommended that a license
be denied. Pat Wartensleben spoke of the seriousness of the
situation. Pipes all frozen, no sanitation. Motion made by
Bonnett to accept the recommendations of the Chief of Police
and Sanitarian, that license be denied. Motion was withdrawn.
Mr. Don Leeper arrived from a meeting at the Recreation Hall
with a mixed group . He stated that to -morrow night (February
2, 1949) he was going to make a personal appeal to the folks on
the Plast Side. They would all appreciate having the Chief of
Police, Sanitarian, East Side Committee and Council meet with
trem at the Elm Street Club. Mayor Beck asked that no action
be taken until after meeting and recommendations.
R.B. ADAMS: ( business license)
R. B. Adams applied for a business license to operate a Recre-
ation for colored people at 126 W. Lewis. Was held up and turned
to Oommittee.
ORDINANCE NO. 647:
AN ORDINANCE, AMENDING ORDINANCE NO. 615 BEING AN ORDIANCE
RELATING TO THE CONVEYING OF PASSENGERS IND BAGGAGE FOR HIRE,
AND PROVIDING FOR TAXICAB OPERATORS LICENSE AND REGULATING THE
OWNERSHIP OF TAXICAB AND TAXICAB COMPANIES IN THE CITY OF PASCO;
AND LIMITING AND CONTROLLING THE NUMBER OF TAXICAB LICENSES AS
PUBLIC CONVENIENCE AND NECESSITY REQUIRE.
Ordinance No 647 was held up for amendment.
WATER MANAGER: (Appointment)
Myron Rademiller was mentioned to succeed H. V. Harris as Water
Manager. Churchman recommended that he be paid $425.00 per month
for the first six months, then $450.00. Following a discussion,
a motion was made by Hostetter that Rademiller be appointed

head of the Water Department at $330.00, Water Manager's salary;
Engineer, $95.00 making a total of $425.00

months; then $336.00 as Water Manager; $120.00 as Engineer, making a

his help. Motion seconded b Churchman. Appointment so made by
Mayor Beck. Motion carried by roll call vote of five (5).
COMMISSIONER OF THE HOUSING AUTHORITY:
Mayor Beck submits the name of E. H. Kidwell to succeed Mr. Allen,
kerm ending January 28, 1953. Motion made by Overlie, seconded by
Churchman to approve the appointment. Motion carried.
PLANNING COMMISSION:
Mayor Beck submitted the name of Elmer Mathewson to succeed R. 0.
Hall on the Planning Cmmmission. Motion made by Overlie to approve
the appointment. Motion seconded byOn roll call vote,
Bonnett,C1Ti1rcYmraaf and Hostetter voted NO. Hicks and Overlie voted
YES. 114otion lost. -
The City Clerk furnished each member a monthly budget report of
all departments.
ADJOURNMENT: Motion made by Bonnett, seconded
